On Earth water is an irreplaceable asset, and an estimate of its resource capacity is necessary. The improper selection of indicators of water resources can lead to the underestimation or overestimation of the actual resources present. Incorrect assessments of water resources contribute to the improper completion of necessary water management tasks, thereby failing to satisfy the needs of different water users such as industry, agriculture and forestry, inland water navigation, tourism and recreation and the general population for the purposes of municipal water use. This article discusses the advantages of utilizing Earth Observation technology for estimating water resources in Poland. Despite the large amount of water on Earth, decades of wrongly pursued water management have led to a critical point in maintaining this valuable resource. According to actual estimations, there are enough fresh water resources in the world; the problem is the uneven distribution and pollution of these resources, especially in the case of surface water. Currently, Poland, in comparison with other European countries, is classified as a country with very little water resources. It is important, however, that a thorough evaluation using the latest measurement technologies is conducted, particularly for groundwater resources in deep layers of the lithosphere. The proper assessment of water resources requires knowledge of the hydrogeological conditions within each of the catchments of the analyzed area. International data sets are mostly incomplete and heterogeneous, which makes the comparison of data of several years difficult and often leads to mistakes. While analyzing Polish water resources several factors should be taken into account, including: the amount of rainfall, the amount of water in rivers, lakes and groundwater, and the above-mentioned factors affecting the measurement of the amount of disposable water resources. This article is an introduction to the broader analysis of water resources in Poland and an exploration of the issue from a different perspective.

The main target of this paper is to develop the hypothesis that water intake fees can be an efficient tool for the management of water consumption in Poland. The sample used in the research consists of 600 municipal water operators with a market share over 80% in the municipal sector. The analysis comprises several tasks: firstly – the investigation of the relation between water intake fees and the structure of the costs of water provision; secondly – the investigation of the influence of fees on unit prices and a review of their changes over the last decade; and, thirdly – the analysis of demand elasticity in order to estimate demand reaction. The results obtained give an estimation of possible savings in water usage in Poland that would result from changes in the system of water intake. The analysis includes all the mechanisms of fee reductions, or exemptions for certain purposes, of existing water intake in Poland. This analysis compiles, compares and processes incremental results from several pieces of research led by the author over the last 10 years for the Ministry of the Environment the National and Regional Water Boards and also for the Institute for Meteorology and Water Management. Research was focused on the economic analysis of water usage from a more general view, however, water intake fees are taken into account in these papers, although not as separate targets for investigations.

This article offers a historical review of (cognitive) scientific research that demonstrates the development of key concepts relating to balances in the hydrological and hydro-climatic cycles, thereby supplying a basis for quantitative and qualitative assessment of renewable water resources. The review reveals the direction knowledge took as it developed through successive cognitive and applied stages. The emphases are on how global and regional hydrological conditioning underpin integrated concepts for the management of water resources. The primary aim of this article is to describe the main achievements, approaches and scientific initiatives, along with their theoretical underpinnings, in the hope of encouraging application and further appreciation. Attention is thus paid to milestones along the road to global development, as manifested in the (at times abruptly changing) effort to better assess and understand the use of water resources in various economic, social and ecological activities. The aim is first and foremost to encourage the achievement of sustainable development as humankind’s main hope for the future. A further focus is on initiatives, scientific issues, and concepts that have been espoused by international organisations and illustrate the increasingly essential harmonious use of water resources at local, regional, continental, and planetary scales. Relevant global conferences have demonstrated wide readiness to adopt declarations, or to issue appeals and resolutions, in support of fuller assessment of renewable water resources. Examples of excessive use have been identified, and efforts have been made to counteract both floods and deficits, and hence avoid crises. These deliberations have also stimulated long-term forecasting, for periods up to 2030 or even 2050. Also stressed here are the challenges, inspirations, and achievements of pure and applied science when it comes assessing the risk that the Earth’s potential to supply water resources will be exceeded. The suitability of current assessments of water resources is evaluated, and reference made to ecologicallyintegrated answers such as Nature-based solutions (NBS), as backed by the UN and UNESCO (2018) in combination with principles set out in the EU’s Water Framework Directive (2000/60/EC).

Integrated water resource management is a process oriented towards sustainable development through the shaping, allocation and monitoring of water resources, taking into account social, economic and environmental objectives. The water management policy realized in Poland is based on the idea of sustainable development and requires the use and application of appropriate evaluation tools in the process of socialized decision-making concerning the initiation and realization of investments with an impact on water management. This study discusses methods of assessment of planned investments, such as: cost and benefit analysis, and environmental impact assessment. These are balanced against the method recommended by the World Commission on Dams – A New Framework for DecisionMaking, as well as the main guidelines of the Positional Analysis (PA) method based on Ecological Economics. The latter opposes Neoclassical Economics, as well as Environmental and Natural Resources Economics. Integrated water resource management is a philosophy that informs the attitude that considers the balanced shaping of water resources as the most important objective of managerial activities. Those responsible for the decision making are obliged to take into consideration the wider context that accompanies such a process. They search for and invite many stakeholders to participate in the decision-making process, creating or utilizing the platforms for exchanging often opposing opinions that are present in democratic societies. In such activities, multi-criteria assessment may be a useful instrument, taking into consideration the coincidence of many, often equivalent, objectives, and utilizing a multi-element set of selection criteria. This paper emphasizes the functional values of the multi-criteria evaluation model for an investment, which is based on sustainable development objectives.

This paper presents the results of a study aimed at determining the possibility of water retention in the lakes located in the upper and middle reaches of the Noteć Zachodnia River in central-west Poland. The study was conducted on the basis of the analysis of available hydrological data and contemporary and archival topographic basemaps. The research was supplemented by a field study from the years 2011-2016, during which numerous surveys and hydrometric measurements were made. Their goal was to determine the natural range of water fluctuations in the lakes under consideration and to identify potential flows in the Noteć Zachodnia River. Observations and calculations allowed the determination of damming ordinates that are within the range of natural water fluctuations of the lakes. On the basis of this information and the previously prepared model of terrain, including the test area, the authors designated zones within the lakes at the required water level and calculated the useful and flood capacity of those water reservoirs. Subsequently, the possibilities of reducing the flood wave on the Noteć Zachodnia River were determined. Calculations were made for 2011, i.e. a year for which the highest winter spate for over 30 years has been documented. It has been shown that, by using only the flood capacities of surveyed lakes, it would be possible to reduce the flood wave on the Noteć Zachodnia River by 30% for the profile closing its catchment below Kamienieckie Lake. The results indicated the validity of damming the lakes located in the catchment of the Noteć Zachodnia River. Water retention in these lakes would restore the water resources in the area and allow reduction of the flood wave during heavy rains. This action would positively affect the ecosystems associated with the river system and would assist the flood protection system in central and west Poland.
