    Opis:
    Goal is to systemise knowledge about the rules and basic elements of financial management of the State Forests as an entity responsible for the sustainable development of forestry in Poland. Research methodology used in the study is analysis of the literature related to financial management of enterprises in the forestry sector, especially in the SFNFH, as well as sustainable forest economy. The literature review allows the author to examine the general rules, aims and elements of financial management of the State Forests. The determinants influencing the form of financial management of this entity are also indicated. Score: The research confirms that the financial management of the State Forests is influenced by numerous factors resulting from the specific nature of the forest industry. On one hand, there is a necessity to take into account the economic efficiency of conducted operations, as well as the need for maintaining the financial independence of all the SFNFH's organisational units. On the other hand, any initiated activities should comply with environmental requirements and the social needs of society.

    W artykule zaprezentowano nowe podejście do finansowania innowacyjności sektora małych i średnich przedsiębiorstw w nowej perspektywie finansowania Unii Europejskiej. W celu omówienia założeń nowej perspektywy finansowej Unii Europejskiej, przedstawiono implikacje funkcjonującego systemu wsparcia innowacyjności przedsiębiorstw w perspektywie 2007-2013. Na tej podstawie wskazano niedomagania istniejącego systemu wsparcia innowacyjności MŚP. Zaprezentowano również założenia dotyczące polityki wsparcia innowacyjności w nowym okresie programowania. W rozważaniach odniesiono się w szczególności do planowanych instrumentów finansowego wspierania innowacyjności MŚP.
    The paper presents a new approach to financing innovation in small and medium-sized enterprises in the new EU budgetary perspective. In order to discuss the objectives of the new financial perspective of the EU, the author discusses the implications of the functioning support innovation system, taking into account the years 2007-2013. On this basis, the deficiencies of the existing system are indicated. Also presented are the assumptions of innovation support policy in the new programming period. The discussion specifically addresses the financial instruments to support innovative SMEs.

    Celem opracowania była ocena poziomu zróżnicowania sytuacji finansowej i rozwoju powiatów Polski Wschodniej w kontekście rozwoju za pomocą miary syntetycznej. Przeprowadzone analizy dokonano w układzie 101 powiatów Polski Wschodniej. Jako materiał źródłowy wykorzystano dane z Bazy Danych Lokalnych Głównego Urzędu Statystycznego (dla 2010, 2012 i 2016). Rozkład miary syntetycznej sytuacji finansowej i rozwoju powiatów Polski Wschodniej jest przestrzennie spolaryzowany. Najlepszymi jednostkami okazały m. Krosno, m. Rzeszów, m. Lublin, m. Kielce czy powiaty łęczyński, węgorzewski, wysokomazowiecki, skarżyski, stalowowolski. Najsłabszymi – powiaty przemyski, chełmski, zamojski. Wśród czynników, które utrzymują to zróżnicowanie, wymienia się m.in. środki finansowe, zasoby środowiska, infrastruktury, potencjał gospodarczy. Proces działania jednostki odbywa się w nich współzależnie i powinien być rozpatrywany łącznie.
    The aim of the study is assessed the level of diversification of the financial situation of counties of Eastern Poland in the context of development by means of a synthetic measure. The analyzes were carried out in the system of 101 poviats of Eastern Poland. The source material was data from the Local Data Base of the Central Statistical Office (for 2010, 2012 and 2016). The distribution of the measure of the synthetic financial situation and development of the poviats of Eastern Poland is spatially polarized. The best units were those of Krosno, Rzeszów, Lublin, Kielce and łęczyński, węgorzewski, wysokomazowiecki, skarżyski, stalowowolski. The weakest poviats are przemyski, chełmski and zamojski. Among factors that maintain this diversity, mention is made of financial resources, environmental resources, infrastructure, economic potential. The operation of the unit takes place in them interdependent and should be considered together.

    Opis:
    Hans Christoph Binswanger was one of the most prominent Swiss and European economists. He made attempts to diagnose the contemporary socio-economic and ecological situation in highly developed countries. He proposed 'the idea of moderation' in economic and social activities. The modern economy is based on coercion and pressure on economic growth. More and more speculative bubbles are created and their 'bursting' leads to financial and economic crises. H.Ch. Binswanger pointed to the possibility of overcoming crises and entering the path of a sustainable economy: one which does not shy away from altering the mode of its functioning. Irenäus Eibl-Eibesfeldt was a prominent contemporary Austrian biologist, interested in studying the behaviour of humans and animals. In addition to his numerous biological studies, I. Eibl-Eibesfeldt was also the author of socio-philosophical research concerning the basic problems of economics, economy, environmental protection, and sustainable development. The role of man in nature and society is changing rapidly. An important problem of modern society is the time perspective in the processes of biological evolution and the functioning of human society. Biology also emphasises the phylogenetic basis of social actions. The current economic and political situation does not live up to the ideas of economic liberalism. The most negative effects of short-term thinking can be seen, for instance, in agriculture, industry and migration policies. It has become necessary to abandon short-term thinking and devise a long-term development strategy, a survival ethos for future generations. Both H.Ch. Binswanger and I. Eibl-Eibesfeldt contributed to the development of the concept of sustainability and to identifying its problems.
