In the article is given a short history of creation and development ,of the Courses of Conservation at the High School of Arts, Cracow the tradition of which can foe traced as far back as to the il'9th century. The actually existing Courses were called into being in 1'9'50 after integration of the two teaching institutions, namely the Academy ,of Fine Arts and the Higher School of Arts, Cracow. Within actual organizational structure of Courses the re are th re e chairs, two of them having an additional division, teaching the students in two specialized lines — conservation of easel and mural paintings as well as conservation of indoor and architectural sculpture. To the Chair of Conservation of Mural Paintings and Architectural Sculpture headed by Docent Władysław Zalewski are subordinated the atelier of conservation of mural paiintings, that of conservation of architectural sculpture, the atelier of inventorying and copies, and the division of documentation and inventorying. To the Chair of Conservation of Easel Paintings and Wood Sculpture, headed by Docent Zofia Medwecka, are subdued the following: ateliler of easel pa'mting conservation, atelier of wood sculpture conservation, division of physics and applied chemistry, headed by R. Biliński, chem. eng., and the two laboratories — of applied physics and th a t of applied chemistry. The Chair of Technology and Painting Techniques, headed by Docent Dr. Władysław Slesiński, comprises the atelier of painting technology, th a t of painting techniques, technological laboratory, documentation a r chive and a specialized library. Among the members of teaching staff can be listed monument conservators, a rt historians, a physist, the chemists, a microbiologist, and also the practicizing painters and sculptors. In the furthe r parts of the article an information is given by the author regarding the duration of studies supplemented by practices as well as that concerning the course and programmes of studies or capacities required from candidates. Short characteristics have been given by the author of facilities and apparatus used in ateliers f,or conservation purposes and already ranging to the world standards normally found in equipment of th a t kind. It is this standard which allows to undertake the complex tasks in the field of conservation, among them those connected with practical purposes, research, technical works or with preparing of documentation. The Courses in their actual form and functions may to some extent be compared with a research institute furnished with both suitable equipment and materials, the sufficient atelier conditions and the scientific staff. Much more exhaustive information has been given by the author with regard to th e scope and character of activities conducted in three lines, namely th a t instructive, scientific research and conservation se rvices. Discussing the first of the above lines the author characterized the qualities of a student and g ra duate, the curriculum, materials used during exercises, subjects of diploma works, achievements in the scientific and research work and also gave information on admission of research students and r e - educational courses for conservators. Dealing with matters connected with the second line of activities she gave a comprehensive explanation of programme of scientific and research works undertaken and carried out by particular Chairs and Divisions and also the publishing and publicity actions for the sake of conservation and protection of cultural property. Finally, commenting the activities in the field of conservation services 1 she explained the forms of co-operation with field conservators, museums, galleries, artists and a r t historians and manufacturers of painting materials and those applied in conservation as well.

In the field of conservation may be observed a range of relatively rapidly occurring changes with regard to methods, materials applied and aesthetic requirements which result in alterations introduced to curricula designed for the conservator training. In consequence of the above changes arise the differences between the levels and resources of professional knowledge acquired by succeeding yearly groups of graduates which are becoming the more drastic with time elapsing from the date of graduation. Certainly, the conservators are augmenting their knowledge chiefly due to experience gained during th e ir professional activities, however, lit is the nature of conservator’s job itself, connected with the need of applying long-lasting treatments, th a t practically confines the development of perceptive abilities and leads to performing the work in form limited to a daily bread -an d -b u tter business. In several cases the conservators have to do their job far from larger professional circlds and the thus narrowed specialized range makes them unable to be duly orientated in a complete se t of problems and trends prevailing in conservation. Frequently enough some of them are forced to withdraw from profession for a longer or shorter period of time due to changes in their living conditions. The above features and occurrences have been often subjected to discussions within the conservators milieu in Cracow. Taking into account all these problems in 1970 it has been decided in the Conservation Department at the High School of Arts, Cracow to organize a systematic action of supplementary training for persons who graduated in this Department. The activities sta rted by the Department have taken the form of a three-day cycle of lectures combined with shows and discussions covering selected problems from different ranges of conservation and auxiliary disciplines which are held once a year early in spring or in the late autumn when the conservators, afte r completing their seasonal works, have more time at their disposal.

In curricula of studies at the Faculty of Architecture, Technical University, Warsaw from its beginings datin back to 1915 up to the present day has been included as subject the conservation of monuments with a total of ab,out 30 hours of lectures in the course of the fourth year. These lectures have as their general purpose to make the fu tu re architect fam'iliar with problems of conservation of monuments and also with those connected with their adaptation to requirements of modern life. A specialized training in this field is being conducted within the Faculty in form of post-graduaUon courses of conservation which have been made accessible not ,only for architects but also for those representing other disciplines and through their everyday professional work linked with problems of monument protection. ,The curriculum of this two-year course covers the following lines: theory of conservation of monuments, h'istory of building a rt in Poland, methodology of investigations, survey and photographic records, technical problems involved in conservation of monuments, the scope of restorers work, revaluation of historical centres of towns, landscape protection, legal and organizational problems. The above courses have been started in 1970 and it is likely that their curriculum will be subjected to some modifications as a result of experiences gathered.

The author gives an assessment of historical, town-planning and conservation studies prepared for the revalorization of small and medium-sized towns in Poland. In his view, the hitherto studies o f that kind referred only to historic parts of towns without paying any attention to the environs. An example of the study combining the two elements is provided by the work for Stary Sącz which covers not only historic monuments but also the landscape, green land, transport routes etc. The author goes on to describe small Polish towns and states that being built mostly in wood they underwent numerous disasters such as fires and therefore do not look to attractive and are rather neglected. And only under the coat of negligence their true values are hidden. Other towns represent a rich variety o f styles, to mention only the Middle Ages (Paczków), Renaissance (Zamość), Baroque (Silesian towns). The main question in conservation works is to establish a criterion of the importance of towns to be rescued. When preparing a revalorization program one has to take into account the so-called prognosic, i.e. to specify future function of the town, trends and speed o f its development. This, inter alia, is linked with the proper solution to transport problems, location of services, etc. A key issue in town-planning is tis architecture. New house-building, in rural regions in particular, is a phenomenon negative in respect of both architecture and technology and constitues a threat to old buildings. To illustrate this, the author aives observed by him examples o f negative (Zakliczyn, Krynica) and positive approach (Sopot, Bochnia). In conclusion, the author o f the article says that new architecture should be introduced into old towns but that it must fall in line with old town-development thorugh properly chosen dimensions and details (such as windows and moulds).

III his article the author discusses the proposal submitted by the Director General of UNESCO at the last XiVI Session of General Meeting with the aim to regulate at an international level the problems connected with protection of cultural property having all-human importance. The proposal under discussion was based on a report worked out by a staff of experts stating that there exists a certain category of monuments, assemblies and historical sites for whose protection (in view of their immense value for the mankind and financial burdens of preservation) should be made responsible not only the countries where the above properties are located, but the international community as well. It seems, therefore, to be highly desirable that a convention be signed enabling to establish an international organization ready to save this cultural property in cases of sudden dangers. It has also been suggested that the intended new organization should act within the UNESCO, nevertheless, it should be provided with its own executive body and an Advisory Council composed of representatives of non-governmental international organizations like ICOM, ICOMOS, the Research Centre, Rome and s.o., and besides of a certain number of personally invited specialists. This new organization should, of course, be provided with adequate funds. All the help needed for endangered cultural property would be allocated on a basis of proposal submitted by a country concerned but the allocations should be made cl ©pending upon a considerable share of country wishing to save her national heritage. It is foreseen that the draft of the said convention after discussion and its adopting by a Committee of Experts will be ready to be passed at the XIVIII Session of General Meeting to be held in October- -November, 1972.

Opis:
The study of the development of the market square at Żelechów offers an example how to develop a market square in a small town with a town-hall situated in the centre. Żelechów is a town in Siedlce voivodship. The first mentions o f Żelechów date back to the 13th century. A baroque church from 1741 and a clasicist palace built in 1762—1790 have preserved their original form until to-day. The centre o f Żelechów’s layout is a market square o f 110 x 110 m. Four main streets come out from the centres of market frontages and at the intersection of their axes there stands a clasicist town-hall from the turn o f the 18th and 19th centuries. The view of the town-hall has the form of a quadrangle with a square courtyard. The ground floor held originally 4 vestibules corresponding to four streets in the middle of the frontages and a number of vaulted quarters which used to be market stalls. Huge enscarpments flanking the eastern elevation were added in ca 1914. Market frontages are made of wooden and bricked houses from different periods: one can find there 19th-century buildings of historic merit, buildings which represent examples of traditional construction, contemporary buildings which play either commercial or living-in functions as well as dwelling and other houses with no major historic values. All houses are one- or two-storeyed. The market square is stone paved. There is not much high verdure there. The aims of the market’s development scheme are as follows: — to restore to the market its old function by arranging the market and its partial roofing, — to add buildings which will have a similar character and scale as the existing ones, ' — to make a parking lot for cars and to choose the most convenient place for long-distance buses (the so-called PKS buses); at present the bus station is situated in the town-hall; correspondigly, to assign one part of the market for cars, — to plant more trees inside of building blocks surrounding the market square and also to plant rather big but extensive flower- beds (15 x 15 m) on the market square, — to use different kinds of material to pave the market. The market’s floor might be made of three materials: flag stones, granite cobbles and road clinker. Road clinker should be arranged in belts square with market frontages running from the corners of the town-hall’s walls and emphasizing the axiality of the market demarkated by streets. Part o f the market assigned for a parking lot is planned to be made of granite, while its recreational part — o f flag stones. The final result of the works is shown on the drawing ,,The Market’s Region — a Design Study”, which, according to the author, shows the best functional and compositional development of the market.

A difficult situation in house building in Poland, a great insufficiency of flats when compared to the needs, is, i.a., a result of the fact that due to many-years’ negligence the existing resources get decapitalized and demolished on a large scale, which brings about a further and ever growing increase in the demand for new housing; the demand that cannot be met by present work potentials, material possibilities and financial means. For a long time it has been getting more and more evident that it is necessary to halt a great loss of rooms in the so-called old housing resources ; with this in mind various concepts of saving these resources and their best adaptation to modern needs are being prepared. Generally, this trend is referred to as „modernization of buildings from before 1950” . This term applies to structures and complexes which are not included in the register of monuments. Still, it is closely associated with technical treatment and modernization processes in buiding complexes, already recognized as historic and covering an ever bigger number of buildings and complexes from the turn of the 19th and 20th centuries and even from the later period. Comprehensive work on the complexes that arc of interest to conservators is often called „the renewal of historic towns and complexes” . The programme of these works covers the following three major trends : 1. modernization of utility functions of complexes and individual buildings, 2. stabilization of technical structures and development of infrastructure such as waterworks, gas, electric, heating, power, telecommunication systems and others, 3. aesthetic arrangement of land structures and artistic elements. A proper use of cultural values in these complicated organizational, technical, social and financial processes calls for a detailed study of all elements going to make the cultural values of towns and complexes, often preceded by thorough specialistic examinations. The scope of these studies should cover such fields as general history, art history (including architecture and town-planning), archaeology, history of technics, etc. It should also envisage a revival of regional elements, not always found in official monuments present functions registers and often even contemporray elements. Such a study should be prepared before all necessary town-planning and architecture designs are drawn. The present article contains a general discussion on scope of studies and planning as well as on existing regulations and adopted organizational principles of renewal processes in Poland. Attention has also been drawn to „non-conservation” factors conditioning a proper course of the renewal and including different present functions of historic towns in various regions of Poland. Finally, the author puts forward twelve postulates aimed at improving the processes of programming, planning and executing the modernization and renewal works in Polish towns.

Opis:
The article analyses the conservation and restoration conducted from the third quarter of the nineteenth century on Wawel Hill, both within the royal residence complex and the cathedral, from the viewpoint of the then prevailing and present-day conservation doctrines. The first pioneering study of the restoration of the royal castle, prepared by Tomasz Pryliński in 1881-1882, must be highly assessed also as regards the current conservation method. On the other hand, the project of the restoration of the cathedral proposed by Sławomir Odrzywolski in 1886 still contained numerous elements of stylistic purism. In the course of its realisation it was considerably modified by a limitation of the re-Gothicisation, a preservation of the majority of the historical strata and an introduction of modern elements (Art Nouveau). The project of the restoration of the castle presented by Zygmunt Hendel in 1908 became the topic of a discussion in which diverse stands were represented by Max Dvořak, the chief conservator of historical monuments in the Austro-Hungarian monarchy, and Professor Stanislaw Tomkowicz, chairman of the Castle Restoration Committee. Continuing the ideas launched by Alois Riegel, Dvořak was in favour of strictly comprehended conservation, while Tomkowicz defended the idea of scientific restoration. The outcome of the discussion was a compromise favourable for Wawel Hill, entailing a resignation from controversial reconstruction proposals but not from the actual restoration of the royal residence. In 1916-1939 the restoration of the castle was continued by Adolf Szyszko-Bohusz, whose specific approach was based more on artistic creation. Today, his realisations already possess a certain historical value and deserve to be subjected to conservation protection on their own merit. Their essential novelty consisted of arranging two archaeological- -architectural reservations. Out of for four conceptions pertaining to the whole Hill (1917, 1919, 1939, 1946) Szyszko-Bohusz or his successors implemented the best elements. Fortunately for Wawel Hill, they did not realise plans for a Pantheon and an amphitheatre, which cannot be favourably judged from the viewpoint of conservation doctrine. After the Second World War conservators resigned from these plans and under the supervision of Witold Minkiewicz and Alfred Majewski initiated, i.a. work on mediaeval walls in the western and southern part of Wawel Hill. The range of the reconstruction was distinctly limited in comparison with the conceptions expounded by Szyszko-Bohusz, thus expressing the transformations of the conservation doctrine of the period. In 2008 a positive opinion about those realisations was reflected in its entry into a register of historical monuments as a “conservation document”. Modern elements of exposition arrangements introduced into the Treasury, the Armoury and the exhibition “The lost Wawel” are distinct from the authentic substance, a solution that reflects a clear-cut impact of the doctrine recorded in the Charter of Venice. Complex conservation, comprising the next stage of work conducted on Wawel Hill, had been initiated in 1990 by the present-day Director of the Royal Castle on Wawel Hill and Conservator of Historical Monuments on Wawel Hill – Professor Jan Ostrowski. The basic premises of these undertakings are contained in the Statute of the Royal Castle on Wawel Hill, which defines both the function of the Castle complex as a museum- -historical residence and the trend of conservation: “the preservation of the historical substance of monuments belonging to the Castle”. “Conservation” should, however, be comprehended as “conservation- -restoration”, since present-day activities should supplement those of the predecessors and not negate them. Such a continuation of earlier initiatives included the recreation of the surface of the arcade courtyard, the recreation of the historical crowing of Lubranka, the completion of the conservation- -restoration of the Sandomierz bastion, the architectural correction of the elevation of the Royal Kitchens (no. 5), the recreation of the royal gardens and the revalorisation of the complex of Gothic houses, i.e. building no. 7. An essential element in embarking upon conservation decisions is a valorisation of the historical strata, which includes also the results of earlier conservation. The negative opinion about the nineteenth- century introduction of barracks in the royal palace complex is maintained, but Austrian fortifications extant up to this day have been recognised as an element subjected to protection. Redesigning introduced during the Nazi occupation, fortunately not extensive, has also been negatively assessed. The principles applied in reference to the outcome of previous conservation assumed their preservation as historical values unless they collide with the fundamental purpose of the presentation of a historical royal residence, i.e. falsify its image or damage its historical substance. In such cases, corrections are advised, as exemplified by the exit from the castle to the royal gardens and a new arrangement of the reservation in the west wing of the castle.
