Opis:
TOPSIS is a well-known approach applied to multi-criteria decision-making under certainty (M-DMC). However, recently, some analogies between this domain and scenario-based one-criterion decision-making under uncertainty (1-DMU) have been revealed in the literature. Thus, the similarities aforementioned give the possibility to adjust TOPSIS to another area. The goal of the paper is to create a new method for problems with non-deterministic parameters on the basis of TOPSIS ideas. In the suggested approach criteria weights (declared within TOPSIS) are replaced by subjective chances of occurrence which are estimated for each scenario. The novel method has an advantage over existing classical decision rules designed for 1-criterion decision-making under uncertainty since within this procedure each payoff connected with a given option is compared with the positive and negative-ideal solutions.

A new approach to security issues associated with the use of teleinformatics systems in the decision-making process has been presented. There is a discussion of the relationship between the security of informatics systems and the security of the decision-making process in which they are used, in particular regarding the threats resulting from the use of informatics systems and modern teleinformatics technologies. In addition, an overview of the dangers that could have a significant impact on appropriate decision-making has been performed. The paper points out the possible ways to ensure security depending on the type of threats encountered. In particular, threats particularly linked with the security of informatics systems supporting decision-making have been identified.

Opis:
A change in the opinion of a group, treated as a network of communicating agents, caused by the accumulation of new information is expected to depend on communication within the group, cooperation and, possibly, a kind of conformity mechanism. We have developed a mathematical model of the creation of a group decision, including this effect. This is based on a Bayesian description of inference and can be used for both conscious and inattentive acts. This model can be used to study the effect of whether a leader exists or not and other group inhomogeneities, as well as establishing the (statistical) significance and quality of a group decision. The proposed evolution equations explain in a straightfor-ward, analytical way some general properties of the general phenomenon of conformity (groupthink). To illustrate this theoretical idea in practice, we created an information technology (IT) tool to study the effect of conformity in a small group. As an example, we present results of an experiment performed using a network of students’ tablets, which could not only measure group pressure, but also conduct and control collaborative thinking in the group.

Opis:
This article has been devoted to the key dimensions of decision-making. The main goal of the authors was to point out the role and effect of invariants of nature, logic and conceptual systems of science and management, which are extremely important in decision-making processes. The research hypothesis has been tested that the complexity of decision-making and management are determined by the state of reality (Nature). This hypothesis is related to the fact that in science there is currently no uniform methodology associated with decision-making, just as science is not methodologically uniform. One can even doubt whether it is possible to describe the essential dimensions of decisions undertaken by Man, as discussed in this article. These problems are not a novelty to science, since they have been analysed by many scientists in the past. The authors of the article present the complexity and diversity of concepts defining systems of decision-making and management, based on selected fields of knowledge which are generally relevant to this issue, in particular fields associated with ontology and epistemology. Therefore, the text refers broadly to investigating the reality of basic areas of human knowledge and the overlapping relationships between them. This applies to the so-called circle of the sciences proposed and examined by the psychologist J. Piaget. An additional aim of the authors was to create a text presenting contemporary human knowledge about the reality which surrounds us. To understand reality means to be in relative equilibrium with it.

By discretising the stochastic demand, a deterministic nonlinear programming formulation is developed. Then, a hybrid simulation-optimisation heuristic that capitalises on the nature of the problem is designed. The outcome is an evaluation problem that is efficiently solved using a spreadsheet model. The main contribution of the paper is providing production managers with a tractable formulation of the production planning problem in a stochastic environment and an efficient solution scheme. A key benefit of this approach is that it provides quick near-optimal solutions without requiring in-depth knowledge or significant investments in optimisation techniques and software.

Opis:
Risk is a category that is inseparably connected with uncertainty and probability, which means that the nature of risk as a category of science is complex, and the concept of risk is very difficult to define by one conceptual system of modern science. Due to the above, the main research hypothesis of the work is oriented to the assumption that the complexity of the risk category is determined by the diversity (variety) of reality, as a result of which in science there is currently no uniform methodology for risk assessment and estimation. As a result, the main goal of the article is to describe the research area based on selected representative methods of risk estimation and logical decision-making schemes, as well as to systematise the knowledge about the methodology used in them. In the article, the authors illustrate risk estimation with examples developed by themselves and quoted from various fields of science, differing from one another in formal terms in quantitative and qualitative (numerical and content-verbally) dimensions. Strategic risk, risk of fraction estimation, Bayesian risk, Bayesian methods for estimation of population distribution parameters, risk of econometric model assessment, interest rate risk, banking risk, and adverse event as a measure of risk are here addressed. The article also focuses on the problem of risk estimation in terms of the theory of fractals. The work is to have not only cognitive but also practical meaning. The created source of knowledge should prove helpful for decision-makers in the area of management since effective process management requires the expertise of risk estimation in various dimensions and using various mathematical tools.

The modern enterprise operates in a turbulent, demanding and unstable environment. Technical and technological progress as well as socioeconomic development create new opportunities but, at the same time, they force enterprises to continuously increase the quantity and quality of the products and services offered. Enterprises, wanting to meet the expectations and requirements of the market, are forced to look for and introduce innovative, risky and expensive solutions. The focus of enterprises on innovative solutions in the area of management is conditioned by an accurate diagnosis of the current situation and also by accurate determination of the direction of future activities. This article aims to show how Polish enterprises demonstrated innovation in 2013–2016 and what kind of innovations were introduced. The second goal of the article is to answer the question of whether it is worthwhile developing innovations in organizations and whether they are an important element of the company’s development.

Key problems in the field of decision-making have been considered. The authors’ aim was to indicate the extremely important for management role of logic and risk in relation to decisions taken under conditions of uncertainty. In the course of the research, the following hypothesis was tested: the complexity of risk is determined by the diversity of reality. The result of this is that in science there is no current study developing a uniform methodology for the assessment of risk. It might even be doubtful whether it can be created. In a certain sense, this is indicated in the article by the discussion about the dimensions of logic and risk apparent in any decisions taken by a man. The paper presents the complexity and diversity of risk assessment on the basis of selected, but essential to the discussed issue, fields of knowledge. This is valid when the numerical or qualitative level of risk is substantial in the context of the analyzed problem.

Opis:
The normal form in logic has been considered. Any propositional function, i.e. any finite logical expression can be written in such a form. This indicates the possibility of an unequivocal logical representation of many different objects investigated in science and everyday life. The properties of the normal form give a new dimension to the management of processes examined in science. Understanding of the laws of logic and its calculus allows us to obtain this form in a finite number of logical transformations. In addition, this form indicates the cognitive essence and pragmatic dimension of logic. The paper considers axiomatization, and then optimization. Both of these formulations of logic reflect its essence. Shannon’s theorem gives us only a modest signpost that reality has a complex nature, which is confirmed by the richness of logic in the form of its equivalent propositional functions. Knowledge about the behavior of these structures is ambiguous in terms of the complexity of the corresponding logical expressions, that is, two different or identical logical functions may be related to identical (similar) or quite different behaviors in relation to the processes or objects represented by these functions.

Because of the COVID-19 situation, selection for a teaching assistant position to get a TA scholarship in a university in Thailand needs to be performed online by the formed committee. Due to the online process and the limited number of scholarships offered by the university, beyond the face-to-face interview, multiple-criteria decision analysis can help to select a proper student. In this study, we use the extended VIKOR method with fuzzy numbers to help committees to select the students from the applicants. The criteria and the weights of the criteria are provided with the help of committees. Both trapezoidal and triangular linguistic variables are used to find the solution and to observe the range of the possible result. The different weights supporting the strategy of maximum group utility are varied to detect the potential alternatives. The ranking results are also compared with the one obtained from the TODIM approach to illustrate the appropriate alternative.

The issue of decision-making has been examined based on the preferences of the entire population, when the preferences of a few subpopulations varying significantly in size are known. The purpose of assigning global preferences according to the coefficients proposed here was to avoid marginalising the preferences of the smaller subpopulations. The preference coefficients for the population have been assigned using a weighted arithmetic mean, where the weights are the square roots of the sizes of the subpopulations. This is similar to the voting system known as the “Jagiellonian compromise”. The statistical properties of these constants were presented in the context of decision making. These results have been illustrated by way of an example where the subpopulations exhibit significant differences, viz. students’ choice of an economics university in Lower Silesia, Poland.

Supplier selection plays a vital role in evolving an effective supply chain and the overall performance of organisations. Choosing suppliers may involve different levels arranged in a hierarchical structure. Decisions are made successively starting from the first level to the last level. Decision variables are partitioned between different levels and are called controlling factors. In the paper, we propose a multilevel supplier selection problem with uncertain or fuzzy demand and supply. Since objectives may be conflicting in nature, possible relaxations in the form of tolerances are provided by the upper level decision makers to avoid decision deadlocks. We use (linear) membership functions to fuzzily describe objective functions, as well as the controlling factors, and generate satisfactory solutions. We extend and present an approach to solving multilevel decision making problems when fuzzy constraints are employed. Different scenarios are constructed within a numerical illustration, based on the selection of controlling factors by the upper level decision makers.

Many hospital rankings are based on algorithms and weights elicited by experts. The paper attempts to build rankings of Polish district hospitals using the TOPSIS method and to examine the sensitivity of the results to the changes in weights. We considered 11 large and 34 medium-sized hospitals. The criteria set consists of man-days total, profit/loss on sales, contract with the National Health Fund, return on assets (ROA) and return on equity (ROE). Because of this, rankings take into account different spheres in which hospitals perform, including the financial aspect and their main goal, i.e. treating patients. The results show that despite the overall high similarity of rankings, the benchmarking based on rankings should be done with care as the positions of some individual hospitals changed to a great degree.
