Purpose Both, theorists and practitioners of management emphasize that staff competence increasingly influences the proper operation of modern enterprises. This is significant not only when acquiring satisfactory work efficiency, but in connection to the required level of safety. Methods The aim of the research presented in this article is to determine essential issues in the area of underground coal mines supervisors (middle level managers) with regard to the safety level in coal mines. The research methods include survey, PAPI technique (Paper-and-Pencil-Interviewing) and a questionnaire. Supervisors from three mines participated in the research. The sample test was conducted deliberately, using a proportional scheme including the position in the supervisory department and the department type. Results Analysis of the results allowed for the evaluation of the twelve sub-categories of supervisors competence and knowledge level and their impact on the effectiveness of the maintenance of security. Moreover, the correlation between the determined level of separate competence sub-categories and their influence on the level of safety enabled the prioritization of the level of a lack of competence in reference to proper work safety maintenance. Practical implications The knowledge acquired on supervisors competence is to be applied to the prevention programme as a part of the following programme: "Methods of diagnosis and reduction programme of adverse effects related to the underground use of technical means..." (PBS, NCBiR No 1519/2012). Originality/ value The theoretical section of the article includes the original definition and competence model, as well as a model of compe-tence impact on the safety level in an enterprise. The approach to the research problem is also valuable – the issues of underground coal mines supervisors competence have been for the first time directly connected with the underground safety level.

Opis:
Purpose This paper presents an algorithm developed to assess all aspects of sustainable development for hard coal mines. Additionally, an algorithm to assess the environmental efficiency and cost efficiency of mining production processes was presented. Methods To develop the computation algorithm, detailed models were proposed for environmental assessments using Life Cycle Assessment (LCA), whereas Cost-Benefit Analysis (CBA) was proposed for economic and social assessments. Results The algorithm developed is used when preparing a ranking of hard coal mines which considers the main aspects of sustainable development – environmental, economic and social. The tool also enables the performance of both environmental and cost assessment for particular unit processes of mining production. Practical implications The practical purpose is to devise an algorithm that will perform both partial and aggregated assessment of all aspects of the sustainable development of coal mines in Poland. Originality/ value It is the first method which includes all aspects of sustainable development and considers the process approach to assess coal mines.

The article presents hazardous conditions of airborne dust based on the results of measurements of dust concentration taken at work-places at a underground rock-coal face drilled by a heading machine with combined ventilation (suction and forced ventilation with dust collector). The measurements were taken using three methods in order to examine and assess the actual conditions within the excavation subject to the study. The measurement results and conclusions show major difficulties in achieving MAC levels. Research conclusions indicate the low efficiency of collective and personal measures applied to protect against dust harmful to health as well as the need to improve them.

To improve safety the application of effective risk management has become a requirement in the mining industry. The effectiveness of mining risk management essentially depends on the risk assessment process, as the output of the risk assessment process helps the mine management to decide upon the control measures to be employed to mitigate the risks identified in the mine. The application of risk assessment in mines has become important not only for ensuring a safe working environment but, also, it is now a legal requirement. The capability of a risk assessment process depends on the hazard identification phase, as unidentified hazards may lead to unknown and unmanageable risks. Therefore, it is essential to identify all the potential hazards to manage the risks in mines. The object of this study is to identify the safety hazards present in Indian underground coal mines and to build a preliminary database of the identified hazards. Accident data collected from the Directorate General of Mines Safety in India and a public sector coal mining company was studied to identify safety hazards that may probably lead to accidents. The database could help the mine management to improve decision making after analysing and evaluating the safety risks of identified hazards.

Improvement of productivity has become an important goal for today’s coal industry in the race to increase price competitiveness. The challenge now lying ahead for the coal industry is to identify areas of waste, meet the market price and maintain a healthy profit. The only way to achieve this is to reduce production costs by improving productivity, efficiency and the effectiveness of the equipment. This paper aims to identify the various factors and problems affecting the productivity of underground coal mines adopting the bord and pillar method of mining and to propose suitable measures for improving them. The various key factors affecting productivity, namely the cycle of operations, manpower deployment, machine efficiency, material handling and management of manpower are discussed. In addition, the problem of side discharge loader (SDL) cable handling resulting in the wastage of precious manpower resources and SDL breakdown have also been identified and resolved in this paper.

The termination of mining activities often results in post-mining problems and risks. One of these issues is the flooding of mines. Long-term mining in the Ostrava and Petrvald sub-basins in the Upper Silesian Coal Basin finished in 1994. Tens of coal seams were mined here, and the depth of mining reached more than 1000 m below the surface. Flooding of the Ostrava sub-basin started in 1994. The Ostrava and Petrvald sub-basins were flooded from one half only to prevent water from flooding into the Karvina sub-basin, where mining continued. The continual pumping of water has been carried out ever since. Only low-energy seismic events (up to 103 J) were recorded during the periods of flooding and water pumping. Only one high-energy seismic event was recorded here (108 J, magnitude of 3.5, 12 December 2017). This study presents the natural and mining conditions regarding the process of mine flooding; and the induced seismicity registered during the flooding of mines and the preservation of water at the stated level. Analysis of the flooding of mines in connection to the registered seismicity is presented. Probable reasons for the low seismic activity during the flooding of mines are also discussed.

The aim of the article is to present a novel, innovative method of monitoring endogenous fire hazard in hard coal mines, based on a system of temperature sensors placed within solid coal. The developed system of monitoring the level of endogenous fire hazard was tested in an active hard coal mine in Poland. The scope and the method of temperature measurements with downhole temperature sensors in solid coal were presented in detail. Results of systematic temperature monitoring fire prevention activities are presented.

The migration of methane towards the surface, within mining areas of closed mines, can be a danger to public safety for many of years after the process of liquidation has been finished. The liberation of methane from undisturbed coal seams, and those destressed through earlier mining has not been fully recognised so far. Knowledge of the effect of the presence of water, along with hydrostatic pressure, on the intensity of methane desorption from destressed seams is necessary in determining the approximate volume of methane inflowing, within a period of time, into a closed mine. Laboratory tests on these relationships have been carried out in accordance with proper research methodology by the National Institute for the Environment and Industrial Hazards (INERIS), France with the Central Mining Institute, Katowice, Poland. The results have facilitated determining the effect of hydrostatic pressure variation of water on the intensity of methane desorption from flooded coal. These results has been practically applied in predicting the emission of methane into closed mines, and in orienting the rules of methane hazard control, both during the process of mine closure, and on the surface of post-mining areas.
Migracja metanu w kierunku powierzchni, w granicach obszarów górniczych zlikwidowanych kopalń, może stanowić zagrożenie dla bezpieczeństwa publicznego przez wiele lat od czasu zakończenia likwidacji. Wydzielanie się metanu z nienaruszonych pokładów węgla i pokładów odprężonych prowadzoną wcześniej eksploatacją, nie jest dotychczas w pełni rozpoznane. Znajomość wpływu obecności wody oraz związanego z nią ciśnienia hydrostatycznego na intensywność desorpcji metanu z pokładów odprężonych, jest niezbędna do określenia szacunkowej ilości metanu dopływającego w przedziale czasu do zlikwidowanej kopalni. Badania laboratoryjne tych zależności przeprowadzone zostały w oparciu o metodykę badawczą opracowaną przez Państwowy Instytut Środowiska i Zagrożeń Przemysłowych (INERIS) we Francji, wspólnie z Głównym Instytutem Górnictwa w Katowicach. Wyniki badań pozwoliły na określenie wpływu zmian ciśnienia hydrostatycznego słupa wody na intensywność desorpcji metanu z węgla, co znalazło praktyczne zastosowanie w prognozowaniu wydzielania się metanu do zlikwidowanych kopalń i pozwoliło na odpowiednie ukierunkowanie profilaktyki zagrożenia metanowego podczas likwidacji kopalni oraz na powierzchni terenów pogórniczych.

Opis:
Closure and post-closure periods in underground coal mines present specific risks that have to be handled with sound management practices in order to achieve sustainability within the mining sector. These risks may negatively affect the environment and result in hazards on the surface caused by phenomena occurring in the rock mass after mining operations. One of the hazards that has to be considered in the process of coal mine closure is gas, which is caused by methane emission after mining operations cease. This paper presents a forecast of methane emissions conducted within the framework of the Research Fund for Coal and Steel “MERIDA” project, using a model that was developed by the National Institute for the Environment and Industrial Hazards (INERIS) from France, and the Central Mining Institute (GIG) in Katowice, from Poland. This model enables the estimation of the volume of methane emitted into longwall goafs from relaxed undermined and overmined coal seams in order to assess in a further step the risk of methane emissions into the atmosphere from closed/sealed underground coal mines. For a critical analysis of the forecasted methane emissions into the longwall goafs, the results obtained with this model were compared with a gas decline curve generated for longwall goafs from closed/sealed underground coal mines in Australia, where long term full range data was available. The results of the analysis allowed the forecasted emissions and, thus, the accuracy of the model to be validated. The forecast was developed in the “Anna” coal mine, property of the PGG Company, which is located in the southern part of the Upper Silesian region in the south of Poland, near the border with the Czech Republic, and that is undergoing a closure process.

Purpose This article presents an algorithm for the current assessment of methane hazards during the exploitation of longwalls in conditions where there are methane hazards. The algorithm has been developed within the framework of the international AVENTO project (Advanced Tools For Ventilation and Methane Emissions Control), carried out in Poland, inter alia, by the Central Mining Institute in cooperation with Kompania Węglowa SA (KW SA). The algorithm was developed based on the analysis of the ventilation-methane balances for longwall areas, based on the data registered by automatic methane sensors and the velocity of ventilating air. Methods Multiple research methods were used, such as: observation, a questionnaire and statistical methods. The questionnaire was used for the preliminary determination of methane hazards in the longwalls belonging to the industrial partner (KW SA). The polls were used to obtain relevant information about the hazards and means of prevention taken, such as: the methane content in the seam, the emissions of methane into the exploitation workings, the volume of methane drainage, the ventilation system used, and the amount of ventilation air used to combat the methane hazard. Based on the poll’s data, the longwalls with methane emissions in their environment were selected for testing, based on longterm observations of changes in the concentrations of methane in the ventilation air and in the methane drainage net. Methane concentration measurements were based on the values recorded by the methane sensors located in the workings which were considered to be most dangerous. For data processing a statistical method was used. In the research, the average results of the indicated concentrations of methane from the methane sensors were used for the correlation between the average values of methane emission in the region of the longwall or methane drainage, with other parameters, such as absolute pressure changes on the surface, technological processes or cycles in the longwall. For the evaluation of the methane hazard, an indicator was proposed, these being the ratio of the ventilation methane bearing capacity to the criterial methane bearing capacity. An increase of this indicator indicates an increase in the level of methane hazard. Results On the basis of the average daily value of the methane hazard status indicator, an algorithm for the assessment and visualization of methane hazard in the areas of the active longwalls was developed. The algorithm contains a list of technical and organizational actions which should be taken in the event of unfavourable risk assessment of methane hazard, reflecting very high risk or unsafe conditions for conducting further work. Practical implications The proposed algorithm can be used for the ongoing assessment of methane hazard in areas of exploited longwalls in order to support staff in surface control rooms and in ventilation departments. Originality/ value The current assessment of methane hazard in the areas of longwalls which are under methane conditions by means of the developed algorithm will improve the safety of exploitation.

The aim of this paper is obtainment of dependence between practical and theoretical values of curvatures which were calculated at a given level of forecast's safety. The practical curvatures were determined on the basis of results of geodetic measurements conducted on observation points situated in form of line. Values of theoretical curvatures were determined by the usage of EDN – OPN computer program, applying the Budryk – Knothe theory assuming the typical values of its parameters (a = 0.8; tgβ = 2.0; B = 0.32r). Then calculated an unreliability of forecast of curvatures' final values. The regression relation between the observed and theoretical final values of curvatures was determinate assuming the probability of 50% that the measured value will not exceed the predicted value. The values of standard deviation are between 22.84 [m−1 10−6], when all final values of measured and theoretical curvatures are simultaneously taken into account in an linear regression analysis, and 25.32 [m−1 10−6], when a linear regression is carried out for the curvatures measured after the exploitation of the third longwall. The lower value of standard deviation (16.38 [m−1 10−6]) was obtained when a linear regression was made for the curvatures observed after the exploitation of the first longwall. On the basis of the undertaken analysis it can be concluded that for the geological and mining conditions prevailing in the area of measuring line, a regression relation between the measured and theoretical values of curvatures can be expressed by some equation. However, the predicted curvatures are characterized by the calculation error.

In this paper, an attempt has been made to model DPM flow patterns in the vicinity of man riding vehicle(s) operating in a coal mine environment. The DPM flow patterns are modelled using the techniques of computational fluid dynamics (CFD) and validated using field experimental measurements. The models show that if the vehicle is stationary, DPM particles are dispersed towards the center of gallery. Beyond 20m downstream of the vehicle, the DPM particles occupy the entire cross-section of the roadway. If movement of the vehicle is considered, the miners may be exposed to a high concentration of DPM due to the engines running at full capacity and the resultant air flow induced by the movement of the vehicle.

Drilling and blasting play a very important role in driving the economy of opencast mines, as various mining activities related to strata handling are dependent on the size of the rock mass created due to blasting. Thus the analysis of fragments created from rock explosion is essential in order to monitor its compatibility with the deployed mining machineries/HEMMs (such as shovel, dumper, dragline, etc.). As over fragmentation as well as under fragmentation both tend to increase the cost of mining, the generation of fragment size in the desired range is necessary. Several factors control the rock fragmentation in blasting, such as the burden, bench height/drilling depth, stemming column, powder factor and hole diameter. The assessment of rock fragmentation with respect to the aforementioned parameters helps to enhance the blast performance and, hence, this study intends to carry out digital image analysis for monitoring the mean fragment size and boulder percentage. A highly consistent result has been obtained using forty blasting datasets carried out in the four different opencast mines of the Talcher Coalfield (India), namely Balram OCP, Ananta OCP, Lakhanpur OCP, and Lajkura OCP.

Opis:
Lead 210Pb, an element of the natural uranium radioactive decay series, is not currently considered a source of radiation risk, especially in a radiation protection system in underground mines in Poland. However, it could be a completely independent element of the radioactive series due to its physical and chemical properties. Routine measurements showed significantly higher than expected concentrations of 210Pb in underground radium rich sediments, based only on the radioactive decay law. This phenomenon implies a need of 210Pb concentration monitoring in such sediments. Nevertheless, the laboratory analysis of 210Pb by gamma radiation spectroscopy is connected with a particular hindrance, the self-attenuation of 210Pb radiation in samples. Current work describes a practical method for obtaining the self-attenuation correction factor in the case of 210Pb concentration analysis. Experimentally obtained correction factors range between 0.51–6.96 cm2/g. Neglecting this factor can cause a significant error or underestimations in radiological risk assessment.
Izotop 210Pb, element naturalnego szeregu promieniotwórczego 238U, jak dotąd nie był uwzględniany przy ocenie ryzyka zagrożenia radiacyjnego, szczególnie w odniesieniu do systemu ochrony radiologicznej w podziemnych zakładach górniczych (Rozporządzenie 2002) czy kontroli narażenia radiacyjnego związanego z wydobyciem oraz przetwórstwem ropy i gazu (Radiation... 1999). Okazuje się jednak, że ze względu na swoje właściwości fizykochemiczne nuklid ten może zachowywać się zupełnie niezależnie od pozostałych elementów szeregu, w którym występuje. Wyniki badań prowadzonych w ramach rutynowej kontroli zagrożenia radiacyjnego w podziemnych zakładach górniczych świadczą o tym, że dla większości osadów dołowych, powstających na skutek współstrącenia radu i baru w postaci siarczanu radowo-barowego, obserwuje się znacznie wyższe jego stężenia, niż wynikałoby to z samego tylko rozpadu 226Ra. Implikuje to konieczność monitorowania stężenia 210Pb w tych osadach, co jest związane z wieloma trudnościami analitycznymi i pomiarowymi. Niniejszy artykuł poświęcony jest wyznaczaniu współczynnika poprawkowego związanego ze zjawiskiem samoabsorpcji w próbkach stałych podczas oznaczania 210Pb metodą spektrometrii promieniowania gamma. Uzyskane współczynniki wahały się w granicach 0,51–6,96 cm2/g, co dowodzi, że nieuwzględnienie poprawki na samoabsorpcję, może prowadzić do poważnych błędów i niedoszacowań w ocenie zagrożenia radiacyjnego.

Opis:
Forecasts of methane emissions during and after flooding a closed gassy hard coal mine and the evaluation of possible methane migration to the surface in post-mining areas, after cutting off the vertical ventilation workings of hard coal mines from the surface, provide valuable information which can help to ensure public safety. This article presents research into the influence of changes in the hydrostatic pressure of a water column in a flooded mine on the volume of methane emission and migration from hard coal seams, during and after the flooding of a closed mine. The tests were conducted based on a modified research method developed by the French National Institute for Industrial Environment and Risks (INERIS), France, and the Central Mining Institute (GIG), Katowice, Poland. A test stand for gas desorption and autoclaves for emissions, under controlled pressure and temperature, were used. The tests were conducted and changes in pressure in the autoclaves over time were observed. The observations led to the conclusion that water inhibits methane desorption and emission from coal to varying extents, depending on the hydrostatic pressure exerted. Based on the conducted tests, developed a model of methane emission into flooded goafs was developed. A method of determining index k2 was also developed, which lowers the forecast volume of methane emission into goafs depending on the value of the hydrostatic pressure of the water column and the level of submersion. Results of the tests form the basis to calculate forecasts in the developed model of methane emission into the goafs of a mine during its closure, which, as a consequence, enables the identification of the level of methane hazard and the selection of preventive measures aimed at combating methane hazard during and after the closure of a gassy mine.
