    Opis:
    The 33rd Session of the UNESCO World Heritage Committee held on 22-30 June 2009 in Seville added 13 new entries to the World Heritage List. The main event, which dominated the session, was the deletion from the List of the Dresden Elbe valley, included in 2004 as a cultural landscape. The decision was motivated by the construction of a four-lane bridge in the very heart of the valley. At present, after this year’s session, the World Heritage List contains 890 entries.

    Opis:
    The UNESCO World Heritage Committee, representing 185 signatories of the UNESCO Convention Concerning the Protection of World Cultural and Natural Heritage, took place on 2-10 July 2008 in Quebec City (Canada). The Committee session made several decisions concerning sites from the UNESCO World Heritage List located in Poland. One of the sites that the Committee has been discussing for several years is the Auschwitz-Birkenau Nazi concentration and death camp (1940-1945) and the state of its vicinity. This time was no such debate was held, but the government of the Republic of Poland was requested to provide information about the preparation and realisation of an administration plan relating to the site and its immediate surrounding. Other issues included the delineation of the boundaries of historical city centres in Warsaw and Cracow, the medieval town of Toruń, the Old Town in Zamość and the Castle of the Teutonic Order in Malbork. In the case of the Białowieska Forest the Committee obligated the Polish and Belarusian sides to organise a mission of experts for the purpose of explaining the boundaries and principles of the protection of this particular site.     Opis:
    Already 851 sites representing exceptional universal merits have found themselves on the UNESCO World Heritage List, created upon the basis of the 1972 UNESCO convention on the protection of the world cultural and natural heritage. The decision-making body within the convention is the Committee. The 31st session of the UNESCO World Heritage Committee was held on 23 June-2 July 2007 in Christchurch (New Zealand). More than 800 representatives of 184 convention member states, state institutions and NGOs attended the meeting. The Committee decided to add to the UNESCO World Heritage List 22 new sites. It also made an unprecedented decision to strike from the list the Arabian Oryx Sanctuary in Oman, due to a reduction of the terrain and the falling number of the antelopes. The most important decision concerning world heritage sites in Poland pertained to the changed name of the Auschwitz Concentration Camp. According to the proposal made by the Committee the new name is now composed of two parts, the main component being: “Auschwitz Birkenau”, followed by a description: ”German Nazi concentration and death camp (1940-1945)”. The Committee also accepted a pronouncement of the site’s significance – a document describing the site and justifying its inclusion on the List within the context of selected criteria. All the sites are obligated to prepare a pronouncement defining their exceptional and universal merits. The purpose of this duty and the explanation of the limits of the entry are to introduce order into the UNESCO World Heritage List and to draw attention to the state of the preservation of particular sites. Those activities were inaugurated within the framework of the Regular Report in 2003-2006. The 32nd session of the UNESCO World Heritage Committee will take place in Quebec (Canada) on 2-10 July 2008.

A n um b e r of serious p ro b lem s w e re e n co u n te red wh ile p re p a rin g th e p lan s of c e n tra l h e a tin g , a ir-c o n d itio n in g an d v e n tila tio n . The w o rk s on th e sketch design solutions h a d to be c a rrie d o u t p a ra le lly as th e d eadlock for th e ir completion w a s se t on Novemb e r 30, 1971. To fin ish th e w o rk acco rd in g to tim e -ta b le th e d esig n ers of v a rio u s sp e c ia lisa tio n s h a d to devote a m ax im um of th e ir effort. However, th e ir p u n c tu a lity made it possible to s ta r t th e w o rk s on th e b uilding site w ith in a p la n n ed time. The to ta lly fin ish ed in its raw sta te sh e ll of Royal Castle, in c lu d in g th e roofs on its towers, w ill be re ad y on Ju ly 22, 1974. Both ra n g e an d scale of co n stru c tio n an d re s to ra tio n w o rk s c a rrie d out on th e h is to ric a l re sid en c e of th e Polish Kings may be d escrib ed as those gigantic. A good d eal of time w ill be re q u ired to complete th e o utfit of its rooms w h e re n um e ro u s h ig h -p re c isio n an d tim e consuming c ab in e t m a k e r’s, p la s te r e r ’s, b ra z ie r’s an d p a in te r ’s w o rk s a re to be executed.

    Opis:
    The article is a continuation of the author’s Dziedzictwo techniki jako cząstka kultury. Część I. W nurcie rozwoju zrównoważonego (The Heritage of Technology as a Particle of Culture. Part I. Within the Sustainable Development Current, ”Ochrona Zabytków”, no. 4/2008, pp. 60-84). Mention is made of the transformation inaugurated in Poland at the beginning of the 1990s and resulting in the emergence of useless post-industrial resources, the liquidation of state agricultural enterprises (PGR) as well as the appearance of vacant buildings due to the restructuralisation of the Armed Forces of the Polish Republic and the Polish State Rail, often encompassing monuments and sites listed in the register of historical monuments. The prime part of the article is a presentation of a monument-related analysis assessing historical monuments of technology, especially the immovable variant, based on a canon of 12 defined values comprising a set of cultural values (social identity, authenticity, integrity, uniqueness, historical and artistic value) pertaining to the past of the given heritage resource, and a collection of socioeconomic values (social usefulness, functional sustainability, economical, educational, aesthetic and political value) expressing contemporary reality as well as anticipating the requirements of future generations. Special attention has been devoted to questions that up to now have been appearing incidentally in the Polish valorisation of technological culture, such as the assorted aspects of social identity, aesthetics and politics. Moreover, the author proposed an additional value of special importance (e.g. the world of creative ingenuity; an illustration of important transformations in the development of technology, industry and engineering; exceptional evidence of technical artisan tradition, existing in present-day or past socioeconomic formations; an outstanding instance of a complex of technical objects or an industrial landscape, illustrating a meaningful stage in local or regional economic history; an essential component of the cultural diversity of a location or a landscape; a special example of the utilisation of natural resources, typical for a given site threatened with irreversible changes), in this way guaranteeing the open character of the proposed methods in contrast to a certain limited arbitrariness of specialist assessments, based on only three values mentioned in the Polish statute on the protection of historical monuments, i.e. historical, artistic and scientific. The article contains numerous interpretation examples from the Polish resources of historical buildings and complexes. The author introduced the concept of the stakeholders of technological heritage and discussed their potential interest in conservation as part of projects for revitalisation, renovation and revalorisation. While doing so, he indicated the crucial factors of impact upon attitudes or views concerning heritage resources, such as the perception of the values of cultural property, pertinent knowledge, a willingness to become acquainted with them or, on the contrary, a dislike of the past and a tendency to ignore its various issues. Mention has been made of fundamental international documents concerning stands in relation to the preservation of the technological heritage. An interpretation of the values of such heritage resources has been referred to the so-called three pillars of sustainable development, adding a fourth one, namely, culture. The author also suggested a list of twenty indicators of the evaluation of a sustainable conservation project. Upon the basis of the strategic targets of the UNESCO World Heritage Committee (the so-called ”5Cs” conception) the article ends with the formulation of five postulates for rendering the Polish system of the protection of technological monuments more efficient.
