Science at the state level consists of two distinct and heterogeneous systems: the global science system and national science systems. National science systems are deeply embedded in global science, and states seek to use global knowledge for domestic economic needs. However, harnessing the wealth of global knowledge can only be done through scientists. Consequently, the scientific strength of states in practice depends on the scientific strength of individual scientists. Their ability to collaborate internationally and to tap into the global scientific network is crucial. By remaining outside it and working within local research programs, the academic community risks being marginalized, losing the interest of national research funding patrons, and losing the ability to influence the development of science.

This study presents an analysis of the unprecedented growth of international research collaboration in Europe in terms of distribution of co-authorship and citation of globally indexed publications over the last decade (2009–2018). The dynamics of change that emerge from this analysis are as follows: the increasing level of international cooperation is drawing key European systems away from institutional cooperation, with stable and strong national cooperation. National scientific output, i.e. the total number of publications, remains stable, and the entire increase in the number of publications over the period should be attributed to international co-authorship publications, which are the only driving force behind the increase in the number of publications in Europe. Due to the emergence of global networked science, in which the role of national policies in cooperation is decreasing and the role of scientists is growing, the key to the development of cooperation in Europe (and in Poland) is the readiness of individual scientists to undertake international cooperation. Researchers cooperate internationally when it is profitable for them in terms of academic prestige, scientific recognition and access to research funding, which is suggested by the three models proposed here (the model of credibility cycle in science, the model of prestige maximization and the model of global science). The total number of analyzed articles indexed in the Scopus database was 5.5 million, including 2.2 million articles written in international cooperation.

Adopting and developing a knowledge-based economy as the current stage of global economic development is an important stimulus to successful innovation. The transition to a knowledge-based economy and achieving economic convergence, especially in the case of emerging economies, requires the appreciation of science and technology coexistence on the one hand, and the development of innovation on the other, as well as the raising of human resource competences and skills for further development. Latin American countries, in search of an effective development strategy after moving away from the Washington Consensus, which set economic priorities through the last decade of the twentieth century, become increasingly aware of the importance of the development of STI policies. They try to identify the most important institutions and the capacities and resources needed to support economic development. Such policy generally includes at least three objectives: to create research and development opportunities in public research institutes and universities; to stimulate the demand of companies for scientific and technological knowledge by establishing close relationships between universities, business and government, and supporting and developing national innovation systems in each country. In this article the author analyzes the policies introduced and attempts to assess their effectiveness.

In pursuing any kind of scientific activity, we pose a certain problems, and seek solution of them by various methods; as a result, we form our own judgements on the matter to which the given problem pertained, and finally make public this judgement, which is a solution of the problem posed, in conjunction with the relevant evidence. Freedom to pursue science thus requires freedom in each of the four fields mentioned above; that is the individual pursuing scientific activity must enjoy freedom to choose problems, freedom to choose a method, i.e., the means whereby he/she solves his/her problems, freedom of thought, and freedom of speech. Kazimierz Ajdukiewicz (1890–1963), a philosopher of science analyses here all these four “freedoms”, as well as considers both the extent to which each of them is indispensable to the successful advance of science and the extent to which a limitation on them can be justified on other grounds.

The consciousness of a crisis of university inclines towards its reformation. In the thinking about its revival it is necessary to take into account the archetypical idea behind university, traditions to date, contemporary conditions and visions of the future. It is also getting indispensable to take into consideration such values that ought to steer the development of university in the framework of global civilization. The tasks of university are as follows: 1) to conduct research in striving for truth in the conditions of autonomy and freedom, as well as responsibility for the present day and the future of man; 2) to educate students, which introduces them in the world of science and life, as well as teaches them to be responsible; 3) to practice public science which is present in debates undertaking to solve vital social problems. The academic community and its elites should defend the conception of university against the dictate of their political and economic counterparts who attempt to impose the idea of an entrepreneurial university which produces a utilitarian knowledge and “human principles”.

Three types of scholars are identified: precursor, savant, and instigator. Scholars produce creative and seminal ideas that serve to advance science. In parallel, three types of researchers are singled out: replicator, erudite, and outsider. Their work lacks creativity and originality, being mostly imitative and derivative. Science (the body of knowledge) is advanced by some, and hampered by other factors.

In this article the author argues that engagement in scientific research and didactics on university level requires high ethical standards. Truth as a basic value implies a special quality of the scientific research and interpersonal attitudes. The author focuses on selected issues grouped into few sets of problems: 1) criteria of decision making in choosing topics for the investigations, 2) publication strategies, 3) promoting young scientists, 4) interpersonal relationships influencing quality of research – team problems, critique, cooperation, and competition, 5) respecting authorship of ideas and participation in the researches, 6) management of scientific institutions – priorities, challenges, and Machiavellian strategies, 7) making profits on scientific activity and applications, 8) marketing strategies promoting and disturbing scientific activity, 9) ideological biases and socio-political engagement of the scholars representing the humanities and social sciences. The main thesis of the article is that developing healthy interpersonal relationships contributes to one’s respect for the truth as a crucial value of scientific activity.

The article, drawing on the tradition of Frankfurt School, brings to the focus a great paradox of the Enlightenment – a hidden affinity of rationality and mytho- logy. Noticing the phenomenon of great enthusiasm, underlying the message of the Enlightenment, it tries to pin down the starting point of a new scientistic eschatology – bringing to life a mirage of unending prosperity and unlimited pro- fusion, following the advances of science. The idea of accumulation of knowledge is approached as a pivot of a new mythology. At the same time, putting light on the notion of “cognition industry”, the article offers critical insights tracing an inevitable erosion of high-minded dreams and expectations. Cognition industry is studied as a machinery turning up-side down the hopes of the Enlightenment – protecting the interests of instrumental rationality, and replacing the ideal of getting at the truth with the mechanism putting in motion the “production” of truth, operating in a domain of narrowly calibrated utility.

The changing environment of science and transformed methods of practising science are a tough test of its honesty and honour. The situation today is completely different than a few decades ago, when science was able to deal by itself with disclosed cases of dishonesty in the community. Today new discoveries require huge outlays of public money, team work, interinstitutional and multidisciplinary methods, and international co-operation. Furthermore, increasingly close interactions between politics, business and society on the one hand, and science on the other, have become a lasting element of the contemporary world, bringing with it conflicts of interest and the threat of intellectual corruption. These factors have led to pathological trends in science that are hard to control, while the problem of scientific misconduct is no longer an internal concern of the scientific community. To maintain public confidence in science and the trust science should have in itself, it is necessary to create an environment which would properly, institutionally protect and promote diligence and an attachment to compliance with high standards. This process began in the world twenty years ago, but has yet to be started in Poland. This is why the scientific community, acting in its own interest, should demand of administrators of science in Poland that they, like their counterparts in other countries which want to play a major role in science and its international partnership, undertake genuine measures aimed at introducing a system for protecting science from the pathologies and various forms of dishonesty it is plagued by. The solutions are simple, and many well-tested examples exist. Unless this succeeds, our lack of preparation for dealing with inevitably approaching events will cause us to pay a huge social price.

In this paper we described three Art & Science projects organized by the Nencki Institute of Experimental Biology (Polish Academy of Sciences), Marcel Nencki Foundation for the Support of Biological Sciences and the Art Department of the University of Rzeszów. First project, celebrating the 100th anniversary of theNencki Institute, was entitled “Biological imaging: inspiration by invisible world” and took place in Mikołajki in 2017. Next two projects were relating to “Art of Biodiversity” (Rzeszów, 2018) and “Power of Biological Structures” (Przeworsk, 2019). The aim of the projects was to introduce ideas of modern experimental biology to artist. All symposia/workshops were followed by few exhibitions at the Nencki Institute of Experimental Biology, Art Department of the University of Rzeszów, etc. Some of paintings originated during these projects established Nencki Art Collection, collection of modern art at Nencki Institute of Experimental Biology.
