Research objective: The aim of the article is to examine the circumstances of introduction and subsequent functioning of the minority language from the perspective of local authorities. The hypothesis that bilingualism is a part of the creation of a multicultural image of communes, as well as an element of their promotion and strategic development has been verified. The research problem and methods: The main problem of the publication is the non-symbolic daily practice of language policy in 33 communes that introduced an auxiliary minority language. In the research process, the analysis of evoked sources, critical analysis of content posted on the Internet and the case study method were applied. The process of argumentation: The argument consists of four main parts. The first part discusses the symbolic use of the minority language. The second part presents basic information on the Polish context of policy towards minority languages. The third part presents the main assumptions and results of empirical research. The last part of the paper is devoted to theoretical remarks on the limitations of the analysis of public policy in relation to social phenomena heavily loaded with symbolism. Research results: Research shows that non-symbolic language policy practices are rarely used. Local authorities do not promote the possibility of communicating in a minority language and do not use it themselves. Communes that have introduced a minority language as an auxiliary language rarely use bilingualism in the creation of a local brand or as an element of tourism promotion or in the context of cross-border cooperation in the development of business.Conclusions, innovations, and recommendations: Identity-oriented preferences differ from preferences public policy typically deals with because they do not fulfill the instrumental rationality expectation assumed by the public policy analysis.

RESEARCH OBJECTIVE: The purpose of this article is to present the main characteristics of the science public policies in France, Italy and Spain and at the same time the article aims at showing that it is need a strong state coordination over the public R&D stakeholders so to increase efficiency. THE RESEARCH PROBLEM AND METHODS: The presented research problem concerns the effects of the so called multilevel governance on the science public policies in France, Italy and Spain. The methodology applied consists in the analyses of main pieces of legislation of France, Spain and Italy and the observation of the main consequences on the fundamental G.E.R.D. statistics, combined with the analysis of the reference literature. THE PROCESS OF ARGUMENTATION: The argumentative process of this paper is so divided: it is given to every state a section of the paper; The analysis of the countries systems starts with France, being France the country with the strongest state control; then Spain and Italy. RESEARCH RESULTS: Spain presents the most interesting approach to R&D considered the percent of GDP dedicated to R&D and the obtained results; thanks to the important role played by Inter Ministerial Commission on Science and Technology. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: State control over science public policies is still very needed in order to define policies priorities. The form of this control changed in the time but it is still present; even if an initial analysis could produce in the reader the sensation that nowadays the French, Italian and Spanish science public policies are without a relevant state control; under a more prudent analysis, it is perceptible how the central government’s hand is still strong and powerful. Central governments still use their steering power (Imperium); but this power is now put into use in a less coercive way.

RESEARCH OBJECTIVE: options and threats on a local level policy formulation, especially in a phase of its formulation through declared priorities created by stakeholders. THE RESEARCH PROBLEM AND METHODS: unclear relation between stakeholders and their hierarchy in the case, and unknown options how to improve examination process between them; about method, content analysis is used in the defined case (case study). THE PROCESS OF ARGUMENTATION: starts with content analysis of all documents about public transportation in Pilsen, continues with stakeholder relation analysis and summarizing patterns of public policy creation which depict possible problems – options how to solve them followed. RESEARCH RESULTS: there is a mutual harmony of public transport documents in Pilsen, but it depends on one stakeholder without proper rule to make the final decision in policy formulation; research options could be focus on informal practises; there could be problem with a lack of information if the whole policy is depended on one stakeholder (analytically informant), who do not want to participate. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: to combine formal information in examined documents with adding informal perceptions of stakeholders (non-structured interviews are recommended); to distinguish stakeholders with direct decision making power from those, who “only” prepare strategies; to focus on agenda setting of those stakeholders that prepare strategies – they formulate problem, so they create policy informally.
