Opis:
Part of the Polish-Swedish OSHMAN project was carried out in a textile company. It aimed at implementing and improving effective health and safety management with workers’ active involvement at all levels of the enterprise. The two main problems to be solved during the project were decreasing occupational risk and improving workers’ poor knowledge on occupational risk. Training courses, workshops and practical activities were undertaken. As expected, there were changes in work organisation and improvement in the way workstations were looked after, which led to a decrease in occupational risk. Workers were highly committed during the project. Nevertheless it seems that more training should be directed at middle management.

Opis:
During the past 20 years of research in occupational safety and health (OSH), major contributions have been made by psychology in general, foremost German work and organizational psychology. This is the result of an empirical study with 216 scientific projects that were analyzed by content, and 32 interviews on OSH with experts on science, as well as in professional occupations and federations. Its sound methodological and theoretical approach has helped work and organizational psychology to embody itself as a driving force of OSH. The research focuses on the development of tools for job analysis, striving for the valid diagnosis of occupational hazards and mental load. Consequently, work and organizational psychology provides a solid foundation for deriving human and personality ameliorating organizational measures. Among the predominant means of intervention are training in coping with stress, behavioral training and modeling, health circles, and the arrangement of environments sensitive to occupational load. Major deficits in the field of research show up within evaluation and transfer as well as within quality control of the developed diagnostic and devices regarding intervention. Future scientific effort by means of application-orientated methods is vital to detect and overcome effectively a mounting mental load in the occupational world.

Opis:
The literature on occupational safety and health (OSH) interventions contains many debates on how interventions should work, but far less attention has been paid to how they actually do work, and to the contextual factors that influence their implementation, development and effect. The need of improving the understanding of the OSH interventions issue is particularly relevant for small and medium-sized enterprises (SMEs), since they experience worse OSH conditions, and have fewer physical, economic and organizational resources if compared to larger enterprises; thus, SMEs strongly need to focus their few resources in the decision-making process so as to select and put in place only the most proper interventions. This exploratory study is based on interviews with safety officers of 5 SMEs, and it gives an overview of the key features of the actual intervention process in SMEs and of the contextual factors making this actual intervention process similar or dissimilar to the ideal case. The results show how much qualitative and experience driven the actual intervention process is; they should be used to direct the future research towards an increasingly applicable one, to enable practitioners from SMEs to develop, implement and evaluate their OSH interventions in an “ideal” way.

Sanitation workers' workload increases quickly with rapid urbanization, but there is almost no evidence or policy recommendations for their management in developing countries. This study describes the health status and occupational protection of sanitation workers; it also explores risk factors related to their health status in Wuhan City, China. Three hundred and eighty-five sanitation workers from 54 streets of Wuhan were surveyed. Their prevalence of 2-week illness and arthritis was relatively higher than in the general population in China. Findings related to occupational protection showed that both sanitation workers (users) and their managers (providers) neglected the role of low-cost protection measures, especially masks, soap/hand sanitizer and prejob training (use rate of 7.27%, 26.75% and 43.64%, respectively). High-intensity workload was an important risk factor for 2-week illness, and prejob training was an important protective factor against arthritis.

Economic transformation has had a positive influence in Poland on statistical indices that characterize occupational safety and health (OSH). Surprisingly, working conditions have not deteriorated. Methodological differences make comparing statistical data in various countries difficult. OHS standards in Poland are harmonized with European and international ones. Testing and certification, quality and OSH management systems are very important, as are education and training in OSH and international cooperation. Increasing unemployment is a significant threat to the development of OSH or even maintenance of its current state.

In the past, many so-called management concepts were not very successful because of their fragmented approach. This is also true for topics like safety and quality. Here, technical aspects often predominated while disregarding the equally important need for a change of attitude. On the other hand, awareness was created by timely limited programmes. The paper deals with integrating quality and safety in holistic (management) concepts, which are described first before being discussed in detail.

Ergonomics as a discipline was in the past, is in the present, and will be in the future, an integrating constituent in occupational safety and health (OSH). This statement is based on the self-conception of ergonomics and the level concept of human work. It is further supported by the results of about 120 interviews with German experts involved in research projects of the last 2 decades and the results of a quantitative analysis of international literature. The most important themes of past research are compiled and a prognosis of research themes of the future is given. The future role of ergonomics is exemplified by its contributions to the further development of OSH management systems.

The study aimed at reducing the occupational health and safety problems faced by the manual component insertion operators. Subjective and objective assessments, and direct observations were made in the printed circuit assembly factory. Simple and low-cost ergonomic interventions were implemented, that is, repairing chairs, reducing high workloads, assigning operators to a maximum of 2 workstations, confining machines that emitted bad smell and much noise, and providing finger work aids. The results of the interventions were reductions in operators’ work discomforts, that is, chair discomfort (by 90%), high work stress, and discomfort due to frequent change of their workstations. Their health hazards were also eliminated, that is, inhalation of toxic fumes, exposure to too much noise, and pain due to pressing sharp components.

The most common type of economic incentive used in the field of health and safety is experience rating of insurance premiums. The impact of this incentive on occupational health and safety (OHS) costs in the company was analysed by comparing insurance costs with other OHS costs associated with inadequate working conditions, such as accident costs borne by a company. Accident costs were estimated on the basis of research carried out in 10 companies. Insurance costs and their adjustments according to the health and safety level in a company were calculated according to an experience rating model developed in the Central Institute for Labour Protection.

Opis:
The present study was conducted to analyze the ratification status of International Labour Organization (ILO) conventions related to occupational safety and health (OSH) by ILO member states in terms of national indicators (length of ILO membership and national income status) and regional affiliation. 17 conventions designated as OSH-related by the 2003 International Labour Conference were examined. In general, countries with longer ILO membership ratified higher numbers of conventions related to OSH. With some variation, long-membership countries had the largest number of ratifications, followed by middle- and shortmembership countries in all regions. There were also incremental increases in the number of ratifications for OSH-related conventions according to the national income status. Common regional characteristics that could not be explained by the factors studied also existed. Future efforts to increase ratification at an international level will need to consider the factors influencing ratification practice among the member states.

Opis:
Action-oriented support programs have been increasingly playing vital roles in promoting safety and health in developing countries in Asia. This paper studied achievements of 3 action-oriented support programs: the WISE program for small enterprises, the WIND program for farmers, and the POSITIVE program for workers and trade unions. Special attention was paid to how the programs have strengthened local efforts for sustainable actions in safety and health improvements. The results showed that there were significant achievements in action-oriented support programs in the region, including a large number of improvement examples, integration into government policies, and network support through employers’ and workers’ organizations. Participatory, action-oriented training tools such as action-checklists, local good example photos, and group work methods played key roles in the effective implementation of the programs. It was of note that there were a number of local efforts to extend the coverage of action-oriented support even to hard-to-reach workers such as home-based workers, rural workers, and ethnic minorities. The efforts included the equal participation in the training by female and male farmers, shortened and weekend training programs, photo sheets showing local good examples, and reasonable fee collection for better sustainability. In conclusion, action-oriented support programs provided local people with concrete means to promote safety and health improvements. The successful programs commonly focused on local initiatives and were built on local wisdom and resources.

This study examines the roles and functions of businesses, labor-exporting countries’ representative offices in Taiwan, religious organizations, and manpower agencies in promoting occupational safety and health (OSH). It also offers advice to Taiwanese authorities on making policies and improvements regarding the oversight mechanism mandated by the Labor Safety and Health Act, giving them an idea of what to focus on when enforcing control over blue-collar foreign workers’ OSH conditions. This study also proposes that Taiwanese authorities may serve not only as an overseer/inspector of those hiring blue-collar foreign workers in Taiwan, but also expand their role to lay down policies regarding a variety of OSH teaching materials in the blue-collar foreign workers’ native languages (spoken or written), the qualifications of translators in blue-collar foreign workers’ OSH training programs, and regulations concerning the longer hours such training programs take.

Total Quality Management (TQM) is defined as the management approach of the organization aimed at long-term success through client satisfaction, and which benefits all members of the organization and society (ISO 8402; International Organization for Standardization, 1994a). The objective of the study was to evaluate management methods applied to improve working conditions in Polish enterprises implementing TQM. The investigation was conducted in the form of interviews, which covered relevant connections between the TQM concept and occupational health and safety (OHS) systematic management rules. The results revealed that the criteria adopted in investigated enterprises for OHS management systems, as well as the implemented management methods and tools, can be evaluated positively. However, many require significant improvement in order to ensure better compliance with the existing law provisions. Elements of OHS management systems also require better integration with the overall management system of the enterprise.

A lot of attention has been focused on workers’ perceptions of workplace safety but relatively little or no research has been done on the impact of job satisfaction on safety climate. This study investigated this relationship. It also examined the relationships between job satisfaction and workers’ compliance with safety management policies and accident frequency. A positive association was found between job satisfaction and safety climate. Workers who expressed more satisfaction at their posts had positive perceptions of safety climate. Correspondingly, they were more committed to safety management policies and consequently registered a lower rate of accident involvement. The results were thus consistent with the notion that workers’ positive perceptions of organizational climate influence their perceptions of safety at the workplace. The findings, which have implications in the work environment, are discussed.
