Opis:
The purpose of this study is to analyze budget expenditures and public debt in Poland over the years 2006-2016. The dynamics and correlation between these data are examined and, on this basis, the impact of budget expenditures on public debt in Poland is described. The author reviews the literature on the subject and conducts a statistical analysis based on correlation indicators. Some attention is also devoted to the sense of public debt. As a result of the analysis, a very strong positive correlation has been found between budget expenditures and public debt. This means that an increase in public expenditure leads to an increase in public. debt. Therefore, it can be presumed that the budget revenues in each of the following years were not sufficient to even slightly reduce the public debt.

Goal – The aim of the paper is to analyse the significance of the economic category referred to as stock-flow adjustment (SFA) for the evaluation of the level and dynamics of public debt in Poland. The category is an important part of the analyses called excessive deficit procedure (EDP) conducted by The European Commission. It is also a major contributor to the growth of public debt. It is also related to political activities which fall into the category of creative accounting. Stock-flow adjustment is, therefore, a threat to the stability of public debt. In spite of all this, SFA is not taken into account in Polish documents related to debt management. Research methodology – The analysis performed by the Author is based on the desk research method. It is mostly a qualitative analysis, relying on the literature and both strategic and operational documents of the European Commission and the Polish Ministry of Finance. Stock-flow adjustment is widely regarded in literature as an expression of the hidden part of public debt dynamics. This paper offers an evaluation of SFA’s influence on public debt and its different degrees across both developing and developed countries. Moreover, the documents of the European Commission and the Polish Ministry of Finances are analysed from the point of view of SFA. Score – The analysis undertaken in the paper reveals that stock-flow adjustment has a strong impact on the occurrence of the so-called debt pikes, i.e. sharp increases in public debt. Many authors’ conclusions confirm that SFA considerably affects the level of debt. They also associate it with the restrictiveness of fiscal rules and creative accounting. Thus, SFA is an important element of public debt sustainability. SFA is included in European Commission analyses, but fails to be recognized by Polish documents. It is strongly recommended that SFA is taken into consideration in public debt management in Poland.

Purpose – The paper presents the analysis of the situations of high values of SFA observed in European Union countries during the years 2002-2017. They were assessed in terms of their specific character as well as due to their frequency and the reasons of their occurrence. The analysis aimed at isolating those economic factors that create the risk of the occurrence of high SFA levels and thus contribute to the increase of public debt to a considerably larger degree than the budget deficit would imply. Research method – The analysis is based on Eurostat data concerning the values of SFA for European Union countries. In the years 2002-2017 it comprised 431 observations. They have been analyzed in terms of the average values (both nominal and absolute), the share of positive and negative values and the frequency of the occurrence of high values in general and in particular countries. Subsequently, using case study methodology the Author analyzed the situation of countries with considerable shares of high values of SFA. Results – The analysis has shown that high values of SFA are most frequently the effect of state interventions during economic crises. In most countries the increase of SFA values was temporary (e.g. in Ireland). The second reason is the risk of bankruptcy. Such patterns were observed in Greece and Cyprus. While in Cyprus the increase of SFA values was only temporary, in Greece the position still remains difficult. The third reason of an increase in SFA values lies in the investments made by pension system institutions. Such situations took place, among others, in Finland and Luxembourg. Originality / value – The added value of the paper is connected with the case studies of countries with particularly high values of SFA. They were selected on the basis of data comprising 16 years and in total there were 431 observations for 28 countries of the European Union.

Purpose – The pervasiveness and persistence of budgetary imbalances and systematic growth of public debt in Poland and in the majority of modern countries has resulted in the fact that the subject of public finance security is important and topical. The aim of the article is to analyse the state of public finance security in Poland, to characterise selected determinants influencing security and to indicate current and future threats. Methods – Analysis of national and foreign source literature, primary and secondary statistical data (desk research), deductive reasoning. Approach – The location of public finance security within economic and financial security, indicating the foundations and pillars of national economic security, discussing the determinants of public finance security theoretically and practically, analysis and inference in the scope of three categories of deficit and public debt (of the government budget, public finance sector and general government), indicating threats to Polish public finance which, according to the author, affect not only currently but may also affect the future. Findings – The analysis presented in the article demonstrates that the phenomenon of imbalance in national finance has become an inherent part of the Polish practice of public funds management. The budgetary deficit, which has been present for over thirty years, as well as systematic growth of public debt, result in the fact that the threats of the destabilising role of public finance in relation to the whole financial system and the real economy have become one of the main challenges for Polish authorities. The fact of presenting not very reliable data in public statistics is also worrying. Lowering some economic indicators is not a new problem; in total, in the years 2004–2016 the deficit of public finance sector was underestimated by PLN 158.6 billion.

W Polsce od czasu rozpoczęcia transformacji gospodarczej w 1989 roku mamy do czynienia z ciągle narastającym (w niektórych latach gwałtownie) długiem publicznym. Jest to bardzo niebezpieczne z punktu widzenia funkcjonowania państwa, ponieważ może doprowadzić do jego niewydolności finansowej. To negatywne zjawisko spowodowane reformami gospodarczymi, a w ostatnich latach wpływem światowego kryzysu finansowego oraz rosnących potrzeb budżetu państwa wymusza na sprawujących władzę dokonywanie zmian o charakterze instytucjonalnym (wprowadzanie nowych „reguł gry”) mających na celu ograniczanie wzrostu zadłużenia czy też jego redukcję. Niniejszy artykuł został poświęcony analizie wielkości długu publicznego w Polsce w latach 2000-2013. W pracy wskazano także na instytucjonalne możliwości ograniczania długu publicznego. Taki potencjał tkwi przede wszystkim w prowadzeniu odpowiedzialnej polityki fiskalnej (transparentnej, skutecznej, efektywnej itd.). W przekonaniu autorów tekstu działania w tym zakresie mogą znacząco wpłynąć na osiągnięcie stabilizacji w sektorze finansów publicznych w naszym kraju.
Ever since the beginning of the economic transformation in 1989, Poland has been struggling with constantly (and rapidly in certain years) growing public debt. This is very dangerous from the point of view of the functioning of the state and might lead to financial failure. This negative phenomenon, caused by economic reforms and in recent years the impact of the global financial crisis, forces governments to make changes of institutional nature (the introduction of new "game rules") aiming to curb debt growth or reduce its levels. This paper is focused on the analysis of the size of the public debt in Poland in the period 2000-2013. The authors also identify several institutional possibilities to limit the public debt. This potential lies primarily in a responsible fiscal policy (transparent, efficient, effective, etc.). The authors believe that action in this area can significantly contribute to the achievement of stability in the public finances of our country.

The countries of Central and Eastern Europe, despite similarities in their routes towards market economy and the EU membership, often differed in their choices regarding fiscal policy and the fiscal instruments to be applied while trying to attain their social and economic goals. At the same time, the social and economic effects of the fiscal measures applied sometimes deviated from the intended ones. Some of the new postcommunist members of the European Union have already joined – and others aspire to join – the Eurozone, whose stability depends on compliance with the adopted fiscal criteria. All those developments give rise to questions about the most efficient fiscal solutions available to the national economies in the process of attaining the assumed economic goals. Another question well worth considering is whether in the perspective of further economic integration the nations of the former Eastern Block are capable of continuously meeting the fiscal criteria of such an integration. The recent developments in Greece have demonstrated that even the “old” EU members may have some problems there, and that such problems affect other members of the European Community. The analysis has demonstrated the risks related to unsound selection of fiscal policy instruments that are run by the countries of Central and Eastern Europe. The core objective of fiscal policy is attaining a high rate of sustainable economic growth. However, the emerging economies are often tempted to achieve the short-term social objectives. The budget deficit may be utilised to achieve such objectives e.g. to maintain a political consensus. Still, a frequent side effect is an increased public debt.
