Opis:
The problem of selecting 3PL (Third Party Logistics) suppliers is a major issue in the management of the supply chain and the improvement of the production management of a manufacturing company. A 3PL supplier can be defined as a company that provides contract logistics services to a manufacturer, supplier or main user of a product or service. It is called a third party because the logistics provider does not own the products but participates in the supply chain between the manufacturer and the user of a given product. In actual cases, several decision-makers intervene in the selection of 3PL suppliers and each one has his own points of view and wishes to take into account criteria which are not generally the same for all the decision-makers. Furthermore, the criteria have different weights. In this study, we propose a method to solve this problem. It consists of a combination of the fuzzy Stepwise Weight Assessment Ratio Analysis (SWARA) method with the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). The objective is to optimize the decision-making process and have another, more dynamic model and satisfy the needs of the decision-maker. Fuzzy SWARA is one of the new methods being used for ranking evaluation criteria based on decision makers’ expected degree of importance to determine the weights of evaluation criteria (Selçuk, 2019). This method can be used to facilitate estimation of decision makers’ preferences regarding the meaning of attributes in the weight determination process. TOPSIS is a multi-criteria method for identifying solutions from a finite set of alternatives (Behzadian et al., 2012). To the best of our knowledge, this combination has not been developed in the literature, especially in the third-party logistic problems. The proposed model will be implemented to solve a 3PL problem of a company selling steel products.

Currently, an important issue in multi-criteria decision-making (MCDM) problems are vagueness and lack of precision of decision-making information because of insufficient data and incapability of the decision maker to process the information. Intuitionistic fuzzy sets (IFS) are a solution to eliminate the vagueness and the uncertainty. While fuzzy sets (FS) deal with ambiguity and vagueness problem, IFSs have more advantages. Moreover, the CODAS-SORT method cannot handle the uncertainty and ambiguity of information provided by human judgments. The aim of this study is to develop an IF extension of CODAS-SORT combining this method with the IFS theory. To achieve this, we use the fuzzy weighted Euclidean distance and fuzzy weighted Hamming distance instead of the crisp distances. A case study of a supplier selection assessment is used to clarify the details of our proposed method.

Opis:
The paper relates to the trading systems supporting traders ma- king decision on the forex market. Typical trading systems using tech- nical analysis generate a buy or sell signal when the technical indicator crosses a given oversell or overbought levels. The paper extends the approach in which the above strict crisp conditions are replaced by fuzzy relations. The indicators are treated not independently as it is in the typical systems but jointly. Currency pairs are compared in the muliticriteria space in which each criterion is dened by a membership function referring to a given indicator. New formulations of the mem- bership functions for dierent indicators are proposed. General ideas of the algorithm generating non-dominated alternatives in the multi- criteria space are presented. The algorithm has been implemented in an experimental system. Computational results for dierent time win- dows using real-world data from the forex market are presented and discussed.

Crisp values are insufficient to model real-life situations and imprecise ideas are frequently represented in multicriteria decision aid analysis. In fact, it is difficult to treat the evaluation criteria precisely and to fix exact preferences rating. The triangular intuitionistic fuzzy numbers succeeded to treat this kind of ambiguity in a great deal of research than other forms of fuzzy representation functions. The field of sorting issues is an active research topic in the multiple criteria decision aid (MCDA). This study extended one of the sorting methods, FLOWSORT, for solving multiple criteria group decision-making problems. This extension described the preferences rating of alternatives as linguistic terms which can be easily expressed in triangular intuitionistic fuzzy numbers. To validate our extension, an illustrative example as well as an empirical comparison with other multi-criteria decision making methods is presented.

The construction of a pipe organ is a heterogeneous problem. Each interior, for which the instrument is planned, has its individual architectural and acoustic characteristics. The design of the instrument must be matched to the interior and therefore it will be individual and usually unique. Each investor commissioning a pipe organ also has his/her individual taste, preferences, and budget. These most important factors make the construction of a pipe organ a sum of the various relationships and a result of the willingness to compromise between objective factors and preferences of people. This paper presents the issue as a multiobjective task, in which we consider various criteria, such as size, volume, palette of timbres, etc., and show how the various options are presented to the investor. Will the best designers' solution be accepted by the investor and his/her budget? We should handle the various criteria so as to satisfy the investor without compromising the quality of the instrument.

The problem of choosing the best type of water for the irrigation of olive trees is one of the decisions that have a crucial impact on the water resource management. To solve this problem, we propose a multi-expert approach, implying several quantitative and qualitative criteria and combining the AHP method and Shannon’s entropy probability method. First, we use the AHP method to calculate all criteria weights for the various hierarchical levels as well as weights of the alternatives. Using the results obtained, we rank the types of water according to four experts. However, the data supplied by the experts are contradictory. We therefore combine these results according to the experts’ importance. We used Shannon’s entropy to determine the importance degree of each expert, to aggregate the results. The proposed approach showed that using well water was selected as the best for irrigation. Reuse of treated wastewater was classified as second, followed by desalinated brackish water and, next, by desalinated seawater.

In this paper some mechanisms of the multicriteria procurement auctions are discussed, including the elements of the decision support to the auction organizer, as well as to the bidders. The auction mechanisms are considered in the context of attaining incentive compatible decisions. Using domination relations formulated in the criteria space, different rules for the improvement of offers in successive rounds of the auction process are analyzed. The general discussion is illustrated by an example of an iterative multicriteria closed-bidding auction conducted with the use of a multi-agent computer-based system. The system supports submission of offers, multicriteria analysis performed by the auction organizer, simulation, and analysis of the competing bidders' behavior. Experimental results of sessions conducted with the use of the system are analyzed.

In a negotiation process, building a negotiation offer scoring system consistent with the preferences of the decision-maker is a very intricate task. A variety of methods can be used to develop such a negotiation support tool, e.g. SAW and TOPSIS, but they have several disadvantages. In this paper the issue of evaluating the negotiation template using a novel tool called SIPRES is discussed. The algorithm proposed employs the key notions of the revised Simos' procedure and ZAPROS method to elicit the negotiator's preferences over some reference solutions. On the one hand, it allows decision-makers to define their preferences in a simple and effortless way and provides a straightforward yet effective method for analyzing the trade-offs between the alternatives using selected reference alternatives only (the ZAPROS-like approach). On the other hand, the revised Simos' procedure applied in the method allows determining the cardinal scores for the alternatives. The scoring system obtained this way makes it possible to conduct a sophisticated symmetric and asymmetric negotiation analysis. An illustrative example presented in the paper concerns the European Union's multiannual financial framework negotiations.

Happy Planet Index (HPI) is an aggregated index that measures the extent to which each nation produces long and happy lives per unit of environmental input. The HPI uses global data on life expectancy, experienced well-being, and ecological footprint to rank countries. The last HPI report was published in 2012 and it contains data for 151 countries from all continents. The aim of the paper is to re-calculate the HPI using DEA models and other multiple criteria decision making techniques and compare the results obtained results. MCDM methods evaluate alternatives (countries) according to the set of criteria with respect to given preferences. Most of them allow ranking of alternatives according to aggregated indices defined by various methods. DEA models compare the countries with the best performers in the data set and measure the efficiency of transformation of multiple inputs into multiple outputs. Even though they are based on different principles than MCDM methods they allow ranking of evaluated units according to their efficiency or super-efficiency scores. The paper analyzes both methodological approaches and compares their results.

In the paper we propose a practical application of the path goal programming approach, by which we understand a goal programming approach with goals being not numbers, but paths in networks. This method, with goal paths corresponding to desired schedules of environmental investment implementation, is used for the environmental decision-making in a selected company. The company has to introduce some investments aimed at natural resources reduction. However, not all the required investments can be realized in one budgeting period, because of budget constraints. The desired compromise schedule of investment realization has to be worked out. This schedule becomes the goal. The path goal programming method helps to reduce the undesired deviations from the goal schedule.

This paper introduces TODIM-FSE, a multicriteria method for classifying alternatives based on Prospect Theory. TODIM-FSE therefore relies on the TODIM method combined with the Fuzzy Synthetic Evaluation approach. TODIM-FSE makes use of the innovative "contribution" concept, not used previously for multicriteria classification purposes. This notion is central to the classification procedure of TODIM-FSE as it is associated to the contribution of each criterion to the classification of a given alternative in a predefined category. The TODIM-FSE method is explained in this paper by means of an application example and its steps are outlined. The application example has to do with the selection of trainee candidates for a company in the area of information technology. The classification of the candidates allows to identify the best of them, which is typically done at the first stage of the selection process. Some of the evaluation criteria considered in the study were: computers skills, mastery of technical English, and previous working experience in the field. In the second stage of that process another procedure ranks the best candidates. TODIM-FSE can be easily programmed in spreadsheets so as to be made available to professionals without a sound knowledge of either Multiple Criteria Decision Analysis or Prospect Theory. Currently the authors are working on a series of applications for validating TODIM-FSE in a broader way.
