The history of the Polish parliamentarianism has aroused numerous disputes since long due to many factors, causing difficulties in determining the beginnings of existence of this institution in the former Poland. The basic problem emerged in the distinction of the term “Sejm” (“Polish Parliament”) from the earlier rallies, court veches, local conventions or those covering larger areas of the country, or even all-state conventions, summoned by the particular regional dukes and after the unification of the state by monarchs. The disputes were related to the critical look at the role of Parliament in the history of the state: some glorified it, others expressed their critical view, determined by the historical school which the particular author belonged to. During those disputes, the final form was gained by the Polish Parliament as a bicameral parliament with the king, as one of the states, with the Senate and the Chamber of Deputies in the years 1493–1505.

At the end of World War I, in many European countries women won the active and passive right to vote. Poland was one of the first countries, where women were allowed to participate in political life. Already at the time of establishing the Legislative Sejm (1919) the first women-MPs took their seats in Parliament. Similarly, the situation presented itself in the case of the Senate. During its first session (1922) women participated in the works of the upper chamber. The purpose of this paper is to present the participation of women in the legislative work of the Senate in various terms of office. The participation of women in the legislative work of Parliament was characterized by their involvement in issues concerning education or social services, while avoiding participation in the legislative work or that dealing with political matters. The situation presented itself differently as regards women’s involvement in the work of the Senate. A good example here was the activity of Dorota Kałuszyńska, who – during the work on the so called April Constitution of 1935 – not only participated in it very actively, but also ruthlessly attacked the then ruling camp. Another very interesting episode related to activities of women in the Senate was an informal covenant during the work on the bill to limit the sale, administration and consumption of alcoholic beverages. Belonging to different political groups: the said D. Kłuszyńska as a representative of the Polish Socialist Party, Helena Kisielewska from the Bloc of National Minorities and Hanna Hubicka of BBWR [the Nonpartisan Bloc for Cooperation with the Government] unanimously criticized the regulations in force, which – in their opinion – did not fulfill their role when it came to anti-alcohol protection. The participation of women as far as their number was concerned was indeed small, but the Senate (like Parliament) of the Second Republic functioned in the period when women had just begun their activity on the legislative forum. Undoubtedly, it was a very interesting period, in which women had the benefit in the form of gaining their parliamentary experience. For example, it gave rise to subsequent activities of Dorota Kłuszyńska, who actively participated in the legislative works of the Sejm in the years 1947–1952, dealing with social issues or family.

The article is devoted to the Council of State (Gosudarstvenny soviet) of the Russian Empire. The author presents an evolution of the state authority. Over the years of its operation it played the role of institution that advised the emperor on the legislative matters. A very important moment in the history of this institution was 1906, when the authority became the upper house of the Russian parliament. In this article the author presents the structure of the State Council and its staff composition, including participation of Poles and Lithuanians in its work.

In the first part of the article, the author deals with the question of the functions of the Ukrainian Parliament, which include constitutional, legislative, budgetary and financial, controlling and creative functions. Then, there are attempts to clarify the meaning of these functions. The author pays particular attention to the importance of the legislative functions of the Verkhovna Rada [Supreme Council]. The next part deals with the issues concerning the structure of the Parliament, including specific responsibilities of various bodies and their functioning. Next, the author refers to the mode of Parliament’s operating, sessions, as well as meetings of committees and commissions. He pays special attention to the fact that the competences of the standing committees of the Ukrainian Parliament cover the entirety of public life in this country. The parliamentary factions are also important for the functioning of the Verkhovna Rada. Further, the author examines the status of Members of Parliament, including the issues of formal and substantive immunity. Next, the subject of the consideration includes the duties and powers arising under the mandate of a people’s deputy. Another topic touches upon the incompatibility of a deputy’s mandate with execution of other public functions. The article is concluded with general remarks which imply that the Ukrainian Verkhovna Rada relies on the parliamentary rules used elsewhere. However, what distinguishes the Verkhovna Rada is its unicameralism and corruption problems connected with the functioning of a young democracy.

The subject of this paper is the political practice existing in the relations between the Royal court and the local assemblies of gentry in the Commonwealth of Poland in the second half of the 16th and the beginning of the 17th century. The functioning of power relations, especially the conducting of the legislative process, was based on the defined foundations of the state order, established in the constitutional law called the Henrician Articles that came into force in 1576. They demanded of the Royal court that they respect the position and role of local assemblies, empowered in the political system of the Commonwealth of Poland. These relations were invested with pragmatism to a large extent. In order to have the political needs fulfilled, the court endeavored to win a friendly attitude of local assemblies towards the realization of its political plans during the parliamentary sessions. At the same time, the local assemblies which were developing the conviction that they were merely one of the instruments of the Royal politics, appealed to their own problems, which made the target of their politics during the summoned diets. In this way, the Royal politics very often clashed with the aspirations of the gentry at the assemblies’ meetings, sometimes entering the sphere of rivalry.

Parliament – an institution of a democratic state – a member of the Union – is not only an authority but also, as in the case of the European Union, the only directly and universally elected representative body of the European Union. The article presents questions related to the essence of parliament and that of a supranational parliament which are vital while dealing with the subject matter. It proves that the growth of the European Parliament’s powers was the direct reason for departing from the system of delegating representatives to the Parliament for the benefit of direct elections. It presents direct and universal elections to the European Parliament in the context of presenting legal regulations applicable in this respect. It describes a new legal category – citizenship of the European Union – primarily in terms of active and passive suffrage to the European Parliament, as a political entitlement of a citizen of the European Union.

The first Georgian Parliament was formed during the reign of Queen Tamara I. The Karavi had full legislative power and very broad range of other powers. Until the twentieth century there had been no longer any initiatives concerning the foundations of Parliament. This condition changed in 1918, when after the declaration of independence, Georgian parliamentarism began to emerge. However, the initiative was stopped in 1921, when Georgia lost its independence again.

The author undertakes to establish the legal title to performing the creative function by the two chambers of Polish Parliament as a representative of the nation. The article describes the competence of the Sejm and the Senate as the constitutional authorities of the State that perform the creative function. The creative function of the Parliament may be considered as a result of the activities of this institution for other institutions as well as the functioning of the whole system. Voters’ crisis of confidence in the both chambers of Polish Parliament may also be understood as a crisis of its functions.

Opis:
The article deals with one of the most important issues in the Soviet political and legal history. The choice of the political form that was established almost immediately after the victory of the Bolsheviks in the Revolution of 1917, meant a change in the direction of development of the state. Councils became an alternative to the parliamentary republic. The article analyzes the basic principles of both political systems and the reasons for such a choice. The author emphasizes transnational political direction of the so-called “direct action” which took place not only in Russia, but also in several European countries.

The essence of democracy is the rule of the sovereign, that is the nation, today understood as all of the state’s citizens. At present, the most common type of governance is representative democracy, exercised by representatives elected from the citizens themselves. Therefore, for the proper functioning of liberal democracy it is difficult to find a more important issue than the procedure for the election of those who govern us. The article presents two alternative electoral systems: an alternative voting system (AV) and the system of Single Transferable Vote (STV).

The author presents the rules of suffrage that were binding in Zweites Reich (The Second Reich), that is the German Empire, during elections to provincial self-government in Prussia and then compares them with the new election law implemented in the Weimar Republic (Weimarer Republik). In this way it is possible to establish the degree of potential changes that influenced the personal composition of provincial parliaments. Upon the analysis of the given lists of deputies it clearly follows that a revolution took place in Germany in November 1918: up to that time the Members of Parliament had represented the elites of the Second Reich, recruiting from, among others, aristocrats, the nobility, state administration officials, municipal elites, high mayors, mayors, other officials of municipal councils and industrialist elites. The majority of these people in Weimar Republic were replaced by party activists, which resulted from the new electoral law.

The author presents the evolution of the authority established in Prussia in 1824, within the polity boundaries of the country, following the defeat suffered by Prussia in the war with Napoleon. The presentation of Landtag which was functioning in Silesia is the starting point to make a comparison between this institution and others which were established on the parallel basis in other Prussian provinces. Differences and similarities between them are shown.
