Opis:
Flooding is a very dangerous phenomenon, causing both direct and indirect damage. The preventive actions result from the awareness of the danger and consequences of floods. In the affected areas, an important stage of management includes preventing and minimizing losses. The article presents a method for estimating the flood losses using flood hazard maps and taking into account the updated prices. Particular emphasis was placed on different risk levels of risk that are due to a flood in the examined location. The analysis was performed for the city through which three rivers flow. The generally available flood hazard maps in the Computerized National Protection System (Polish acr. ISOK), which include the information on the depth of the floodwater and land use classes, help estimate the financial losses. The research has shown that the greatest material losses caused by flooding are usually incurred in residential areas. On the basis of the results obtained, it was also determined that asset revaluation with time has a significant impact on the level of estimated losses. The article uses the methodology implemented in the Flood Risk Maps, which present the negative consequences for the population and the scope of flood losses. The results were compared with the author’s interpretation.

Opis:
Flood disasters are increasing worldwide in both frequency and magnitude. Every year in Vietnam, flood causes great damage to people and property, as well as contributes to environmental degradation. Flood management measures are very important to flood risk reduction and policies in Vietnam are currently updated. This paper reviewed flood management in Vietnam and suggested risk-based planning and optimization management measures as a new approach to reach sustainable flood risk reduction. This paper discussed the basic approach where the measures of flood protection are chosen based on minimizing total social risk (expected monetary expenses) including residual risk and costs of flood control measures. This approach was proposed and demonstrated in a case study in Phan-Calo river basin in Vietnam. In the case of the study, measures focused on structure and non-structure solutions for flood risk reduction, it shows that the 10-year return period of flood will minimize residual risk and investment cost for construction solutions including pumping, building regulatory lakes, and dredging of river. The result was expressed and discussed which provides the processing of actions that helped decision makers to choose flood risk reduction investment options.

Opis:
The uncontrolled sprawl of urban development exerts environmental impact in rural areas. The aim of this study is to identify areas vulnerable to climate change in the context of implementation of policies adapting to climate change at the local level. Such areas can be defined as those where the negative implication of flesh flood over-lapping with soil sealing is observed. The study areas composed of municipalities which are influenced by the urban sprawl process of the city of Wroclaw, Poland. The analyses were performed using publicly available spatial data from aerial orthophoto-maps from 2004–2012, the satellite images; archival and current land use maps. The database CORINE 1990, 2000, 2006; Urban Atlas and geodatabase of the European Environment Agency were also of an important usage for this study.

Opis:
With regard to the municipal spatial policies, the issue of flood protection, and hence the directions of development of flood-endangered land seem rather significant, given the possible social and economic consequences of a wrong decision. Currently, there is no legal obligation, within the statutory activities of flood protection institutions, to implement guidance documents prior to the works on the municipality development. It is determined by the local government in the planning documents, which are in accordance with the applicable regulations, acts of local law. Space management, through planning development and land use or the landscape protection, requires the access to comprehensive and reliable information. GIS technology, 3D models and mathematical models using neural networks in spatial analysis and monitoring changes in space to protect flood risk land, give the possibility of collecting the information that constitutes the basis of knowledge on the area, which helps to make decisions regarding a purpose and a method of the land use. The data obtained in this way are a valuable source of knowledge on the stage of preparation of planning documents that determine the directions of municipal spatial development. Under the Act of 27 March 2003 on spatial planning and development [spatial planning and development act 2003], these documents are a municipal study of the conditions and directions of the spatial planning and a local zoning plan.
