Opis:: The small and medium-sized enterprises are an important element of the EU economy. They contribute most to the GDP of the Member States and the EU. In order to support their development and increase the possibilities of access to innovative technologies, the Executive Agency Development of Small and Medium Enterprises was created by the European Commission in 2013. The agency is also a part of the of tasks of decentralization of the Community. The agency was entrusted with the disposal of the EU programs supporting the development of small and medium-sized enterprises. In this perspective, the question arises about keeping the commitments towards small and medium-sized enterprises.
Istotnym elementem gospodarki Unii Europejskiej są małe i średnie przedsiębiorstwa. Przyczyniają się one w największym stopniu do tworzenia PKB poszczególnych państw członkowskich i samej Unii. W celu wsparcia ich rozwoju i zwiększenia możliwości dostępu do innowacyjnych technologii Komisja Europejska utworzyła w 2013 r. Agencję Wykonawczą ds. Rozwoju Małych i Średnich Przedsiębiorstw. Agencja ta jest jednocześnie elementem decentralizacji realizacji zadań wspólnotowych. Powierzono jej dysponowanie programami unijnymi wspierającymi rozwój małych i średnich przedsiębiorstw. W tej perspektywie rodzi się pytanie o dotrzymywanie zobowiązań powierzonych Agencji wobec małych i średnich przedsiębiorstw.

Opis:: Th e new fi nancing perspective in the European Union described for the years 2014–2020 and new economic and political challenges of Europe and the globalizing world demand new legal and institutional solutions. In that perspective, changes in fi nancing policy of research programs aimed at innovative technologies and products. Small and Medium- sized enterprises demand a particular support which not always may bear the funds of reaching and implementation of innovative technologies by themselves, especially those ecological ones, fi ghts administrative diffi culties connected with quite high fi nancial costs. For this purpose for a long time established the life of executive agencies, including Th e Executive Agency for Small and Medium-sized Enterprises. Th e Agency was entrusted the management of numerous EU’s programs, so far spread on other decentralized institutions or being subject directly to the Commission. Th e newly created Agency remains the structure similar to the existing similar institutions

Opis:: Zmiany cywilizacyjne wymusiły wprowadzenie nowych form organizacji i funkcjonowania administracji publicznej, określane jako governance, które służą do zintensyfikowania integracji europejskiej. Jedną z form większej integracji poprzez decentralizację administracji publicznej są agencje rządowe, zapoczątkowane w Wielkiej Brytanii. W Europejskiej Wspólnocie Gospodarczej takie agencje zaczęły powstawać w latach 70. XX w. W ramach Unii Europejskiej w 2003 r. powstał zaś szczególny rodzaj agencji, zwanych agencjami wykonawczymi, które wykonują zadania techniczne w zakresie wykonywania unijnych zadań zarządczych, m.in. w obszarze nauki, kultury, zdrowia, transportu, ochrony konsumentów. W sumie obecnie funkcjonuje sześć takich agencji. Organizacja i zasady funkcjonowania agencji wykonawczych zostały ujednolicone w rozporządzeniu Rady (WE) nr 58/2003 z dnia 19 grudnia 2002 r. ustanawiającym statut agencji wykonawczych. Dziesięcioletni okres funkcjonowania agencji wykonawczych należy ocenić dość dobrze. Obszarem problemowym, który wymaga pewnych korekt, jest kwestia większej spójności działań podejmowanych przez agencje wykonawcze z odpowiednimi agencjami krajowymi państw członkowskich, w celu wypracowania i ujednolicenia głównych celów działania.
The civilization changes have forced the implementation of new forms of organization and functioning of public administration, defined as governance, that serve to intensify the European integration. The government agencies are one form of greater integration through the decentralization of the public administration. There were initiated in the UK. In the European Economic Community, such agencies were established in the seventies of the twentieth century. In 2003, the special kind of agency, called the executive agencies were created in the framework of the European Union. Their duty is to perform technical tasks in the field of execution of Union management tasks, including such areas as science, culture, health, transport, consumer protection. In total, six such agencies currently operates in the EU. The organization and functioning of the executive agencies were standardized in the Council Regulation (EC) No 58/2003 of 19 December 2002 – laying down the statute of executive agencies. The ten-year period of the functioning of executive agencies should be assessed fairly well. The problem area that needs some adjustment is the question of the coherence of activities done by executive agencies with those done by the appropriate national agencies of the Member States, in order to develop and unify the standards of operation.
