    All socio-economic formations treat security as one of the most important values in human life. Safety determines; threats and risk. Rating sense of the safety of residents in the small territorial area of such municipality, parish, village or settlement should be considered through the prism of the items listed above. Local authorities to improve security should strive to minimize its determinants, risks and local risks incurred. The path to this goal is the construction of local prevention programs and their implementation by tackling common threats and social pathologies.

    The main aim of this article is an attempt to show preventive actions being undertaken between 1999-2013, due to program Bezpieczne Świętokrzyskie by administrative units of local governments, governments and social organizations to improve security of order and public security in Świętokrzyskie province. Aims of program, field of preventive actions, tasks were analyzed and also subjects that are taking part in implementation were indicated. To fully describe the context of cooperation of different subjects to improve local security first part of the article was aimed to be an attempt of defining place of local government in whole system of public administration and resulting of this tasks among public safety. An overview was made to organize basic conceptions connected with local safety.

    Opis:
    To ensure an acceptable level of local safety requires creative activity of local government, to protect and defend against threats. The scope of activities of community and district in the local security is an important variable. The responsibilities of community in this area include, among others matters relating to: public policy, public security, fire protection and flood protection. However, the county government completes the task in accordance with the principle of complementarily. It should be noted that the current arrangements seem to be too formal and divided by sector, and their performance does not meet the requirements of multi-disciplinary and multi-faceted approach to local security, which requires the establishment of system solutions for the entire state.
