Opis:
The lack of interoperability in tactical communications systems has been a known fact in the North AtlanticTreaty Organization (NATO) since the end of the Cold War. This condition still exists today. The only alternative to obtain tactical communications systems with the interoperability necessitated by future operational requirements are through the establishment of NATO standards. This paper examines the tactical communications systems Post 2000 (TACOMS) project whose aim is to develop technical standards that will allow for achievement of interoperability between multinational tactical communications networks.

In the Multilateral Interoperability Programme (MIP), 25 nations and NATO develop consensus-based, system-independent specifications to achieve semantic interoperability among distributed and heterogeneous command and control information systems (C2ISs). Implementing a distributed system is a complex and error-prone task. Therefore, extensive and efficient testing of the nationalMIP implementations is critical to ensure interoperability. For MIP baseline 3, Research Institute for Communication, Information Processing, and Ergonomics (FKIE) develops a test system that checks the conformance of national C2ISs with regard to the MIP specifications. It aims at reducing the testing effort and in- creasing the quality of MIP-compliant C2IS by automating the testing process. For that purpose, formal and executable test cases are specified. The test system is used as the MIP Test Reference System (MTRS) for the official MIP system level tests. In this paper, we motivate the development of the MTRS and describe the underlying testing approach. The client-server architecture and the test language are described in detail. Finally, the status quo and an outlook on future enhancements are given.

Opis:
The integration of information systems represents one of the most urgent priorities of a regional healthcare authority in order to meet its clinical, organizational and managerial needs. Current practice shows that the most promising approach to achieve a regional healthcare information system is to use a health level 7 (HL7) message based communication system implemented by an asynchronous common communication infrastructure between healthcare sites. The system is a complete and integrated information system at a regional level that comprises all types of healthcare levels, that includes interoperability issues, that covers most of the needed components, and that is able to work efficiently in a secure wide area network to ensure data privacy and confidentiality. Another important feature of the proposed solution is that it creates an interoperability framework that can be replicated from one healthcare institution to another. In that sense, common interoperability messages can be used to interconnect heterogeneous information systems. In response to this strategy, more than 10 different consortiums have submitted proposals to the Greek government and the proposed interoperability framework seems to be widely accepted as a solution to enhance information and communication technologies developments in the healthcare sector in Greece.

The advantages of the introduction of information and communication technologies (ICT) in the complex healthcare sector are already well known and well stated in the past. It is common knowledge that in order to install any type of information system in healthcare, six main groups of issues have to be dealt with: organizational and cultural matters related to healthcare, technological gap between healthcare professionals and information science experts, legal requirements on the confidentiality of personal data, of patient related data and on data privacy, industrial and market position of healthcare informatics and interoperability complexity, lack of vision and leadership of the health care managers and health authorities and user acceptability and usability of the proposed information systems. In order to meet these issues stated above, a special focus group (Z3) performed an assessment of the situation of healthcare informatics in Greece and of the main key points that would lead to success. In that sense it is now common knowledge that Greece is lagging information and communication technology progress in healthcare because almost none of the above mentioned issues were dealt with. This assessment is the result of the interaction of more than 150 decision makers, medical informaticians, healthcare practitioners and other individual involved in healthcare. As a conclusion, this focus group resulted in 4 major propositions that will lead to healthcare informatics introduction with better success chances: focus on terminologies and standards, focus on interoperability and information systems sustainability, focus on clear goals and system metrics that can create a healthcare performance management cockpit, and focus on people and what they have to say, by creating a e-health forum. These conclusions were taken into consideration by the Greek government and are incorporated the IASYS project, the national healthcare informatics framework for the next ten years.

Opis:
A fundamental pre-requisite for the establishment of a scaleable regional health information network (RHIN) is the development of an architectural framework and tools for the integration of specialized autonomous systems and e-health service platforms supported by an underlying health information infrastructure (HII). In this context, HYGEIAnet, which is the RHIN of Crete in Greece, has identified and utilized a number of critical software components enabling integrated access to clinically significant information, based on an open architecture addressing successfully the various interoperability challenges at hand. HYGEIAnet provides the framework for the reuse of standardized common components and public interfaces, thus enabling integrated and personalized delivery of healthcare.

This paper describes an ongoing effort at NC3A to provide one integrated database which contains data from a number of different sources. Initially, these sources are legacy NATO systems. Later, other systems, including messaging interfaces of a wide variety, and national systems, will be added. A common data model is used as the lingua franca between systems. A COTS product has been identified that creates translator boxes to provide interfaces to and from the legacy systems.

Testing process allows to detect potential faults of implementation of IPv6 in the phase preceding migration, thus minimizing the risk of problems in IPv6 deployment. In general the IPv6 tests should be performed by all network providers, however the test range should fit their needs. It causes that test range for small network operators (offering basic set of services) could be limited in comparison to larger ISPs. In this paper, we propose an approach to IPv6 tests with regard to IPv6 deployment by small operators. We present tools and specifications for IPv6 tests and propose a test platform optimized to small ISP's needs. The test platform is a dedicated LiveCD distribution based on FreeBSD operating system with IPv6 test environment and set of pre-defined tests. An advantage of this solution is the ability to launch the test tool software on any computer equipped with an Ethernet card and CD-ROM/DVD-ROM drive. LiveCD test tool allows users to execute tests and analyze the results in graphical environment.We believe that this approach will help to simplify and shorten the IPv6 testing process in small ISP's networks.

This paper presents the main aspects of research, analysis and design of the open identity management architecture for e-government development within GUIDE, a project financed by the 6FP of the EC. The most important identity management issues strongly influencing the European e-government development are briefly discussed. An emphasis is placed on the innovative interdisciplinary approach used in GUIDE, aimed at covering the whole range of technical, process, policy, legal and social identity management issues, and seeking to overcome the existing fragmentation of identity management initiatives. GUIDE brings together the European industrial, financial and technical market leaders in e-government solutions, as well as leading academic institutes of the relevant scientific disciplines. Through its scientific, technological and socio-economic goals GUIDE will contribute towards initiatives that will ultimately deliver multiple benefits to governments, citizens and businesses.

The end of IPv4 addresses is now a reality. Providers not updated to IPv6 will have to hurry up the IPv6 start in its own network. Introduction of IPv6 means not only change of main routers but also change of mentality in operators, applications' programmers besides end users. Even when for the last years the core network is prepared for transferring IPv6 traffic, other built-in parts of the Internet limit the IPv6 start. Examples of these limitations we find in not IPv6-awareness of many applications and services. For instance, voice over IP service, which uses session initiation protocol (SIP) needs to implement IPv6 aware SIP proxies and IPv6 aware AAA (authentication, authorization and accounting) servers as well as adapting application programming interfaces to IPv6. Internet protocol television (IPTV) system includes many different hardware devices, which not always are IPv6 compatible. In this paper, we propose a global solution for integrating all the devices, these one working on IPv4 and these one working on IPv6, under the same IPTV platform. This solution allows end users to receive IPTV stream irrespective of IP protocol used. The proposed solution is particularly relevant for small IPTV systems, which, step by step, are adapting into IPv6.

Croatian national health ICT implementation strategy is determined by Croatian national health strategy and plan, Croatian ICT development strategy for 21st century, and requirements specifications for the health information system. National health ICT implementation strategy components are accented: purpose of the ICT implementation strategy, information principles, needs and ICT enablement in domains of patients, healthcare professionals, policymakers and managers and public. Telemedicine and telecare positions and implementation steps are described. Based on the determinants, three organizational levels have been established - government, ministerial and project levels. General architecture of Croatian healthcare information system and respective pilot projects and results of pilot implementations as well as national ICT environmental accelerators for health ICT implementations are presented.
