Opis:
Estimated calculations of the war losses suffered by Poland in the area of cultural goods are about 13,000 paintings, about 1,400 sculptures, about 125,000 manuscripts, 22,000 old prints, 25,000 maps and about 15 million books. Loss of library collections is estimated at around 66%. Many of them were irretrievably destroyed as a result of unplanned and planned actions of destruction and plunder of Polish cultural goods by the German and Soviet invaders. To this day, it is unknown, not only how many goods were lost, but what exactly. The article covers the topic of activities aimed at determining what has been done in this matter so far, starting from 1939 to 2019, broken down into three time periods: 1939-1945; 1945-1989; 1989-2019. Knowledge on this subject has been organized, the most important papers have been pointed out, and published publications. The measurable achievements and neglect of the Polish state in this respect were emphasized. The text focuses on the activities of two institutions: the Ministry of Culture and National Heritage and the Ministry of Foreign Affairs, subjecting them to a critical assessment, based on the literature and the report of the Supreme Audit Office. Particular attention was paid to ethical dilemmas related to the registration of cultural goods.

In the years 1919, 1929-1939, the Polish Librarians’ Association together with the Public Library of the Capital City of Warsaw published a professional and popular periodical under the titles: „Bibliotekarz” and „Bulletin of the Public Library of the Capital City of Warsaw”. In he text presents the origins of the magazine, difficult beginnings (1919), then an uninterrupted 10-year history (1929-1939). The formal features of the magazine (circulation, format, frequency, volume, price) were discussed in detail. In the full chronological perspective, covering 11 years, the transformations of writing, its profile, internal composition, composition, including the most important sections, are shown. The content of the magazine was analyzed, which made it possible to characterize the texts in terms of subject, geographical and personal range. Although oriented towards librarians, the ’librarian’ had ambitions to reach other circles as well, or at least draw librarians’ attention to the various fields of knowledge represented in the library. This is evidenced by bibliographic lists of books from various scientific disciplines. „The Librarian” (1919, 1929-1939), as convinced by the detailed analysis carried out, is still today a valuable source of information about Polish librarianship in the interwar period.

During World War II, the Polish state and Polish culture suffered enormous, in many cases difficult to estimate due to the lack, destruction or loss of documentation. This situation was caused mainly by the destructions resulting from hostilities, the accidental ones, but mostly deliberate and deliberately planned. In addition, there was a plunder of Polish cultural goods by the German and Soviet invaders, and then by the occupant. The balance of losses resulting from the destruction and theft, despite many attempts made, starting with Karol Estreicher, through immortalized in post-war reports, reports, sometimes also in publications, taken almost immediately after the end of the war and after a longer break, in the 1990s, they still remain an open tab. The aim of the text is to present the state of knowledge about the extent and scope of losses of larger Polish libraries in large and medium-sized towns, libraries of various provenance, public, scientific and pedagogical during World War II. Therefore, a survey addressed to selected Polish libraries was conducted in 2021. Specific objectives included finding out what the library had done so far to register and recover lost collections before and after 1989. Libraries were asked what had been recovered so far. The survey found whether libraries cooperate with foreign institutions, in particular with libraries, to determine where the lost works are stored. The subject of interest was also obtaining knowledge whether the library cooperates in the field of registration and recovery of war losses with institutions of the Polish state established for this purpose, in particular with the Ministry of Culture and National Heritage, the Ministry of Foreign Affairs and the Ministry of Justice. As a result, it was also possible to find out whether the library, on its own, undertook work aimed at registration and recovery of war losses. The survey results will be presented and discussed in detail. In addition, the state of work on the registration and recovery of war losses in the Silesian Library in Katowice is presented using the case study method. At the end, conclusions and research postulates were presented.
