NIK has evaluated the activities of self-government units (Polish: powiaty) related to creation of and support for foster families and supervision of them, as well as those aimed at recruiting persons to provide foster families. The audit covered 24 local family support centres (Polish abbreviation: PCPR) and municipal social welfare centres (MOPS) in the years 2013–2015. The findings of the audit showed that the system for recruiting candidates for foster parents and those organising family children’s homes, and the system for supporting those already existing foster families is inefficient. The number of foster families has been decreasing, and forms of care based on families do not keep up with the needs. One of the reasons behind such a situation is low financial and institutional support for already existing foster families. While it should be remembered that being with families is not only the most beneficial for children, but it is also cheaper than being in care and education institutions.

While becoming independent, foster children need more than financial support only. It has been proven that even the most mature foster children reveal high levels of fear, aggression and reluctance to any kind of change in their lives in the period of a year or so before leaving the foster home. Additionally, it is observed that the number of children under foster care is constantly growing alarmingly, thus the scope of activities related to assisting them in becoming independent will not decrease. That is why NIK has audited 25 local family support centres and city social welfare centres. Moreover, anonymous surveys have been conducted among foster children at the age of eighteen and more who used assistance offered for becoming independent, and their tutors. In his article, the author presents the detailed findings of this audit.

Opis:
Day support centres play an important preventive function and frequently they prevent children from sending to foster families. They provide children with assistance in spending their free time, overcoming problems at school, and dealing with behavioural disorders. On its own initiative, NIK has conducted an audit aimed at evaluating the effectiveness of the assistance that day child support centres provide to families that have problems with meeting their care and educational obligations. The audit, which covered the years 2013 – 1st half of 2016, focused on the accessibility and appropriateness of the care provided by day support centres, with regard to the local needs, monitoring of the situation of children from families threatened with a crisis, or having difficulties in providing care and education. The audit also examined the legality and effectiveness of the performance of day support centres.
