Opis:
Malopolska region is the region specific in many respects, it has crucial importance for the proper functioning of both economy and social life but also natural environment of Poland. Poland’s integration into the European Union provided a major and unique chance for relatively fast improvement of economic situation of rural dwellers and primarily for regulating processes associated with water cycle and water erosion, and the necessity to protect water resources and natural biocenoses which have been disturbed or degraded in result of too intensive development of agriculture in these areas in the past. EU agricultural policy allocates sufficient means from the Community funds to these aims but only if a number of complex activities to improve agricultural facilities and agrienvironmental measures are implemented by the farmers of the region. In many parts of the Malopolska farm production should be connected with protective and conservative measures. Agriculture in the province, so far focused only on production, should change into multifunctional one in the nearest future. The authors think that because of specific landscape, therapeutic, recreational and cultural values of mountain and upland areas of Malopolska and their importance for national economy and flood-protection of the country, three provinces (Malopolska, Podkarpacie and Silesia) should be included in a separate operational programme providing means for rational and complex reconstruction of rural utility structures.

Opis:
The article aims at identification and assessment of the extent to which rural communes in Poland participate in financing environmental protection investments. Investments in the natural environment protection are the subject of the paper. The analysis addresses particularly the issue of their financing, especially funding from budgetary means of rural communes with regard to territorial division into provinces. Secondary sources of information for the years 2004-2009 were used in the investigations. Among the sources of funding for environmental protection investments, the most important are own means covering almost half of the outlays on fixed assets for the natural environmental protection. Expenses from communes' budgets are of marginal importance for the structure of environmental protection funding. Communes' investment expenditure focuses almost exclusively on wastewater management, water protection and waste management. Rural communes financed 20.3% of the total environmental investment outlays realized by all communes. Environmental protection (together with public utilities) are on the second position among the investment objectives of rural communes. The largest scale of investment expenditure on the environmental protection in 2009 was registered in the Podkarpackie province, where rural communes financed about 20% of investment outlays in this field made by all rural communes in Poland total.Tangible effects of the realized environmental investments financed from rural communes' budgets in 2009 in Poland are diversified spatially. Considering investments in wastewater management, three provinces (Podkarpackie, Małopolskie and Mazowieckie) realized investments such as collective sewer system constituting almost half of the total length of such investments realized in 2009 in rural areas. Similar situation was observed for the length of house sewers and collective wastewater treatment plants. It was the same also in case of individual wastewater treatment plants of which half of the whole number commissioned for use in Poland was located in the areas of four provinces: Kujawsko-Pomorskie, Lubelskie, Mazowieckie and Wielkopolskie.

This paper presents the process of creation of the Wzgórza Strzelińskie (Strzelin Hills) Natural-Landscape Complex. It describes the rationale, the idea and the process of consultations and work on the resolution to establish the Complex, from the concept, through consultations to the adoption of the resolution. The paper discusses elements of natural and cultural values of the Complex that were the reason behind making Wzgórza Strzelińskie a legally protected site. Recommendations are presented concerning nature protection as well as prohibitions in force in the Complex. The paper lists potential threats to the natural environment, landscape and cultural resources of the Wzgórza Strzelińskie Natural-Landscape Complex.
