Article describes projects currently carried out in Europe, which were aimed at evaluating the implementation effects of Pan-European eCall system that is based on GSM technology. For this purpose there were performed pilot implementations and socioeconomic evaluation of system components in terms of profits and costs. Research projects, which were carried out in: Germany, France, Finland, Sweden, Netherlands, Austria, Czech Republic and Hungary demonstrated the possibility of reducing the number of casualties and severe injuries as a results of traffic accidents by shortening the time needed by emergency services on the road for rescue actions. Paper presents a summary describing European research projects results and it underlines most important benefits of eCall implementation and important. It also includes important eCall facts and events. Article shows that development of new rescue solutions has an impact on decreasing negative effect of road collisions. In summary article describes major requirements that are needed to introduce eCall system in all EU membership countries, requirements include emergency number network, devices in vehicles and architecture.

Opis:
Driving is an extremely complex behaviour that is also very difficult to measure. Recently, were conducted research which main purpose was quantification of chosen driving parameters to identify dangerous behaviours. For these research modern apparatus for psychophysiology reactions were commonly used, and experiments were made with the use of the driving simulator. Despite such possibilities, most of the researches over road traffic safety are still conducted with the use of self-reported questionnaires or with subjective evaluation of specialists. During driving process one of the most important aspect is a proper observation of road and its environment. Correct perception is necessary for proper reaction of driver for occurring events. Drivers attention is absorbed not only by the road, other road users and traffic infrastructure, but also by road environment elements like buildings, billboards and advertisements could attract his attention. A key to understand drivers’ behaviour seems to be measurement of his visual activity. To measure it, eye tracking instruments could be used, which allows to track drivers eyeball movements during driving. In Motor Transport Institute were recently conducted studies on drivers’ visual behaviour and indication of some which could be potentially dangerous. There were also indicated some differences over population in visual search strategies. These studies led to identification of some undesirable behaviours which could led to accidents. Following paper presents briefly process and results of chosen Motor Transport Institute research with use of a high-class driving simulator and mobile eye-tracker. Also apparatus parameters and used simulation scenarios were described.

This paper refers to some problems with digital video recording of picture during driver training and examination process for obtaining driving license. Since 10 April 2006 year, all examining institutions must use video and audio recording devices in Poland. The legal regulations in force do not clearly determine the functional requirements and technical parameters for video recorders; hence the actual devices used do not meet user requirements. There is main influence on the picture quality have the optical system of the camera. Considerable influence on the quality has an aberration errors. Aberration leads to blurring of the image produced by an image-forming optical system. Aberrations fall into monochromatic and chromatic classes of optical errors. Monochromatic aberrations produced without dispersion. These include the aberrations at reflecting surfaces of any coloured light, and at refracting surfaces of monochromatic light of single wavelength. This paper describes all types of aberration. Charge-coupled device (CCDs) used as main part of the digital cameras, however, there is now a well-established alternative, the CMOS image sensor. Both CCD and CMOS image sensors, described this paper, capture light using a grid of small photo sites on their surfaces. This paper describes advantages and disadvantages of both transducers. The authors have made an attempt to determine camera parameters, their location and quality of the picture. In mentioned case the objective and subjective picture validation methods and sample pictures from the cameras will be presented.

Opis:
The paper presents issues concerning the range of data stored by the digital tachographs and driver cards. Also the possibilities of them being used by transport enterprises have been analysed. The analysis has been conducted according to the EU legislative requirements and Polish legislative acts, determining driver work time limits. The capabilities of the devices for data down loading from the digital tachographs and driver cards, available in Europe and Poland, have been described. A particular emphasis has been put on the tachoscan set developed by PC Net Service firm together with the Motor Transport institute, presenting fragments of the analysis carried out and printouts. Furthermore, the influence of using digital tachographs on the traffic participants' safety has been discussed. In order to visualise that impact, the statistics were presented of the road accidents caused by motor vehicles. Implementation of the system of digital tachographs should contribute for enforcing of the fair competition rules of Polish, European Union and other contractors of the international road transport. Ranges and data values registered by the tachograph are sufficient for supervisory targets, however the manner of the calculation of the driving time, introduced in paper, is logical, simple and logically reasonable.
W referacie scharakteryzowano zagadnienia, dotyczące zakresu danych, przechowywanych przez tachografy cyfrowe i karty kierowców oraz dokonano analizy możliwości ich wykorzystania przez przedsiębiorstwa transportowe. Analiza została przeprowadzona zgodnie z wymaganiami legislacyjnymi Unii Europejskiej oraz polskimi przepisami prawnymi, określającymi limity czasu pracy kierowców. Opisano możliwości urządzeń do pobierania danych z tachografów cyfrowych oraz kart kierowców, dostępnych w Europie oraz Polsce. Szczególną uwagę zwrócono na zestaw tachoscan, opracowany przez firmę PC Net Sernice oraz Instytut Transportu Samochodowego, przedstawiając fragmenty wykonanych analiz i wydruków. Ponadto omówiono wpływ stosowania tachografów cyfrowych na bezpieczeństwo uczestników ruchu drogowego. W celu zilustrowania tego wpływu przedstawiono statystyki dotyczące liczby wypadków drogowych, powodowanych przez samochody. Wdrożenie systemu tachografów cyfrowych powinno przyczynić się do wzmocnienia zasad uczciwej konkurencji polskich, unijnych oraz innych przedsiębiorców międzynarodowego transportu drogowego. Zakresy i wartości danych rejestrowanych przez tachograf są wystarczające dla celów kontrolnych, natomiast sposób obliczania czasu jazdy, przedstawiony w artykule, jest logiczny, prosty i logicznie uzasadniony.
