Education, in particular tertiary education, as the main “tool” in forming a person intellectually, has always been among the scope of interest of the country’s politics. In the old days, universities were considered as the place where one could get accumulated knowledge and graduates were simply “carriers” of that knowledge. In the modern society, universities are seen as having power to influence the socio-political development of a country. A modern educated person is intelligent enough to have an individual outlook on things or events. It is very hard to change an intellectual’s mind about something he/she does not believe. If a person is educated, he/ she can and will be engaged in political matters, social life or contribute greatly to the development of the country’s better future. Enquiries proved that a person’s level of intelligence is directly connected with his/her political participation and voting behavior, as well as social interaction. The Bologna Process has helped the Georgian higher education system in its transitional period. Owing to this process, Georgia managed to effectively change the education system from a centralized Soviet system to a modern, democratic system. Launching mobility projects, diploma recognition, and quality enhancement projects played a great role in the development of the Georgian modern society and in forming their national as well as pro-European attitude.

The article is devoted to Professor Ryszard Borowicz, his research and critical analysis of the changes taking place in the Polish higher education. Ryszard Borowicz was their researcher, witness and participant, as well as, in many aspects, also their co-author, fulfilling many political, management and social functions in that period. The article aims to analyze the transformation of the Polish higher education from the point of view of Borowicz’s critical position, whose research interests were centred on revealing hidden forms of inequality in access to education. The analysis presented in this article is concentrated on the three most import_ant processes: (a) massification of higher education, (b) marketisation of higher education and (c) demographic decline as the most import_ant factors influencing the availability and quality of the education offered by the Polish higher education institutions. The text contains references to a large number of disputes and debates that I had with Professor Ryszard Borowicz throughout the past decade, for which unfortunately I did not manage to thank him.

Processes of selection of schools have already constituted the object of the Doctoral Dissertation of Professor Ryszard Borowicz, prepared under a scientific supervision of Professor Zbigniew Kwieciński, and also of his numerous books and papers published throughout his whole scientific career. One of the leading concepts applied in the projects carried out by Professor Ryszard Borowicz was the meritocratic concept. Application of that theory in the explanation of phenomena taking place in the contemporary education system has been subject of critical analysis. Besides, the possible directions of studies have been proposed concerning the selection of schools, including the university-level of education. A number of questions have been raised worth answering, especially in face of dynamic transformations taking place in the Polish society that are somehow a consequence of belief in education that was supposed to create stratification mechanisms enabling promotion of positively selected individuals, according to the relation “merit-award”. With consideration for the Professor’s achievements, and for current indicators, some phenomena have been presented that currently exist in the system and are directly related with the problem of selection of schools.

The paper concerns on advantages and disadvantages of survey researches used as tools in the process of evaluation of education quality in contemporary Poland. Education quality is usually surveyed by using questionnaires accessible in electronic internet form as a part of the USOS system. It is implied that survey, as a research method, is an effective means applicable to measure opinions, attitudes and expectations of the students. Moreover, the internet form of survey takes the most of advantages of the traditional forms of research, which makes it an efficient tool in the process of evaluation in the higher education. The title “rich” and “poor” are respondents who took part in the research plans of youth education from Grudziądz and surrounding areas. During the analysis of the data was evaluated their symbolic capital [SC], which is the final instance of equity conversion: cultural, social and economic. It took the values that differ significantly from the average in the study group. In the 31-point scale, “poor” where called people whose measured SC received less than 9 points. The “rich” are people with SC bigger than 19 points. Group accounted for 7.7% and 8.1% of the population (respectively 155 and 164 people). 84.2% of population received in the measurement of SC score between 10-18 points, constituting 29% of the scale. That means that a high similarity of tested people for the measured SC. The data do not reflect the real inequalities that occur in modern society. For the SC test by gender, it was noted outnumbered the “rich” men, due to more frequent than in women taking more lucrative work. With regard to housing, most fell Świecie, where lives most of the capital rich at the same time the least poor capital. Slightly dropped Grudziądz, in which live almost as much “rich” and “poor”, which distracted in the area of small villages. Determined to continue their education was 85.4% “rich” and 65.2% “poor”. With regard to second degree studies, the declarations made 71.4% of the “rich”. 2/3 “poor” could not take such a decision at the time of the study. Nearly 1/4 of the group was not able to identify a particular direction, or university of their future studies. The “poor” often declared a desire to study in the fields to which it is easy to get (tourism, cosmetology, physiotherapy and available in Grudziądz educational sciences). The high ranking law reflects the desires and needs of their social advancement. The “rich” often give direction to ‘prestigious’ and harder subjects (medicine, science, law, and engineering). In both groups, there were no indications of ‘uniform’ subjects, popular in the overall population. Wealthy capital want to get through studies or maintain high social status and prestige occupations. Poorer searching in higher education relative economic security and greater social recognition.

This paper presents preliminary evaluation of the programme of, so called, ordered specializations. This programme in recent years has made a significant impact on the higher education system in Poland. The evaluation was made from an economic perspective considering the effectiveness of the programme. Due to lack of appropriate data it is too early for the comprehensive evaluation of the programme. Its effects will become visible in long-run perspective. In the article we use quantitative data from the surveys conducted for the purpose of the project evaluation (surveys with students, graduates, employers and representatives of Higher Education Institutions). The analysis shows that, although the programme has brought the effect of increasing the enrolment in selected fields of study, it did not necessarily lead to the achievement of labour market goals. In the context of the huge expenditure for the implementation of the programme (more than 1.2 billion PLN), the assessment of the economic efficiency of the programme is ambiguous. Conclusions of the evaluation of the programme are crucial in the context of the planned construction of similar actions in the future.

The article focuses on the changes in the field of higher education which have occurred during the period of systemic transformation in Poland; particularly on the influence of the regulations introduced in 2011. Following Cris Shore and Susan Wright the author argues that reforms are not only routine, bureaucratic practices but they have a profound impact on social life. In the light of this claim she suggests that the new law not only enforced structural adjustments in the academia but also triggered the process of reshaping the idea of university itself. This shift can be explained in terms of neoliberalisation (in the Foucauldian sense), as the process of transforming academia into the institution driven and dominated by the discourses of efficiency. In order to achieve that goal various tools developed for measuring academic and teaching performance, assessing research quality and institutional effectiveness were introduced. The author pays particular attention to practices of auditing, also defined as ‘rituals of verification’, which play a significant role in the process of producing accountable, selfdisciplined and calculative neoliberal subjects.

The aim of this paper is to analyse selected conditions of professional achievements of young polish employees with higher education degrees. The number of graduates has raised significantly in the last twenty years and they are employed not only as the professionals, but also on the positions, which do not demand academic qualifications. The author makes the hypothesis that the amount of cultural capital (in Pierre Bourdieu comprehension) has influence on the position on the labour market. On the basis of the qualitative research, there are the premises to acknowledge the influence of cultural capital on professional achievements. The conclusion from the analysis of polish graduates’ biographies is that occupational position of the employees equipped equally in cultural capital in the institutionalized state (diploma) may depend on the competences acquired during socialization process, which refers to the cultural capital in the embodied state. The paper presents a typology of young employed graduates in terms of their work expectations. The typology reveals how the primary socialization and acquired cultural capital influence the young employees’ attitude to their work and career – if they are preservative and focused on safety guarantees, or creative, looking for their professional development and self-fulfillment.

For centuries there has been Polish-language education in Lithuania which results from the centuries-long presence and tradition of the Polish national minority in this country. Polish education in Lithuania has its successes, but also problems that arise from the political and cultural specificity of the issue. On the one hand, it should be noted that in no other country (except Poland) there are as many state-run schools with Polish language of instruction as in Lithuania, on the other – it must be said that currently Polish-language education in Lithuania has become the source of many tensions in Poland and Lithuania inter-state relations. Polish education in Lithuania was a problem for the communist authorities of Soviet Lithuania, and now – for the authorities of independent Lithuania, which undertake both assimilation and integration activities concerning several thousand students and teachers of these schools. The first part of the article presents the situation of Polish-language education in the period of Soviet Lithuania between 1945 and 1990, marking the desperate struggle of parents and teachers to maintain the Polish language of teaching in these schools. The second chapter analyses the issue during the years of independent Lithuania – between 1990 and 2017, emphasizing the revival of Polish education in 1990–2000 and the persistent pursuit of the Polish minority society in Lithuania of ensuring education in Polish and maintain the existing state. The third chapter examines the indicator of higher education of the Polish minority in Lithuania against a national background, signifying that it was twice lower than the national average throughout the whole period. Moreover, it presents the funding of universities by ‘student basket’ model and proportion of school graduates with Polish language of instruction in this model and assesses the prospect of solving the problem.

The research was handled by The Action-research in Contemporary Culture and Education – Practice and Theory team, and was commissioned by Rector of Nicolaus Copernicus University. The examination was held in 30 km radius from Grudziądz – the most efficient distance in terms of economics and everyday travels. We’ve found schools in Świecie, Nowe and Łasin in a circle of our interest. The population of examined region is ca. 155 000. An unemployment rate is significantly higher than average (over 29% in a region). Weak educational infrastructure, no industry. Research was conducted from March 20’ to April 18’ 2013 on 2016 students in 18 schools (regular and technical high schools). The main aim of studies was characteristic of a-level and pre-a-level students from Grudziądz and Grudziądz region and their educational plans. We focused especially on plans regarding higher education. All public school students, from all the high schools, were participating in a research. The auditorial survey was a main used method. The questionnaire was divided in 3 parts. The first was general information part, the second was educational plans part. The questionnaire contained also a set of questions to estimate economical, social, and cultural level - according to P. Bourdieu’s theory. The main examination was preluded by pilot examination which allowed us to tune up a research tool and a method.

The article is an attempt of characteristic – Grudziądz as a specific educational environment - phenomenon. As it was proved, Grudziądz is the biggest (almost 100 000 citizens, #40 in the biggest Polish cities list) city with no own university. This status might be both a cause and a result of other city’s problems. First of all – Grudziądz has the highest unemployment rate among all Polish cities – over 23%. Secondly Grudziądz has less investments than other cities in that region. Moreover, thirdly, there’s an proved opinion, that Grudziądz is unpopulating and is so called “town for a rent”. Situation on a educational market and a general economic and social condition causes in specific choices of young Grudziądzans. 1. They plan higher education more often. 2. They declare different set of majors than young Poles in general. Dominating faculties are: medicine, law, education, economics, architecture. 3. We’re finding a huge different – again in comparison to a general data – in a category of school type. Domination of universities, and no private universities. 4. Major – over 78% – chose regular full time studies. Specific a above mentioned choices indicates conservative and safe approach to youths future. Moreover it proves a responsibility. What’s even more important those date may be related to an information about leaving family home plans – that is why we may call it the accelerated adulthood and independence.

The paper focuses of the role of scientific knowledge in the processes of conducting reforms and public policy. The case of higher education and science reforms in Poland carried out over the period of 25 years of new political, social and economic conditions shows primary knowledge negligence of the reformers which undoubtedly affected the nature of the current higher education and science system, reformed several times already. It also furnishes some recommendations on how these processes may be improved. In the empirical dimension, the starting point was the concept of metaknowledge (i.e knowledge about knowledge), encompassing three aspects connected with generating and using knowledge in the context of higher education and science reforms, which are ringfenced basing on different methodologies: (1) knowledge about reforming – theoretical literature query; (2) knowledge in reforming – analysis of experts’ reports; (3) knowledge of reformers – results of studies on the processes of learning and knowledge management in public administration. The postulate of a broader use of scientific knowledge in reform processes is an attempt to indicate one of the key directions to follow when repairing the higher education and science system. For that reason, the role of social sciences has been highlighted, including, in particular, the role of sociologists in reform processes (as theoreticians and experts in the area of higher education and science). Furthermore, the need for sociologists to go back to the role of social expertsengineers has been signalled.

Many instructors willing to undertake teaching in a foreign language are progressively noticing the need to improve the quality of classroom discourse and lecturing styles, so that students can capture and process the information delivered more efficiently. Mindmaps can be an important and effective asset to anyone who wants to learn a language. They are considered to be a great way to brainstorm and generate more ideas. They help to create a number of small ideas from one big idea, to see how different ideas could be connected together and to create a plan of action. They break from the traditional way of thinking when learning, and therefore they encourage creativity - and this can be achieved only when there are no restrictions, criticism and judging. The result should be a very creative, new solution to problems, a generation of original, relaxed and informal ideas. The article demonstrates how mind mapping technique can be used to improve language skills: reading, writing, speaking, and listening in higher education settings; moreover, it concerns positive and negative aspects of the use of mind mapping, purposes it may serve, implications, suggestions, and recommendations for mind mapping strategies for teachers and students.

At the beginning of 21st century, we are witnessing a global transformation of the generational dynamics that exacerbate intra-generational tensions across ethnic lines. Amid crises, global challenges and deep-seated insecurity are interwoven with the turmoil of the present. With the instability of an increasingly complex world, young people are highly exposed to the forces of global risks. All young people are affected, but not all young people equally. Therefore, global generations break down into different fractions in a conflictual relationship with each other. This article outlines Beck’s major concepts in order to show some theoretical frameworks for the study on global generations. The focus is on the role of the university that should play in the contemporary world. The example of Poland seems to be particularly relevant to the discussion about the validity of Beck’s contribution to understanding of divisions, contradictions, and desires of the global generations. Many young Poles appear to be open for migratory experiences, but at the same time, they are reluctant to accept immigration to Poland. The article attempts to explore some contexts of mixed feelings about migration such as individuality and insecurity, media and the culture of catastrophe, education and neoliberal agenda. Nevertheless, the main goal of the article is to reconsider the role of education in times of rapid migration and generational interconnectedness.
