Rapid development of the global dimension of globalization and information technology has determined the phenomenon when not only countries, but also cities began to compete with one another. For this reason, the city is facing the problem of attractiveness for investment, business and living. It is the identification and development of city attractiveness factors, their incorporation in the city’s strategic development level and their publicity that is focused on the desire to attract new investors, create favorable conditions for entrepreneurs to develop business in the city, maintain or recover/attract young and highly qualified specialists to the city and thus create as a higher quality of life and economic welfare. This article analyzes the main factors of city attractiveness which were identified by businessmen and young people from Lithuania-Poland cross-border cities Alytus and Ełk.

One of the superior principles in integrated Europe is free flow of persons, services and capital. An expression of this freedom are regulations about coordination of social security systems binding both in EU and EFTA member states. The principles of granting health services and their scope are determined by the provisions about coordination of social security systems. In the article I will try to discuss the most important regulations regarding the issues related to cross-border health care, both EU regulations and the related provisions of the domestic law.

The main purpose of this paper is to present areas and directions of integration and disintegration in East-Central Europe. It is based on the comparison of the two development strategies for the two supraregional areas in Poland namely: Western Poland and Eastern Poland. Supraregions are groups of highest administrative units in Poland – voivodeships. It is not any kind of administrative unit, and neither statistical. The reason for supraregional strategies are common challenges of development of groups of voivodeships. In our analysis we present differences between those strategies in scope of cross-border cooperation. We concentrate on four thematic issues: transport connections, economy, academia and a role of foreign institutions in a preparation and a modification of documents. In this way, we confirm that in the East-Central Europe are existing areas of integration and disintegration reflecting also long lasting division of Europe into West and East. We stress that those disintegration areas, mostly the eastern frontier of the European Union, are the result of state policies.

The main functions of the state border, such as barrier, filter, contact are studied. It is proved that currently there is activation of contact function of the state border. It is underlined that the Ukrainian-Polish border is characterized by processes of contact function strengthening. Origins and political aspects of the formation and development of the Euroregion “Buh” in the Ukrainian-Polish border; the positive impact of cross-border cooperation within these structures on the socio-economic development of border areas; the prospects and ways of further intensification of Ukrainian-Polish border cooperation and positive effects from increased contact functions of the Ukrainian-Polish border are studied.

The research concerning cross-border cooperation initiative between regions presents international relations that are often formed upwards and have their roots in bilateral relations of the regions. A research hypothesis was positively verified on the basis of the conducted research, according to which the examined subject is a form of cross-border cooperation at the level of regional parliaments: German federal states, Kaliningrad District of the Russian Federation and selected Polish voivodships. Coherently with the purpose of the study, an institutional and legal analysis, analysis of source materials and a questionnaire were conducted. The paper contains an investigation of the genesis, objectives and the scope of substantive works concerning the cross-border cooperation formula within the regional parliaments of the South Baltic Region. A special nature of work within the Forum was also presented; the most important substantive issues introduced by the partners in resolutions adopted by acclamation are discussed, as well as the results of own research are presented.

Europe experiences the development of post-industrial tourism documenting the time of growth of traditional coal basins. Contemporarily, the processes of deindustrialization take place. The material resources of traditional industry are being liquidated – which is expensive, or are adapted for the needs of tourism, which gives a new chance of development for these regions which are by rule in a difficult economic situation. Polish coal basin where many industrial plants and coal mines were closed as a result of restructurizing may serve as an example. Similar processes, although in smaller a scope, occur in the Czech Republic. Some of the industrial objects and coal mines concentrate certain values that predestine them to be included in the group of post-industrial heritage: the Czech and Polish coal mines from the 19th century, or coking plants and steel plants – as Hlubina in Ostrava Vitkovce. The idea of this article is to connect some Czech and Polish objects with one tourist route. The proposed tourist area starts in Czerwionka-Leszczyny and runs to Ostrava, and includes former industrial objects, old mines equipped with steam engines, patronage housing estates, coking plants, as well as mine waste dumps subjected to natural succession of vegetation. Creation of such route will allow to popularize the landmarks of post-industrial heritage for tourists of both countries, as well as will contribute to the development of services based on tourism. The route could become a common training ground for students of polytechnic departments of mining and environment protection, as it illustrates both the former mining technological processes and the processes of renaturalization of dumping grounds. The visiting sites were selected on the basis of unified criteria such as their age, suitability for tourism and education, as well as because of their originality, authenticity and uniqueness. The proposed tourist route will also connect the Polish Industrial Monuments Route with the monuments and mining museums in Ostrava.
