Many devices and systems, including electronic ones, are used in the operation of sea-going vessels. Fast technological development in the field of electronics, radio communications and computer science inspires the more and more new proposals for the changes of these devices and systems. The rules and scope of sea-going vessels equipment, related to ensuring their safety, are strictly regulated by the International Maritime Organization (IMO). Considering the above, several countries have submitted to the IMO-Maritime Safety Committee (MSC) a proposal to prepare a vision of a broad strategy for incorporating new technologies in a structural manner, ensuring their compatibility with already existing different navigation and communication technologies and services. The overriding goal of this strategy would be to improve the efficiency, safety and reducing the cost of the entire system, providing global coverage and applicable to all types of sea-going vessels. In response to this proposal, the MSC decided to start work on the project "Preparation of e-navigation strategy". The article presents the general concepts and goals of the e-navigation project. Priority needs of e-navigation users were also discussed. The key elements of the project are presented too. The radio communication aspects of the e-navigation project were also considered. Finally, the enavigation Strategy Implementation Plan (SIP) and its progress were presented.

The matter of the paper refers to the dynamic stability of a vessel as an important factor affecting her safety at seaway. Ship 's seakeeping behaviour, which comprises the notion of her stability, is one of the researched key issues leading to the increase in understanding of the safety qualifying factors. Liquid sloshing phenomenon is a result of partly filled tank motions. As a tank moves, it supplies the energy to induce and sustain the fluid motion. The dynamic behaviour of a vessel at seaway is considerably affected by the dynamics of free liquid surfaces, therefore the influence of fluid movement taking place in partly filled tanks on the safety of ship 's exploitation process is emphasized. The paper presents the results of the experimental research and the numerical simulation of the sloshing phenomenon. The research was focused on the computation of the heeling moment affecting the stability of a vessel, especially dynamic effects, which are omitted in obligatory intact ship 's stability regulations nowadays. The experiment performed in the course of the research was carried out in Department of Ship Operation at Gdynia Maritime University. The unique test apparatus was designed and built. It enables to measure dynamic pressures on model tank walls for large oscillation amplitudes, which are characteristic for stormy sea conditions. The numerical simulations of liquid sloshing phenomenon, took into account the viscosity of liquid and the turbulence of considered flows. All the simulations were computed in 3D mode and they provide high accuracy results. The spatial distribution of dynamic pressures on model tank walls enables computation of heeling moment due to liquid sloshing which affects ship 's stability. Further analysis of obtained moments was carried out. The study may be the contribution to the more sophisticated estimation of the ship's stability than it is achieved nowadays.

In port engineering in the vicinity of quays, the action of the ship's propulsion is a prime eroding element. This may cause scouring of the bottom of port water area and erosion so great that it could lead to ąuay damage by change of its stability. Thus, the speed of ship's water jet is important criterion of navigational safety assessment. Scouring of an unprotected bottom depends on the type of manoeuvres (ship's settings and their duration), area depth and type of bottom. As the number of cruise ships, irregularly calling at ports, has increased recently, there is often a need to accept such ships for berthing along quays with an unprotected bottom. Bottom protection is a costly investment, far from profitable when callings are not frequent. The situation when a ship gives up its own propulsion during berthing and unberthing and has to use tugs is not profitable for ship operators. As a result, ships may resign from calling at such ports. For this reason it is purposeful to make a navigational analysis [1] of ship manoeuvring near the ąuay and to assess the effect of water jet on the bottom. This paper examines large ships manoeuvres during berthing. The study focuses on analytical methods for assessing ship 's affect on the port bottom. The paper presents some problems on possible manoeuvres of cruise ships with own propulsion along the Bulwar Chrobrego Quay in the port of Szczecin.

Modeling of liquid sloshing inside partly filled ships' tanks can be carried out by a variety of methods. The simplest and perhaps the less reliable is a quasi-static approach which is, however, recommended in the Intact Stability Code by the International Maritime Organization. Hence the only advantage of the static estimation of liquid sloshing is simplicity of calculations, the research into the application of CFD (Computational Fluid Dynamics) was performed in Department of Ship Operation at Gdynia Maritime University. The paper presents results of numerical simulations o f a liquid sloshing phenomenon performed by means of a code Fluent. The research was focused on a computation of the heeling moment affecting stability of a vessel, especially on the dynamic effects, which are omitted in obligatory intact ship's stability regulations nowadays. The computed distributions of dynamic pressures on tank walls were carried out for large oscillation amplitude which is characteristic for stormy sea conditions. Ali the simulations were computed in 3D mode and they provide high accuracy results. A case study described in the paper enables realistic comparison of the results of CFD liquid sloshing simulations and the simple statics based computations. The study reveals some weaknesses of the contemporary quasi-static approach towards the free surface effect and it might be the contribution to the more sophisticated estimation of the ship's stability than it is achieved nowadays.

The berthing of ship to the quay is the last stage of navigation process in marine shipping. During the ships berthing the impact in berth can occur and in result the appearing of energy in ship - fender device - berth system. The exceeding of admissible value of this energy leads to damage of one of these elements and in effect causes the accident. The accident can happen as unwanted event connected with negative consequences (damage of ship and port structure). It can be connected with ship's strike in quay. The fenders are devices to protect the port structures and ships bulk while berthing to the quay. Design and choice of fender system should contain selection suitable devices answering of existing or planning construction of structure, which select system should be protected. The buckling type of fenders (arch, conical shape) are the newest generation combining excellent absorbing energy with reaction forces of ship berthing. The paper presents the study of fenders designing based on analytical, experimental and numerical considerations. The paper presents an example of fenders designing. The buckling type of fenders achieved by carrying out of laboratory research was made. The Portowców Quay in Port of Świnoujście real research of ships berthing was carried out.

The paper presents the development of specialized ship's propulsion system during last twenty years. It was shown some applied solutions of propulsion systems and what aims were achieved: improving of manoeuvring ability, the achievement ofpropulsion system's high efficiency in very large range from the idling to full load and the increasing of navigation safety. Ship propulsion systems are more often applied, especially for ships which operate on the sea in special ways and need: ship positioning, very high manoeuvring abilities, other ships services, self manoeuvring even for cruise ships. These propulsion systems are not needed applying the steering gears. These functions: steering and propulsion do thrusters, which in these cases are built in twin systems. It ensures possibilities of ship's propulsion (motion) keeping, even in case of failure in one propulsion system. For reason of sea traffic increasing, especially on sea area, when this traffic needs co-ordination (VTS stations), ship equipped in modern propulsion system should ensure greater navigation safety for herself and should decrease collision risk for other ships situated on this sea area. The usage high-performance and efficiency active powerplants is a key for the enlargement of the safety of sea shipping.
W artykule przedstawiono rozwój układów napędowych specjalistycznych statków w okresie ostatnich dwudziestu lat. Podano stosowane rozwiązania oraz jakie cele udało się osiągnąć: zwiększenie zdolności manewrowych jednostek, uzyskanie wysokiej sprawności układów napędowych w szerokim zakresie obciążeń od biegu jałowego do obciążenia nominalnego oraz podniesienie bezpieczeństwa żeglugi. Układy napędowe z nowoczesnymi pędnikami są coraz powszechniej stosowane, szczególnie dla statków, które uprawiają nietypowążeglugę i wymagają: pozycjonowania jednostki, wysokich zdolności manewrowych, obsługi innych statków, samodzielnego manewrowania nawet w przypadku dużych statków pasażerskich. Układy te nie wymagają stosowania tradycyjnych maszyn sterowych. Funkcje sterowania i napędu jednostki spełniają pędniki, które z tego powodu budowane są minimum w układach podwójnych. W związku ze zwiększaniem się ruchu morskiego, szczególnie na akwenach, na których ruch ten wymaga koordynacji (stacji kierowania ruchem), statek posiadający nowoczesny układ napędowy będzie w stanie zapewnić bezpiecznążeglugę dla siebie i zmniejszyć zagrożenie kolizyjne w stosunku do wszystkich jednostek znajdujących się na danym akwenie. Stosowanie wysokosprawnych pędników aktywnych jest kluczem do zwiększenia bezpieczeństwa żeglugi.
