This article refers to the impact the war in Ukraine had on the policy of the Middle East countries in the international and domestic aspects and what development of events can be expected in this connection. The Middle East countries reacted quickly to the war in Ukraine; most condemned Russia’s aggression. However, none sided with Ukraine, and Iran firmly sided with Russia. How to explain it? Also, Arab public opinion did not accept the Western narrative about the causes of the war in Ukraine. Was it the result of Russian propaganda, or were there more profound reasons? Washington strongly pressured its Middle Eastern allies to move away from their policy of neutrality. Still, a year after the aggression, the Middle East not only continued to maintain relations with Russia but also expanded its scope. Was it the result of the rejection of American paternalism or the greater autonomy of the region’s countries in the conditions of multipolarity in international relations? The article tries to explain these questions within the methodology and terminology of constructing scenarios of future trends in international relations.

The Middle East has permanently occupied a key place in the foreign and security policy of the United States. The US strategy for the Middle East is determined by economic and security considerations as well as the need to maintain stability in the area. Accordingly, it has been closely interconnected with the US efforts to resolve the Israeli-Palestinian conflict. The White House has combined the implementation of its Middle-Eastern strategy with turning Arab countries into firm and stable American allies (clients). One of the elements of the American policy is to keep the status quo in terms of territorial borders in the region. Political conflicts and crises in the Middle East are viewed as disturbing the energy sector, which runs against the American interests. The Arab Spring has triggered inevitable socio-political changes in the Arab world, influencing thereby the US policy in the region. Until the Arab Spring broke out, Washington had supported several Arab regimes on condition that their policy should be pro-American and in line with the interests and goals of the US policy in the Middle East. Independently of the will of the White House, the Arab Spring has brought new accents into the American policy in the Middle East. The downfall of pro-American regimes and the growth in strength of fundamentalist factions which, through their political parties, used to win parliamentary elections in certain Arab countries, constitute a new challenge to the strategy of the White House towards the Middle East.

The article refers to the problem of the extinction of Christianity and other religious minorities in the Middle East. This process began in the 19th century in the Balkans and continued with Jews in the Arab countries, Jews and Bahais in Iran, and the Chaldo-Assyrian Christians in Iraq and Syria. The events of 2011 provoked a new wave of anti-Christian feelings in the Arab world with the worst anti-Christian violence against Copts in Egypt. The other question discussed in the article is why the Western press and political elites have ignored or under-reported this persecution.

The dominant view towards the Middle East is that the region is stuck in the past and plagued by conflict. Therefore, it was anticipated that Middle Eastern states would take a side in the Russian invasion of Ukraine. Despite expressing sympathy for Ukrainians due to their own experiences of humiliation caused by several wars, the Middle Eastern people and states remained cautious and chose to avoid getting involved in the conflict. It seems that the view of the Middle Eastern middle class had an influence on state decision-making regarding involvement in the war in Ukraine. Considering the rise of an educated middle class in the region, it can be hypothesized that the middle class’s priority is political-economic instability rather than engaging in further wars. The objective of this research is to comprehensively understand the Middle Eastern middle class’s viewpoint on war.

Russia’s attack on Ukraine has had huge and destructive consequences for Iran. The war began when the nuclear negotiations between Iran and the Western countries for the revival of the Joint Comprehensive Plan of Action ( JCPOA) were in a promising state and the parties were in the final stages. This paper seeks to examine the effects of this war on Iran’s foreign policy by considering securitization and desecuritization. Considering this, the paper concludes that Iran has faced the direct consequences of the war in its domestic and foreign policies. At the foreign policy level, Iran has faced a decrease in international prestige due to its proximity to Russia, the use Iranian drones by Russia on the battlefield and the ‘death’ of the JCPOA. As the West securitized the issue of Iran, Iranian authorities desecuritized Iran’s relations with Arab countries, while securitized relations with the Caucasus.

The article shows a new dimension of Polish relations with the Middle Eastern countries as well as new ways of providing a cultural diplomacy. Subsequent parts are: Middle East in Polish foreign policy, the concept of cultural diplomacy, cultural diplomacy in Polish foreign policy, Polish cultural diplomacy in the Middle East. Article shows the different activities of cultural diplomacy starting from its traditional tools to the latest ideas. It shows the change in the perception of cultural diplomacy, as well as their main actors and channels to reach the audience. In addition, underlined is a breakthrough in relations between the Poland and region of the Middle East – a change in the perception and the ability to build a strategy of a foreign policy based on the transferring the experience of system transformation. Thesis about new dimension of polish cultural diplomacy in the Middle East shows following results: now Poland has something to offer to the Middle East that is the experience in transformation of political system; also with the accession to the European Union, it’s structures, programs, politics Poland gained more channels to promote it’s culture; cultural diplomacy reaches more wide groups of society, more actors are taking part in cultural diplomacy which causes that not only governmental institutions are responsible for intercultural dialog.

Middle East is a natural area of interest, rivalry and cooperation of the most important international players, due to its strategic location at the borders of three continents as well as sources of energy it owns. China’s policy in Middle East has been widely analysed in the recent years and literature of this subject gains newer and newer titles. Context of rivalry in the area relates to U.S. in the majority of studies, especially if comes to period of post-Arab Spring, when internal changes in the region are accompanied with diversification of particular countries’ foreign policy, in favour of closer cooperation with BRICS countries. Position of the EU, the closest neighbour of the Arab World, also changes. Europe loses in this region not only if comes to economy but politics as well. Arab countries noticably increase their interest not only in economic cooperation with China, but also Chinese way of development. The aim of the article is to present and evaluate actions of the EU and China in Middle East region within recent years. It is hypotesized that China’s increasing engagement in cooperation with Middle East countries inevitably leads to political and economical rivalry with the EU, especially if comes to Arabic part of Mediterranean Sea, which is the area where strategic interest of Europe is the most strongly articulated.

Recent developments in Yemen demonstrate growing proxy wars between the regional powers: Saudi Arabia and Iran. This type of conflict relies on warfare in neighboring countries instead of direct combats with the enemy. In fact, the alternative conflicts avoid disastrous consequences of conventional war and they put pressure on opponents. The polarization between the two geopolitical blocks is evident especially in the context of rivalry between different political factions supported by Teheran or Riyadh. Besides, all sides involved in the conflict try to dominate on the Yemeni political scene and the Middle East. However, the analysis presented in the paper demonstrates that the conflict in Yemen creates various threats for the stability of the Gulf and worldwide security.
Ostatnie wydarzenia na Bliskim Wschodzie, w tym w krajach Zatoki Perskiej, wskazują na rosnące znaczenie wojny zastępczej między głównymi mocarstwami regionalnymi, Arabią Saudyjską i Iranem. Konflikt tego typu opiera się na prowadzeniu określonych działań militarnych, gospodarczych i politycznych w sąsiednich krajach, co pozwala uniknąć konwencjonalnego starcia między głównymi przeciwnikami. Polaryzacja irańsko-saudyjska jest szczególnie widoczna na przykładzie konfliktu jemeńskiego, w którym ścierają się różne frakcje polityczne i wpływy głównych stron zaangażowanych w kryzys

The international security system can be projected and engineered in few circumstances. In general there can be internal will and capacity to build that or external actors can organize it in their favor. Situation in the Middle East is very complicated, what makes such system very unlikely to happen. The tragedy of 09/11, gave another reason to work on such system. The main issue of US Middle-Eastern policy was to deal with threats far from US territory to not let such situation happened again. The best option for that would be the building of the international system, which would stabilize the region and give the US authorities some level of control over it. If the war in Afghanistan was aimed to deter the greatest threat of main cells and centers of Al-Qaeda, then Iraqi war starting on 2003 was to build such system.

Main goal of the article was to analyze European Union policy towards „Arab Spring”, that started in 2011. Although EU is strongly involved in the Mediterranean region its reaction on situation in North Africa was rather cautious and unclear. It seems that policy-makers of European institutions and its member states did not understand what was really going on. However slowly they took a side of opposition and European Union has undertaken a wide range instruments: political, economic, humanitarian and social. Several initiatives was implemented, such as: Partnership for Democracy and Shared Prosperity with the Mediterranean – PDSP, Support for Partnership, Reform and Inclusive Growth – SPRING, Deauville Initiative. EU policy towards “Arab Spring” is generally called “3 M” – Money, Mobility, Markets. There were also such support undertakings as: bilateral financial aid for South and East Mediterranean states, establishing task forces and observatory teams for elections in Arab countries and sanctions. Despite this actions EU policy towards “Arab Spring” has been evaluated as limited and too slow. It showed clearly what was known for several years: European Union needs to elaborate new and complex strategy towards the Mediterranean region.

The present article is concerned with the Russian narrative of the Ukraine war in Arabic versions of Sputnik and Russia Today Arabic (RT Arabic). The tragic war in Ukraine has affected different media sources in the world, including Russian and pro-Russian media. However, Sputnik and RT Arabic’s media reports combine the Ukraine conflict with Arabic context addressed to different audiences in the Arab world. This study also argues that the Russian narrative relies on propaganda devices such as ad hominem, card stacking and agenda setting, as well as testimonial and glittering generalities. These techniques affect the audience and enable to express Kremlin’s political objectives on the Ukraine war and foreign policy. Moreover, the research demonstrates that the media coverage released by RT Arabic and Sputnik aims at creation of two opposite images, which blame the West and endorse Russian policy.
