Opis:
The changes in the waste management system that have been introduced in Europe and in the world were aimed at counteracting the emergence of illegal dumping sites and increasing the levels of waste recovery and recycling, so that waste management remains in line with the principles of sustainable development and circular economy. The change introduced in 2013 in the municipal waste management system in Poland concerned the assumption of full responsibility by municipalities for the municipal waste collected from owners of residential properties, as well as the establishment and organization of a charging system for residents for the collection and management of the waste. The purpose of the study was to conduct a comparative analysis of fees paid by residents of 93 selected communes of the Lubelskie Province. The study examined the impact of the amount of fees for the waste collection and management on the share of households declaring selective municipal waste collection, the share of selectively collected waste, and the mass accumulation rate of municipal waste. As a result of the analysis conducted using the data from the years 2013–2016, it was revealed that the amount of fees for the collection and management of waste in households that sorted waste contributed significantly to the increase in the percentage of selectively collected waste. Similarly, the smaller the value of the ratio of rates for sorted and mixed waste, the greater the segregation efficiency. This indicates that in the case of the analyzed region, the lower fee charged for sorting waste was an incentive for residents to sort waste.

Waste disposal in landfill sites causes a potential hazard for the human health, as they release substantial amounts of gas, odours and pollutants to the environment. There have been vast reductions in the volume of waste being landfilled in many European countries and a reduction in the number of illegal landfills. The European Parliament’s laws obliged the Member States to amend the national waste law; the main objectives of the implemented directives are to create the conditions for the prevention of excessive waste. Directive 2008/98/EC establishes, as a goal for 2020, that waste reuse and recycling reach 50% of the total waste produced. Poland, having joined the European Union, committed itself to implementing many changes related to waste management. The amendment of the law on the maintenance of cleanliness and order in the municipalities imposed new obligations regarding the waste management (WM) on the local government and residents. By adopting a municipal waste management system, the selected municipality made all its residents responsible for their waste. However, the fact of introducing changes does not solve the waste problem. The implementation of EU directives and the development of strategic documents such as the National Waste Management Plan (NWMP) have made a clear change in the WM approach. One of the changes was the establishment of selective collection of municipal selective waste (MSW), with the issue of collecting the waste by the residents being a priority. This work describes the legal context of selective collection of MSW as one of the most effective means of reducing the amount of waste being landfilled.

The overriding principle of waste management (already produced) is their reuse or use as secondary materials. It is consistent with the concept of a circular economy. Recycling materials and raw materials have the highest rank in the field of waste processing. For non-recyclable waste, other recovery processes also play a role. In the case of plastic waste, economically and ecologically justified processes of thermal transformation and catalytic depolymerisation leading to the formation of fuel fractions destined for energetic use may be useful. This direction of polymer waste processing is justified by the high calorific value of plastics. In the objective evaluation of waste treatment technologies, from the point of view of economics and environmental protection, it may be helpful to analyse the energy balance. The aim of the article is to analyse and evaluate the energy efficiency of using a mixture of hydrocarbons obtained in the process of catalytic depolymerisation of plastic waste based on the energy efficiency index for energy purposes. The efficiency index is calculated as the quotient of energy benefits and energy inputs for the use of depolymerisation products. Energy expenditure includes expenditures incurred in individual stages of the life cycle of a liquid product made of plastic waste. The conducted analysis showed that the energy use in the post-use phase of polymer products allows for the recovery of nearly 40% of the energy required for the production of products and processes enabling the use of waste from these products. Despite the low efficiency index, energy recovery from non-recyclable plastic waste should be considered as a positive action. Plastic packaging waste subjected to catalytic cracking can be included in the settlement of the obligation to achieve the required level of recovery if the cracking products are used for energy purposes.

The purpose of this research was to process a mixture of paper waste and garden waste based on material flow analysis and to analyze its parameters based on water content, ash content, heating value, along with Thermogravimetry Analysis (TGA)/Derivative Thermogravimetry (DTG). The garden waste treatment process consists of shredding, drying with a rotary dryer, separator, and then shaving with a hammer mill. Paper waste only needs a shredder process. Then, the mixing process and pelletizing of paper waste as well as garden waste are carried out according to the variation (w/w) 100% paper (K100), 75% paper (K75), 50% paper (K50), 25% paper (K25), and 100% garden waste (K0). The water content ranged from 5.8 to 15.25%. From K0 to K100 samples, the ash content increased from 4.54 to 9.85%. A correlation of 0.9047 was found from samples K0 to K100. There was a correlation between increasing calorific value along with the mixture with paper waste. The caloric value in K0 to K100 increased from 13.11 to 19.03 MJ/kg. The TGA/DTG analysis reduced mass due to water evaporation, devolatilization, and carbonization processes.

The objective to obtain the recommended (at least 50% by weight) level of recycled and reprocessed raw fractions of municipal waste in the perspective of 2020 might in turn contribute to the deterioration of the fuel properties of waste stream that is intended for incineration. In order to avoid oversizing heat recovery plants their con-struction should be based on well-defined properties of the waste fuel. The author carried out simulation calculations of the impact of changes in the composition of municipal waste on their energetic properties. The calculations of the calorific value of the waste fraction (so called combustible fraction) with the potential to be used as an alternative fuel were done.

The objective of the study was to identify system changes in waste management, including qualitative and quantitative changes in the Łososina Dolna County between 2012 and 2014, taking into account eleven waste streams in the period before and after the introduction of these changes on the level of the county. Differences in the county’s tasks with respect to municipal waste management, which became clear after the changes, were shown along with their impact on the effectiveness of the assigned tasks related to taking over the obligations of waste collection by property owners. On this basis, a 10% growth in the quantity of collected municipal waste was noticed after the changes, as well as a 4% growth in recycled materials, in particular plastic. A drop on the level of 8.5% in the collected mixed municipal waste was considered favourable; however, a drop in the share of glass waste amounting to 5.28% and was considered as negative. In spite of the introduced changes in the municipal waste stream, the share of non-segregated waste of over 67.55% remained significant. The year of changes was characterised by relatively low value of waste accumulation index on the level of 0.26 kg∙ M-1∙day-1. The aim of the study was to assess the efficiency of municipal waste management in the Łososina Dolna County in comparison to system changes in waste management introduced at the end of the first and the beginning of the second half of 2013.

Refuse Derived Fuels are used as energy carrier mainly in cement plants; however, more and more often they are applied in power plants as a substitute for fossil fuels. In order to prepare a proper waste-to-energy investment, the availability of the fuel, as well as fuel properties should be determined. The article presented the amounts of generated RDF in Poland, number installation which produced RDF in 2019 and 2020 and amounts of incinerated RDF in cement and incineration plants. The amount of generated RDF is rather constant – about 2.5 million Mg/year. RDF is mainly incinerated in cement plants – about 1.5 million Mg/year. The article also presented general physicochemical analysis of several RDF samples and coal. Some of the RDF samples reached high energy parameters – low heating value up to 25 MJ/kg; however, the properties vary a lot, due to their heterogeneous character, technological process of their production and other factors. In practice, the requested parameters and amount of RDF are established and the RDF producer prepares and delivers the fuel according to the concluded contract.

Food waste has recently received attention due to its environmental, economic and social impacts. Final processing of food waste encounters a number of technical challenges, arising from weak physical structure of food waste with weak porosity, high content of water, and low carbon-to-nitrogen relation. This study deals with the research of food waste processing in households by using an automatic device. The main objective of the study was to assess the toxicity of the end-product produced by an automatic device. The research included 10 experiments. The input foundation consisted of common food waste generated in household kitchens. Following its processing, the end-product was tested in a pot experiment for the germination capacity and biomass increase in different concentrations. The end-product was mixed with the reference soil in concentrations 5/95, 30/70, 50/50 (tested/reference substrate). The testing included three different plant species, i.e. Sinapis alba L., Hordeum vulgare L. and Cannabis sativa L. The germination capacity of plants and their increase in biomass were evaluated after 21 days. The increase in biomass was monitored by using the Before-After-Control-Impact method. The plants developed much better without the end-product additive to the soil substrate than with its small addition. The best germination capacity in the case of end-product addition was observed in the concentration ratio 30/70 in all plants. In spite of this, the highest increase in biomass was recorded in the concentration ratio 5/95. This might have caused the occurrence of mould in the pots. The test shows that the end-product made of food waste is toxic to plants; therefore, it is not recommended for direct application as a soil amendment.

The paint waste from the cosmetics packaging industry was sent to the third party for disposal by paying several management fees for hazardous waste. The use of paint waste as raw material for paving block products can reduce the environmental impacts and provide economic benefits. The life cycle assessment is a tool for measuring the environmental impact of this utilization compared to the management carried out by the third party. There are four scenarios reviewed that consist of third-party management, utilization as raw materials for paving block by the concentration of 1, 2, 3, 4 and 5% respectively. The analysis shows that the utilization of dry paint waste as a raw material for a paving block can reduce the impact of global warming and photo oxidant. The compressive strength value of paving blocks increased with the addition of the dry paint waste with the concentration of 1 and 2%, then a slight decrease in proportion occurred with the addition of paint waste concentration up to 5%. The addition of dry paint waste does not affect the water absorption with a range of 2%, meeting the standard for a paving block.

Mango (Mangifera indica L.) peel, a food processing waste, is rich in polyphenols and polysaccharides, two substances that have previously been linked in the selective recovery of gold from metals solution. This study was carried out to develop biosorbents from green and ripe mango peel for the retrieval of gold from electronic waste (e-waste). Biosorbents were produced by cross-linking the components of mango peel through acid treatment. The gold from the mixture of metals leached from the e-waste was recovered using the cross-linked and untreated mango peel. Fourier transform infrared (FTIR) spectroscopy was employed to confirm cross-linking and to monitor the adsorption of gold. Scanning electron microscopy (SEM) was performed to characterize the surface of the biosorbents. Incineration was conducted to separate gold from the biosorbent. The results of the FTIR analysis revealed an increase in the intensity of the peak for C=O and the appearance of the signal for C-O-C, suggesting cross-linking. The FTIR spectra of the untreated and cross-linked biosorbents also showed more intense peak for C=O, which may be due to the oxidation of OH groups as gold ions are reduced. The SEM revealed increase in the roughness of the surface of the biosorbents, presumably as the result of gold deposition. Although all biosorbents were able to capture gold from the leachate, the cross-linked green mango peel appeared to be the most effective.
