Opis:
In 2017, the new funding formula for distribution of block grants for Polish universities came into force. Based on the figures, we discuss the impact of the new funding formula on block grants for universities. Besides the analysis of both size and structure (partition into different components) of the grants, we present accurate calculations concerning gains or losses for individual universities resulting from the introduction of elements of the algorithm such as: a reduction of the student component if the student-academic staff ratio is greater than 13, multiplication of the staff component by the academic category (based on the evaluation of the research activity) or benefiting the university for enrolling foreign students. The new funding formula provides powerful and fast-acting incentives, and so will have a great influence on the higher education system in Poland.

The University Reform of 1918 was a renewal movement for universities, aimed at their democratization and modernization, initiated by student activities at the National University of Cordoba. Student movements took on a continental dimension and led to many changes in Latin American universities, especially in the field of autonomy and representation of students in university bodies. The introduction of university autonomy has had a profound impact not only on the functioning of the higher education system in Latin America, but also on other areas of social and political life in the region in the following decades. The article presents the Cordoba University Reform from a historical perspective and attempts to evaluate achievements in the implementation of its ideas in the today’s system of higher education in Latin America.

The paper presents a comprehensive reform agenda for Polish universities in the years to come. It discusses major problems of higher education funding, governance and organization and suggests a set of possible interrelated steps. The reform agenda is based on several underlying principles, including competition and quasi-market, internationalization, scientific excellence, vertical stratification of the system (into three major institutional types – with a focus on the emergence of internationally visible national flagship universities), and the concentration of research funding in research-active universities. The paper refers also to the national parameterization exercise (as performed by the KEJN), major national funding bodies, national quality assurance and accreditation systems, as well as academic careers.

A draft of the changes to the Polish Academy of Sciences is presented, which will increase its prestige and make better use of the scientific potential of the members of the Academy and the employees of its institutes. The proposed regulations will allow for a comprehensive activation of potential of both institutes and corporate members. The aim of reform is to make the PAS an attractive scientific institution with a focus on the pursuit of fundamental research at the highest level, and to recognize that understanding and clarification of the problem must precede possible applications.
