The work contains the proposal to solution of one aspect of the marine power plant management problem with o, which is the allotment of operating tashs to operators in engine room. Frequent causes of ship detentions by port authorities are abnormalities of marine power plant functioning. Each extended ship lay time inport results in a was te of ship operating time thus costs rise to ship owners. This is connected with improper marine power plant management. In order to avoid this, a ship engineer should have at his disposal a computer aided system supporting him in managing the marine power plant. Such a system can be worked out on the condition that a mathematical model, which represents the decision - making proces s ofan engineer has been built. This workpresents approach to the problem ofone aspect in engine room managing what is operating task scheduling for the staff. The chief engineer is responsible for all engine room operating processes. He must make the plan for all activities to secure his correct operation. The use separately of several mathematical methods is not so effective, as then, when they are the put-upon in frames in coherent system and conduct as a consistent procedure. The main problem In this paper was create the mathematical model of system to assigning operational tasks in engine room, which would permitted to choice the optimum variant of tasks schedule.

The frequent causes of ships’ detentions by port authorities are abnormalities of marine power plant functioning. Each extended ship lay time in port results in a waste of ship operating time thus costs rise to ship owners. This is connected with improper marine power plant management. In order to avoid it, a ship engineer should have disposal computer aided at his system supporting him in the managing of the marine power plant. Such a system can be worked out on the condition that a mathematical model, which represents the decision – making process of an engineer has been built. One element of the decision making process in managing the marine engine room is to determine how important is each of the tasks which the operators have to do. This estimation is the base to choose the most important tasks and make optimal schedule with them. The present work shows the approach to the rating method of operating tasks using AHP method. Based on practice, a hierarchic structure of factors influencing tasks validity in the engine room operating process was made. Next, a preliminary questionnaire was conducted, which put questions to the experts as chief engineers next. This enabled to define numerical values of suitable coefficients influencing on the validity of operating tasks. The equation contains this all coefficients permit to determinate numerical values of an operating task’s validity in given engine room operating processes.

Relatively great number of detected and confirmed oil spillages in the Polish marine areas reveals that discharge of oil substances from any one of a large number of ships to the marine environment is real in any time. Surface oil contamination can be easily detected by satellite or airborne radar techniąues, but unfortunately oil dispersed in the bulk of water cannot be detected at the present. Discharge waters usually contain small amounts ofoil substances in the form of dispersed droplets (emulsion). It is revealed that oil emulsion cause measurable changes in the optical properties of seawater. In practice, detection of changes of these properties should be possible by the standard radiance or irradiance reflectance meter. This paper presents a computed photon trace simulation applied to the marine environment polluted by oil-in-water emulsion. Model of marine area consists ofwhether conditions, sun elevation, sea depth, optical properties of seawater related to various transparency/turbidity: from clean oceanic waters to turbid coastal seawater (as water from Gulf of Gdańsk is). Model of oil pollution is represented by oil droplets size distribution and by spectra of both attenuation-coefficient and refraction-coefficient related to two optically absolutely different kinds of oil. It is revealed that the values of irradiance reflectance are significantly differ for the clean sea area in relation to the polluted one, even for small amounts of engine-room origin oil pollution.

Opis:
Contribution of marine carriage in the global transport is in permanent developing. It leads to increase the unintentional oil spills, which may induce serious disturbances in functioning of the natural marine ecosystem, especially when it interferes with other technical activities in the marine space. That fact contributes to increase the interest in searching of new research techniques to protect the natural ecosystem. Therefore, the main task of marine international organisations concentrates on the effective and rapid detection of oil spill and on the possibility of identifying oil pollutants as well as on origin of pollution. The purpose of the study is to characterise the oil belonging to the vessel engine lubricate oils. We analyse the stage results of investigations based on one of types of fluorescence spectroscopy, namely: synchronous spectra. To characterise the oil, the Aqualog Horiba spectrofluorometer was applied, which allows performing precise measurement in a short time. Based on the measured excitation-emission spectra, total synchronous fluorescence spectra for oil were obtained using various wavelength intervals. Total synchronous fluorescence spectra of petroleum substances allow finding wavelength interval typical for particular type of oil. This approach could allow obtaining of complex mixtures, such as oils, more efficient description. We discuss the total synchronous fluorescence spectra for engine oil (Marinol type) dissolved in n-hexane in various concentrations of oil as a possible tool proposed to oil type identification. We present changes and variation of the total synchronous fluorescence spectra for oil with various oil concentrations.

The paper presents the system of evaluation of education currently in force in Poland. In order to standardize the quality of education in all the courses and in all of the higher education institutions the State Accreditation Committee was founded in the present form in 2002. There were prepared criteria that include the issues associated to assuring the adequate conditions of studying as far as the didactic base is concerned, teaching staff, didactic programmes (included the fulfilling the basic programme minimum), organization of the didactic process, etc. The Maritime University of Gdynia educates and trains the specialist for working at sea. Thus far, the didactic system must meet the requirements not only of the SAC (typic al for a technical university) but also of the STCW convention that imposes adequate requirements as far as the subjects, number of hours, periods and subjects of practical training, etc. is concerned. For the graduates that will work at sea, the problems of meeting criteria of education were presented taking Faculty of Marine Engineering of the Maritime University of Gdynia as an example the, which prepares students in the course of Mechanics and Machine Building and prepares graduates for the work at sea as mechanic officer of merchant marine. The paper presents Medium Speed Engine Room Full Mission Simulator. The simulator has been developed based on cutting-edge solutions currently used in medium-sized, computer controlled engine rooms (one four-stroke type main engine with a reduction gear and controllable pitch propeller). This kind of computer controlled engine room is typically in use on modern container ships.
