The main problem discussed in the article is the protection of archaeological posts. The hitherto Polish literature on this subject has primarily been limited to bringing archaeological reservations to life and adapting thus posts for exhibition purposes, provided that they possess either ground forms (grave mounds, strongholds) or that wooden or brick relics are of a calibre that would guarantee them tourist attraction. The author points out a rich variety of reservations as well as a need to classify them and assess the effectiveness o f different exhibition forms in respect o f protecting the sites, which would make it possible to work out principal methods of operation for individual types o f archaeological posts. Still, in the author’s view, the main question in the protection o f sites is a necessity o f promoting social care in this field, which can only be achieved by revealing their value and significance as well as by making them open to the public. The author finds actions taken so far and based on legal resolutions and administrative sanctions to be ineffective and constiuting merely a link when compared with a magnitude o f the task. To exemplify this, the author mentions the Ślęża, a mountain in the Lower Silesia, on which ancient articles o f worship were discovered and examined. Until the works were not undertaken to tidy up the surrounding area and to arrange and mark tourist routes for visiting, then their presence in social mind was not fixed and it was not possible to secure necessary protection. As far as less spectacular archaeological monuments are concerned, the author suggests to work out forms of their permanent marking, e.g. by planting distinctive trees. Such actions should be undertaken in not too distant future, if only because of the fact that a planned campaing o f recording all archaeological posts would enrich conservation card indexes with a great number o f posts to be placed under protection.

Among the partly preserved records o f the Society for Protection o f Historical Monuments there are to be found five designs of an Inventory Seal o f the art collection at the Royal Castle in Warsaw. The designs, dating from 1916, are the work of W. Żyliński, a rather unknown architect. The author of the report does not plunge into a detailed description o f the said projects, his attention being focussed on their symbolic meaning which reflected the then political situation o f the Polish nation, its mood and striving for the recovery o f independence. In four designs the date 1915 had been inserted. It was meant to memorize the moment of the Society — a Polish institution set up in the Russian sector o f parti tioned Poland, 1906, upon the initiative of the Society'— having taken over the care o f the Royal Castle in Warsaw after 85 years o f the country’s servitude. The key-note of two designs is the crown o f King Sigismund III, bearing the inscription: „The Royal Castle” to remind it was during his reign that the Warsaw Castle became the residence o f the King o f Poland. In one of the projects of the seal there is an image o f a white eagle — referring to that being Poland’s emblem in the times of King Stanisław August Poniatowski, in another one, a bi-partite shield with the white eagle of the Jagiellonian dynasty, and the arms of Lithuania — to remind the idea of the Commonwealth o f Two Nations which survived throughout the period o f partitions. The only design of the Society’s seal put into effect represents a stylized fourleaf clover inscribed into a circle and with the Society’s initials in its arms and centre. It was that seal that was used for stamping archival records o f the Society for Protection of Historical Monuments.

Mieczysław Ludwik Potodci of Lubicz crest came from Bracław voivodship. Born in 1810 in Lwów he studied in Warsaw University and later fought in the November Uprising. For many years he ran Kociubińczyki, his Galician estate near Husiatyn. It was only by accident that he became member — correspondent of the Cracow Scientific Society. After handing over a statute of Światowid (a pagan deity) found in the waters of the Zbruch, M. L. Potocki started collecting coins and archaeological objects for his private „Museum of Antiques” . As a member of the Cracow Scientific Society he travelled a lot for scientific purposes in Lubelska Gubernyia and in Galicia. In 1864 M. L. Potocki was appoited monuments conservator in East Galicia and published several reports on conservation activities. He spent his last years in Lwów where he worked in the National Archaeological Museum. A year before his death M. L. Potocki was elected chairman of the section of archaeology and antropology. During his stay in Lubelska Gubemyia he decided to write a comprehensive monography (in two volumes) of the town and fortress of Zamość. The work was written finally in 1858—1862 and he wrote it together with Priest-Mikołaj Kulaszynski. Józef Friedlein, a Cracow book dealer, bought the manuscript from the author and wanted to have it printed but never fulfilled the task due to the shortage of funds. In 1926 Henryk Rosiński, a bibliophile from Zamość, bought the manuscript from Firedlein’s successor, Józef Munnich. After World War II and the aeath of Henryk Rosiński in Auschwitz, his sister passed on his collections including the manuscript to the Museum in Zamość, where it is still now.

It is namely this tenth year elapsing from the date on which The Cultural Property Protection and Museums Law has been passed in the Polish Seym that gave the author rise to write his article where he reminds that the above Law may be regarded as a consequence of the progressively, from the 18th century onward, growing respect for antiquities. At the same time the author points to the fact that this Law contains a number of provisions that are extending both scope of notions and range of activities in conservation and in museums in this country. From among the newly adopted conceptions to be emphasized here deserves the term „cultural property” but at the same the fact of retaining of the term „historical monument” with the use of which the Law determines the objects of cultural property that are recorded in museum inventories or in those kept by the Voivodship Conservators. As especially important the author considers the first article of the Law reading as follows: „The protection of cultural property is an obligation for the State and the duty of its citizens”. This basic statement is followed by all further provisions. Under the term „cultural property” also the modern objects are meant provided, hovewer, that they can prove important from the point of view of the nation’s cultural heritage and development of its culture. According to the author’s further reasoning the Law extends its legal protection also to battlefields and to sites connected with the Nazi persecutive actions during the last war, to objects of material culture, to monuments of nature, etc. While providing the possibility to act in many different ways the Law at the same time requires that the all conservation tre a tments be based on scientific assumptions. As a fu rther consequence of obligations that by the force of the Law in question were put on all citizens the following can be considered: the calling into being of advisory bodies supporting the Minister of Culture and Arts and those acting at Voivodship Conservators Offices; the provisions determining the use to be made of historical monuments as well as those settling the manner in which they should be made accessible to the public; or, finally, those dealing with their popularization and social contributions for the sake of their protection. The due attention has been devoted to individual collectors who were granted with a number of special privileges. What concerns museums it must be considered as appreciable that in addition to the term „museum” has been introduced that of „collection of exhibits” who are otherwise called the „museum objects”. As fully adequate as to its ability to characterize the museums practice is to be regarded a review of functions that should be performed by a museum; of them, of course, as the most important are to be considered those scientific and educational. However, it must also be stated that the ten-year experience has shown not only the advantages resulting of the Law under discussion, but also pointed to some failures the sources of which, according to the author’s opinion, must mainly be sought in the executive regulations. So, for example, as the author suggests, the Voivodship Conservators should be supplied with decisive powers while collaborating with the local authorities responsible for spatial development and townplanning; an ex officio recording of the movable monuments of the past should be made also more extensive, and especially in cases where they are kept under unfavourable conditions; obligatory practices should be introduced for persons graduating in movable monument conservation divisions a t the high schools; and, finally, much more care should be devoted to decisions concerning the cancelling the historical buildings in a Register of Historical Monuments and their demolishions. There is no doubt that provided that the more thorough consideration be paid to these decisions it would become possible to safeguard a considerable number of objects without any more serious disadvantages or burdens to national economy. Toward those demanding th a t serious alterations or amandments be introduced to the Cultural Property Protection and Museums Law the author of the present assumed a critical or even negative attitude as it is his view th at a document of such fundamental nature as a Law should be one sound enough and, thus all its provisions represent an obvious standard or even a habit governing the attitudes of the society. It is then only that it will be possible to hope th a t our cultural heritage might survive without any further losses.

A guideline for activities in the field of the protection and schaping of cultural life in Gdańsk voivodship was provided by the resolution o f the plenary session o f the Voivodship Committee of the P.Z.P.R. (the Polish United Workers’ Party). The session was held in 1972 and it concerned the main trends for the development of culture in Gdańsk voivodship until the year o f 1980. When executing a work program adopted at the session there arose a conception to set up the Gdańsk Centre for the Protection of Cultural Values as a conservation body o f scientific and research nature. The idea was brought into life in June 1975 on the foundations of the Office for the Research and Documentation o f Historic Monuments in Gdańsk voivodship, in existence since 1970. The newly-opened Centre found its seat in a historic Turret of Anchorers’ (Baszta Kotwiczników). In future the seat will be moved to the granary of „Mały and Duży Groddeck” at Chmielna street. As the guidelines for its work the Gdańsk Centre for the Protection o f Cultural Values has adopted two programs. The program minimum assumes a full recording of monuments in Gdańsk voivodship. A starting point for this program was a very long experience and output o f the people and organizations involved in the problem. The program maximum envisaged the expansion of the earlier program with research and experimental studies aimed at an overall elaboration of historic monuments conceived, in the broad sense, as „cultural values”. According to the definition adopted temporarily by the research team o f the Centre, a cultural value is a set of objects that have a definite value, function, date o f the origin, style and that are the product o f human wilful activities in a creative process. The cultural value is an integral part of both universal culture and of the culture of a specific community and proves its development at a given historical stage. The „value” conceived in that sense is a testimony to the history o f the nation and has a great cognitive value for present generations. Being a genuine reflection o f the social existence, its civilisation and ideology, the cultural value is a factor affecting, i.a., the awareness o f a contemporary man, for whom the knowledge of manifestations o f culture in the past helps to get to know and to comprehend the present age. The notion of „cultural value” is inseparably linked with two other concepts, namely „cultural heritage” (i.e. cultural legacy of the bygone society) and „cultural environment”. The latter concept denotes groups o f people producing cultural values and also places in which the value is created and with which it is inseparably connected. And it is that second aspect o f the problem, conceived in the broadest sense, that makes the focus o f interests and research works carried out by the Gdańsk Centre for the Protection of Cultural Values. Hence, the term „cultural environment” covered landscape including all natural and man-made elements. The following sections have already been set up for the full execution of the adopted programs: the Team of the Monuments Research and Documentation Workshop, the Team o f the Conservation Workshop for Works o f Art, Documentation Department, Servicing Workshops, Independent Post for Building and Investment, Independent Post for Defence and Protection of Historic Monuments as well as Finance and Administration and Economic Department. The departments group experts in different fields, to mention only architects, art and architecture historians, engineers. They also maintain a close contact with research workers and cultural organizations in the Baltic Coast and in the country.

Meetings in the Struve Villa 1998 - 2001. Lectures on Cultural Heritage is a collection of 27 texts presented by noted Polish professors of the humanities during a series of monthly meetings held in the Warsaw seat of the Society for the Protection of Historical Monuments. The registered and subsequently authorised lectures pertain primarily to the protection of historical monuments in Poland, the revalorisation of towns, and the condition of Polish conservation services at the end of the twentieth century. Some of the texts discuss particular monuments and assorted problems associated with their preservation (militaria, historical costumes, forgeries, geological monuments), while others deal with archaeology, the history of art and the museums (i.a. the beginnings of architecture in Polish lands, Polish murals from the seventeenth and eighteenth century, the history of the Czartoryski Museum in Cracow). The various themes and the opportunity for becoming acquainted with the individual and colourful style of each of the speakers render this book valuable, interesting and accessible to all lovers of historical monuments.

Thé Society for Protection of the Monuments of the Past, formed in 1906, exercised an extremely important role in preservation of Polish historical monuments in the Russian sector of partitioned Poland (where there did not exist a state conservation service) and also after Poland’s liberation in 1918. The Society assisted effectively the then scarce number of conservators, its activities having been conducted in many different lines: surveys and photographing of historical monuments, scientific research, elaboration of the methods of conservation, issuing of opinions and carrying out of conservation work on a large scale •— with regard to both the monuments of architecture and movables o f historical value, organization of exhibitions and scientific sessions, issuing of extensive catalogues and other publications. The Society was divided into a few sections all of them headed by experienced specialists, architects, artists, historians o f art, connected mostly with the Department of Architecture of the Warsaw College of Science and Technology. The seat of the Society was Baryczka House in 32 Old Town Market Square, Warsaw, where there was to be found the Society’s collection o f iconographical materials, libry and museum. The Society was dissolved by the Nazi occupation authorities in 1939 but its collection of the works of a rt saved due to the selfless efforts o f its former members. The Society for Protection o f Historical Monuments, formed in 1973, and referring to the tradition of its predecessor, commemorated the seventieth anniversary of the formation o f the Society for Protection of the Monuments of the Past by having organized a formal session in Warsaw on October 21, 1977.

The second half of the 18th century, being a period of scientific and artistic patronage of Poland’s last King, Stanislaus Augustus, saw enormous and rapid growth of interest for the past. This process was closely linked with the steadily growing observance of traditions in the ancient Polish towns where in the 17th century were developing the historiography and iconography, but much more still in the gentry families in which were preferred the objects coming from old days and furnishing an evidence of their long history and importance. As an example of such an approach can be quoted the activities of Wacław Rzewuski, the Crown Great Hetman whose interest for history and literature is commonly known and who at the same time busily collected relics of the past as, for instance, ancient weapons, -works of art, books and the like. The first modern historical school in Poland had its roots in activities of the Commission of National Education. The syllabuses were prepared by the same Commission headed by A. Naruszewicz and as their foundation was adopted his „History of the Polish People” the narrative of which has been brought by the author to the year 1386. Ignacy Krasicki, Bishop of Warmia was in those days a representative of rational, historically inquiring approach toward relics of the past which he carefully protected at the same time giving his residence, at Lidzbark Warmiński as an example and on many occasions speaking against reconstructions of ancient buildings. Tadeusz Czacki, in 1791, lustrated the Wawel Castle in Cracow and presented a comprehensive programme of protective measures. He reasoned his programme by emphasising the national importance of this object recalling the better past days in Poland’s history. Along with rational approaches toward the relics of the past at the end of the 18th century a sentimental and romantic fashion aroused taking the form of admiration for ruins and ancient details becoming the inspiration for feelings and incentives for imagination. Throught demolitions carried out at the end of the 18th and early in the 19th century numerous old castles have been turned into picturesque ruins as was, for instance, the case with the so-called „Mice’s Tower” at Kruszwica or a large range of stone keeps and larger strongholds surviving in the territory of the Cracow—Częstochowa Jura or others. At the same time, however, in parks surrounding aristocratic residences, in full accordance with the commonly approved idea of Izabela Czartoryska dating from 1805, a number of artificially made romantic ruins has been erected whereas into façades of various buildings were built-in stone fragments coming from original old castles, churches, old town houses and so forth. As an example of this may be considered the „House of Archpriest” in Arkadia near Nieborów residence that was erected by S.B. Zug for Helene Radziwiłł in 1795 or the „Gothic House” at Puławy built by P. Aigner for I. Czartoryska in 1809. In that latter case within the house a collection of archaeological materials and historic relics was sited. The first list of Poland’s historic monuments was presented in 1816 by T. Święcki in his valuable book titled „The Description of the Ancient Poland” where at the same time quite a vast programme of protection of the „relics of past” has been outlined by the author. As an interesting contribution in the process of development of historical consciousness among the Polish people is to be considered the production of painters. On the leading places in that range stood M. Bacciarelli who was the author of a large collection of paintings on historic subjects designed for decoration of the Royal Castle in Warsaw and Z. Vogel to whom we should be grateful for his excellent collection of drawings illustrating the then, i.e. at the end of the 18th century, existing architectural monuments. There can be any doubt whatsoever that people who at the end of the 18th century have laid the found ations for the modem development of conservation and protection of historic monuments are fully deserving our gratitude.

The Society for Protection o f the Monuments of the Past was formed in Warsaw, June 28, 1906. At that time when Poland was partitioned — and, thus, deprived of her statehood and its bodies — the Society exercised not only a social function but also that of a national and formal conservation service. At the early stage of its activities the Society managed already to cover with the latter the whole o f the Russian sector o f partitioned Poland. The proceedings involved were oriented on protection and conservation of the monuments o f wooden sacral architecture and laic building as well. A telling illustration of that trend was the exhibition of the monuments o f Polish architecture, mainly the wooden one, organized in 1915. The author deals with four old wooden churches, whose documentation is to be found in the Society’s archives. In 1907 energetic steps were taken up by the Society in order to prevent demolition of the three-aisled basilica at Białynin, dating from 1521. Those endeavours were not, however, crowned with success and that has remained of that historical monuments is but a portal o f sacristy — a rare instance of architectonic wooden relief. The second wooden church — at Brzeźnica Stara, early 16th century, burnt during the hostilities in 1939 but is known to us due the photographs taken, and the descriptions and drawings made, by the members o f the Society in 1908. A similar documentation pertains to the non-extant church at Olbierzowice (1468). Now what owes its survival to the Society is the parish church at Zborówek (1459), the oldest of the dated wooden churches in Poland. It was the Society’s members that effectively opposed, in 1913, the project o f its demolition. The author states in conclusion that irrespective o f the failure of some of the preventive measures taken up by the Society, its activities in the sphere of surveying and documentation have resulted in collection of an extremely valuable material which has saved many a historical monument from sinking into oblivion.
