Described were IBMER (Institute for Buildings Mechanization and Electrification of Agriculture (IBMER)) activities aimed at the development and verification of research procedures used for the assessment of commercial family farm activities and for evaluation of progress in their technological and ecological modernization. Current assessment of agricultural farm activities has been conducted using an appropriate IBMER procedure [Wójcicki 2008], which comprises tables for parametric (numerical) description of commercial farm equipment and activities in 2008.Development family farm is modernized on the basis of the project of its organization and mechanization in the nearest 5-7 years (e.g. until 2015). Such project may be developed using new IBMER technological and balance sheet procedure (methods), which has been currently (2009) elaborated and verified. A comparison of the recent activities with the accepted organizational project allows to determine the level of progress in the sphere of technical and ecological modernization of the analysed farm and its infrastructure. Both research procedures contain a number of common methodical bases, the part of which was synthetically compiled in tables concerning the assessment of modernization of a sample farm with farm area 40 ha AL, specializing in potato, milk and beef cattle production.

In the article, technical and ecological analyses of thermo-modernization of a single-family house located in Kraków and the adaptation of the building to the current regulations were made. The parameters of the energy performance of the building before and after thermo-modernization were presented. For calculating the U-factor of building partitions and the heat demand for the building, the Sankom Audytor HL (OZC) software was employed. The Sankom Audytor ECO 1.0 software was utilized to calculate ecological assessment. In the case of existing buildings subject to thermo-modernization, it is practically challenging to provide a building with a level considered to be energy efficient without introducing additional system solutions in the building’s internal installations as well as using highly efficient renewable energy sources. Due to the constantly growing requirements of the Technical Conditions in the area of limiting the consumption of heat carriers and reducing the U coefficient, thermo-modernization is one of the most important stages of decreasing the building’s demand for primary energy.

The modernization of the cadastre is such a complicated and complex process that may cause many significant results. Cadastral parcel surface areas changes and changes in land use are the most important of them. These factors have also a direct influence on the real estate tax base assessment. Using materials obtained from geodetic and cartographic documentation centres, the analysis concerning the considered problem has been performed. The basic facts connected with the cadastre modernization and legal rules concerning the real estate, agricultural and forestry tax bases determination have been analysed too. It has been proved, that changes in spatial data which have arisen during the modernization of the cadastre, especially in the scope of land use, may have an essential significance for taxpayer. Performed analysis denote, that comprehensive cadastre modernization from proper Municipal and Communal Offices' point of view which are real estate tax collectors, is financially profitable enterprise.

Opis:
Współczesnym trendem rozwojowym katastru nieruchomości w Polsce jest stworzenie Zintegrowanego Systemu Informacji o Nieruchomościach (ZSIN), systemu umożliwiającego wzajemną komunikację włączonych do niego rejestrów publicznych. Podstawą ZSIN jest ewidencja gruntów i budynków, której warunkiem prawidłowego funkcjonowania jest spełnianie celów określonych w art. 21 Prawa geodezyjnego i kartograficznego oraz dostarczanie danych referencyjnych do innych systemów. Obecnie podstawowymi procedurami geodezyjno-prawnymi mającymi bezpośredni wpływ na poprawę jakości danych katastralnych w sposób kompleksowy są modernizacja ewidencji gruntów i budynków oraz scalenia i wymiany gruntów. Te dwa wymienione powyżej postępowania geodezyjno-prawne, są zdecydowanie różne, łączy ich jedynie wspólny efekt jakim jest zmodernizowana ewidencja gruntów i budynków, a więc warunek działania ZSIN. Celem pracy jest wykazanie przewagi katastralnych efektów scalenia gruntów nad efektami modernizacji oraz udowodnienie, że wprowadzenie nowych administracyjnych postępowań katastralnych pod nazwą katastralnych scaleń gruntów może stanowić alternatywę dla procesu modernizacji EGiB w kierunku utworzenia pełnowartościowego katastru nieruchomości w Polsce, zwłaszcza w odniesieniu do gmin wiejskich. Zakres badań, jako studium przypadku obejmuje wieś Sękową w gminie Sękowa w powiecie gorlickim, którą cechują duże wadliwości w zakresie struktury przestrzennej obszarów wiejskich, a jakość danych katastralnych tego obiektu jako spuścizna byłego katastru austriackiego jest na tyle zła, że poprawienie jej w procesie modernizacji tylko w niewielkim stopniu spełniłoby wymagania stawiane współczesnemu systemowi katastralnemu.
The modern trend of cadaster development in Poland is to create the Integrated Properties Information System (IPIS), a system for communicate with each included public registers. The basis of this system is the land and buildings register, which for the proper functioning needs to meet the conditions laid down in the law of geodetic and cartographic and also needs to provide reference data to other systems. Currently, the basic geodetic procedures - regulations having a direct impact on improving the quality of cadastral data in a comprehensive way is the modernization of the cadaster and land consolidation. The two above-mentioned geodetic procedures-regulations are decidedly different, they share only a common effect which is modernized cadaster, which is the operating condition of IPIS. The aim of the study is to demonstrate the superiority of cadastral effects of land consolidation on the effects of cadaster modernization, and to prove that the introduction of new cadastral administrative procedures named the "cadastral land consolidation" may be an alternative to the process of cadaster modernization towards to create a full value cadaster in Poland, especially in regard to rural communities. The scope of research, as a case study includes the Sękowa village in the municipality of Sękowa in the Gorlice district, which is characterized by a large defect in the range of the spatial structure of rural areas. Cadastral data quality of this object as a legacy of the former Austrian cadaster is so bad that improving it in the process of cadaster modernization only marginally satisfied the requirements of the modern cadastral system.

Surveying field measurements performed during the development and updating of land registry were based directly on measuring networks. Accuracy parameters of these networks are lower in comparison with modern measurement networks. The main reasons for the lower accuracy relate mainly to the lower precision of measurements, two orders of network and approximate techniques for determining the coordinates of the points of these networks. Currently, archival materials of the State Geodetic and Cartographic Resource are used during surveying of real estate (division, separation, modernization of land registry). The paper presents the results of experimental evaluation of the accuracy parameters of former networks. The purpose of the performed evaluation to was to analyze the possibilities of use archival materials of the State Geodetic and Cartographic Resource during surveying works related to real estate. The study was carried out on the basis of three test objects located in the Małopolskie voivodship. Points of the analyzed networks found on the ground were measured (approx. 34% of all points), and then their coordinates were determined. The representative research sample was constituted by sets of deviations Z - the length of the displacement vector of the point in the research sample in relation to its position considered as error free. The basic estimator of the accuracy of analyzed networks was the root mean square error RMSE. This estimator was determined on the basis of a vector Z* originating from the set, from which the outlying observations were removed. Values of calculated RMSE show, that for the analyz ed objects the required accuracy is met by no more than 16% of the points of the networks (RMSE ≤ 0.20 m). Therefore, it may be concluded, that for more than 80% of the border points the average position errors exceed the threshold size: 0.30 m relative to the 1st class geodetic network. Hence the conclusion that during surveying real estate, archival materials of the State Geodetic and Cartographic Resource should be used in a limited scope.

The legal basis for the modernization of the land and building registry is the Act of 17 May 1989 Geodetic and Cartographic Law, which determines how the procedure of update and modification of data, to the form which is in accordance with applicable regulations, is carried out. Maintaining of the proper degree of timeliness and reliability of the registry data is important because of the prospect of integration with the Databases of Topographic Objects (BDOT) and Geodetic Registry of Infrastructural Network (GESUT), in the project of construction of the Real Estate Integrated Information System (ZSIN). Furthermore, the land and building registry (EGiB) plays a significant role in the implementation of most of the processes of real estate management. The aim of the publication is to verify the compliance of the registry data regarding the area and the course of the borders of plots before and after modernization, with the real state in the field. The complex survey of plots before and after modernization was performed to assess the effects of modernization, taking into account the reliability of geodetic works and the timeliness of the registry data. The present study involved updating the course of borders and areas of the plots used solely for agricultural purposes. The object of research represented the complex of 31 plots used for agricultural purposes, located far from the village buildings. The study area is located in Małopolskie voivodship, in the district of Myślenice. In order to verify the course of borders of plots the rapid satellite measurement using the method RTK / RTN with the receiver CHC X900+ was applied. The selected measurement technique is economic and accurate, therefore often used by surveyors for this type of field tasks. The study showed the need for re-modernization of land and buildings registry in the selected area.

Ewidencja gruntów i budynków, w myśl obowiązujących w Polsce przepisów, pełni rolę katastru nieruchomości. Jako rejestr publiczny, jest poddawana modernizacji bieżącej i okresowej. Celem modernizacji jest poprawa jakości gromadzonych danych. Najbardziej zadowalające wyniki w procesie modernizacji uzyskuje się na podstawie geodezyjnych pomiarów terenowych. Pomiary fotogrametryczne są rozwiązaniem bardziej ekonomicznym ale zastosowanie ich niesie ryzyko niespełnienia kryteriów dokładności położenia punktów granicznych. Niniejsza praca stanowi studium przypadku na temat skutków procesu modernizacji ewidencji gruntów i budynków dla terenów gdzie materiałem źródłowym są mapy ewidencyjne w skali 1:2000, powstałe na bazie fotomapy, bądź mapy katastralne w skali 1:2880. Celem pracy jest ocena i weryfikacja przydatności tych materiałów w procesie modernizacji. Badania przeprowadzono dla 30 obrębów ewidencyjnych, zlokalizowanych na obszarze województwa małopolskiego. Dla analizowanych obiektów zebrano następujące informacje: ogólną liczbę działek ewidencyjnych w danym obrębie oraz liczbę działek spełniających jedno z pięciu kryteriów źródeł danych. Analizy wykazały, że najbardziej zadowalające wyniki poprawy jakości zbiorów danych ewidencyjnych, daje wykorzystanie źródeł danych pochodzących z geodezyjnych pomiarów bezpośrednich.
Land and buildings registry, according to the current rules in Poland, acts as a real estate cadastre. As a public register, is subjected to the current and periodic modernization. The aim of the modernization is to improve the quality of the collected data. The most satisfactory results in the process of modernization are obtained on the basis of geodetic field measurements. Photogrammetric measurements are a more economical solution, but their use carries a risk of failure in meeting the criteria of accuracy positions of border points. This paper represents a case study on the effects of the process of modernization of the land and building registry for areas where the source material are registry maps in the scale of 1: 2000, created on the basis of photomaps, or cadastral maps in the scale of 1: 2880. The aim of the study is to assess and verify the suitability of these materials in the process of modernization. The study was conducted for 30 registration precincts, located in the Małopolskie Voivodship. For the analyzed objects the following information was collected: the total number of parcels within the precinct and the number of parcels that meet one of the five criteria of data sources. Analyses revealed that the most satisfactory results in improving the quality of the registry data sets, gives the use of data sources from the direct of surveying.

W niniejszej pracy przedstawiono analizę wpływu prac scaleniowych na zakres modernizacji operatu ewidencji gruntów i budynków. Badania przeprowadzono w oparciu o operat ewidencji gruntów według stanu przed scaleniem oraz dokumentację scaleniową. Zakres wykonanych prac dowodzi, że scalanie gruntów jest jednocześnie procesem modernizacji operatu ewidencji gruntów w rozumieniu przepisów prawa geodezyjnego i kartograficznego.
This paper analyzes the influence of land reparcelling work on the extent of the modernization of the survey of the register of land and buildings. The study was conducted based on the survey of land records from before the reparcelling and on the reparcelling documentation. The scope of the performed work proves that land reparcelling is also the modernization process of the survey of land records within the meaning of the Geodetic and Cartographic Law.

Infrastructure is the basis of economic activities both in urban and in rural areas. It is also one of main conditions for improving quality of life. Among its most important elements are: water delivery system, as well as sewage treatment network and sewage treatment plants. These devices should create one composite techno-economical system. Non-integrated water delivery contributes to bigger waste of water, and without connection to integrated sewage treatment systems, it can be a serious threat to the environment In Poland, and in rural areas particularly, this situation is highly unsatisfactory. In 2007, share of population connected to water network in rural areas was 73.3%, while for sewage network is was only 21.3%. In many communes, this share was even less than 10%. One can mention a few reasons of this state, mainly: lack of sufficient investment for 40 years after the 2nd World War, big water deficit in rural areas (brought about by droughts and thus, big reduction or decline of water level in shallow homestead wells, being a main water source), big dispersion of rural settlements in the country, limiting economies of scale achievement, and lack of resources available for local authorities. The latter, having not enough resources for infrastructure development, made a decisions to concentrate on water system firstly, while more costly waste management was treated as a second-tier need. In consequence, bigger investment in this field has just started since the half of nineties in the 20th century. Despite this late investment, in December 2007 one could observe that the total length of sewage network was still 4 times shorter than water network. Only 15.5% of rural administrative units were canalized. A quantity of household wastewater purified was 5 times smaller than a quantity of water used. There was also a small number of household sewage treatment plants (figure 4), which can be a good response for dispersed rural settlements. Thus, cesspools (many of them leaking), remain the main way of wastewater collection, being a serious threat for environment. However, there is a hope that this situation will change during next 710 years, mainly by obliging Poland to follow the EU Directive 91/271/EEC. This law expects any European Union member state to create, till the end of 2015, wastewater networks and sewage treatment plants in any agglomeration having more than 2 thousand inhabitants. In Polish National Sewage Treatment Program, almost 1600 administrative units of these kind, were indentified. 1400 of them are totally or partially inhabited by rural community. Releasing this program is, however, determined strongly by local self-government activity and its ability to gain sufficient financial resources for this purpose.

When compared to other states of the EU, Poland is a country in which rural areas play special role. 38.1 % of the population live in the country and rural areas cover 93.4 % of the country's territory. People employed in agriculture make more than 20% of the whole workforce, so a few times more when compared to the EU. Simultaneously, farms are significantly smaller than in the old membership countries. A historical feature of the Common Agricultural Policy (CAP) of the EU has been presented in this work. The scope of the CAP reforms, as well as their influence on formation of the agricultural policy in Poland have been discussed. Both sources and the level of subsidy costs to agriculture have been presented. Aid programmes for farms have been analysed, both the already executed and those which undergo implementation. The considerations were based on analysis of the most recent documents and articles related to the above-mentioned issues.

Celem niniejszej publikacji jest wskazanie konieczności przeprowadzenia kompleksowych prac scalenia i wymiany gruntów województwa Małopolskiego, w celu przyspieszenia lub uzupełnienia modernizacji EGiB. Obszar badań cechuje się dużymi wadliwościami w zakresie struktury przestrzennej obszarów wiejskich. Działania w kierunku modernizacji EGiB mają na celu głównie uzupełnienie bazy danych ewidencyjnych, utworzenie pełnego zakresu zbiorów danych ewidencyjnych oraz modyfikację istniejących danych do wymagań określonych w przepisach prawa. W procesie modernizacji ewidencji gruntów i budynków nie uwzględniono działań w kierunku poprawy struktury przestrzennej gruntów. Procedury modernizacyjne wydają się słuszne jedynie dla obszaru objętego wpływem katastru pruskiego. Na ziemiach objętych oddziaływaniem katastru austro-węgierskiego (w tym województwa małopolskiego) i byłego zaboru rosyjskiego (gdzie praktycznie kataster nie istniał) powinno się rozważyć możliwość zastąpienia modernizacji scaleniami o charakterze katastralnym. Czy proces scalenia we wskazanym obszarze badań może stanowić alternatywę lub wsparcie dla procesu modernizacji EGiB w kierunku utworzenia pełnowartościowego KN w Polsce?
The aim of this publication is to indicate the need for a comprehensive land consolidation and exchange works in the Małopolskie voivodship, to accelerate or supplement the modernization of EGiB. The study area is characterized by large faultiness in terms of the spatial structure of rural areas. Because the most of the plots in the area have an unfavourable geometric structure. They are scattered and fragmented, and their use is associated with obsolete technology in agricultural works, what is a major impediment in the process of rational management. In the process of modernization of land and building registry the measures to improve the spatial structure of land are not included. Procedures of modernization seem to be right only for the area covered by the influence of the Prussian cadastre. In the lands affected by the Austro-Hungarian cadastre (in the voivodeship of Malopolska) and the former Russian occupation zone (where practically cadastre did not exist) it should consider the possibility of replacing the modernization with the cadastral consolidations. Can the process of consolidation in the specified area of research be an alternative or support for the modernization process of EGiB towards the creation of full value Real Estate Cadastre in Poland?

The aim of the study was to determine the extent to which heavy rainfall, that occurred in 2010, affected the infiltration into the selected sewage treatment plants in the Małopolskie voivodeship. The research was conducted in four separate sewer systems, located in poviats adjacent to the city of Kraków, discharging sewage to mechanical-biological treatment plants with a capacity below 1000 m3•d-1. The amount of sewage and extraneous water in the average wet year (2008) were used as control. As a result of heavy precipitation in 2010 the sewer system A received 18 539 m3 more extraneous water than in 2008 (increase by 343%), the sewer sys-tem B - 22 822 m3 (increase by 163%), the sewer system C - 109 715 m3 (increase by 248%) and the sewer system D - 30 796 m3 (increase by 303%). Heavy precipitation in 2010 caused the increase of infiltration and inflow by 264% on average in all studied sewer systems compared to the average wet year. As the result of precipitation, whose annual total in 2010 was higher by 65% than the normal value in 2008, there was an increase in the annual share of extraneous water from 5.3 to 19.7% depending on the facility. The volume of extraneous water, which was discharged into the studied treatment plants in 2010 (the period of heavy rainfall), constituted the following share of the annual value: in the sewer system A - 41.3%, in the sewer system B - 21.2%, in the sewer system C - 14.4%, in the sewer system D - 22.9%. Assuming the average gross amount of 3 PLN paid for treatment of 1 m3 of sewage, cost of extraneous water disposal in 2010 amounted from 78 533 PLN to 552 165 PLN, depending on the facility. The results obtained in the present study suggest that eliminating or reducing infiltration and inflow into the analyzed sewer systems would allow for large financial savings associated with reducing costs both for their transport and treatment as well as for modernization of facilities to enhance their hydraulic eapacity.
