The article aims to show changes in the level and intensity of intra-industry trade between the Central European Free Trade Association (CEFTA) and the European Union. The analysis covers the period from CEFTA’s inception to the time when most of its member countries joined the EU. The structure of trade was examined using the Gruber-Lloyd indices of intra-industry trade (IIT), which are frequently used in such analyses. The IIT indices were calculated for 5,712 products according to 6-digit CN classification divided into 31 sections. The analysis showed that in 1993-2003: - The Gruber-Lloyd intra-industry trade indices for CEFTA’s trade with EU countries increased considerably. The greatest increase was noted for Poland (85%), Romania (61%), the Czech Republic (54%) and Slovakia (43%), while the slowest growth in the IIT index was reported for Bulgaria (20%). - The analyzed period marked a clear diversification in the growth of IIT indices by CN section in reference to individual countries. Countries with the lowest IIT indices (Bulgaria, Romania and Slovakia) modified the structures of their trade with EU countries to a greater extent than countries with relatively high indices. - Another important change is that most countries displayed a tendency toward concentration of trade with the highest IIT indices in an increasingly smaller number of CN sections. Notably, there was also a “shift” in the concentration of the highest IIT indices toward sections 15-20, meaning those characterized by a relatively high level of innovation and technological advancement.

The author looks at foreign direct investment in Estonia and discusses its implications for the country’s economy. The analysis covers the 1994-2004 period and is based on a combination of analytical and descriptive methods. To obtain a more complete picture of foreign capital involvement in Estonia, which was once part of the Soviet Union, the author discusses factors that influence the country’s investment attractiveness. She concludes that Estonia’s market transformation has contributed to a major acceleration in the inflow of FDI to this country. FDI in Estonia has been characterized by a strong concentration, both in terms of the investors’ country of origin and the sectors in which they become involved, Sobańska notes. Scandinavian companies, primarily those from Sweden as well as Finland, have dominated among foreign direct investors in Estonia, while the role of investors from Central and Eastern Europe in Estonia’s overall FDI performance has been marginal. Since 1998 the financial sector has been the main focus of foreign direct investment in Estonia. Foreign investors have also contributed to the restructuring of the country’s corporate sector. The inflow of foreign capital has enabled Estonia to join the international trade system. However, despite the generally positive role of FDI in the country’s development, the strong concentration of foreign capital leads to worries about the permanence of Estonia’s economic achievements. A potential economic crisis in Scandinavia could easily lead to a situation in which FDI would bring negative market trends to Estonia’s fledgling economy.

The paper examines the effects of a multilateral reduction of customs duties on non-agricultural goods, under a “nonlinear Swiss formula,” on Poland’s foreign trade, including both exports and imports. As part of the Doha Development Round of the World Trade Organization (WTO), countries are trying to work out a mathematical formula according to which national customs tariffs would be reduced. This is the key focus of ongoing negotiations concerning Non-Agricultural Market Access (NAMA). The author analyzes the newest version of the Global Trade Analysis Project (GTAP), known as GTAP 6.0, according to four scenarios. The GTAP model is a multiregional, multi-sector model that is often used to study the effects of commercial policy. The author describes the results of the multilateral negotiations according to their state as of the end of August 2006. The scenarios analyzed by the author differ in terms of “reduction coefficient A” under the Swiss formula. However, in all variants, the coefficient for developed countries is lower than that for developing countries. The analysis shows that the reduction of customs duties will have a limited impact on Poland’s foreign trade. All scenarios point to a small increase in the volume of exports and an insignificant drop in the volume of imports, accompanied by a rise in import prices and a decline of export prices. The deterioration of the country’s terms of trade is the most visible in the most radical scenario. The European Union as a whole would be more visibly affected than Poland by the planned reduction of customs duties. Similarly, the move would lead to limited changes in the overall volume of industrial production in Poland, though, in terms of individual sectors, there will probably be a clear drop in the production of clothing, textiles and leather goods, accompanied by a small increase in output in the wood industry. Changes in the volume of trade, production and employment are the most visible in the radical scenario. In all options, the reduction of customs duties will have no perceptible influence on Poland’s gross domestic product, though GDP in purchasing power parity terms will decrease as a result of deteriorated terms of trade. There will be a marginal deterioration in the overall level of prosperity in Polish society. This will be due to the fact that the drop in terms of trade will outweigh the increase of consumer surplus.

The paper reviews available literature on globalization processes in health services. The aim is to identify the main research challenges and basic trends in this area. The analysis is made with the use of SinceDirect, EBSChost, BMJ Journals, ProQuest Medical Library and MEDLINE-PubMed data and covers the 1990-2007 period. The author concludes that theoretical discussions and empirical studies on the globalization of health services are still at an early stage of development even though health services and related sectors have a considerable share in most countries’ GDP. The paper offers a modified version of a model for describing the influence of globalization on health. The author shows that the growing influence of globalization on national health care systems is accompanied by an increased share of the private sector in these systems. At the same time, countries are increasingly adopting measures to boost the role of private funds in financing their health care systems. Analyses show international medical services are almost exclusively provided by private businesses. This means that globalization is primarily benefiting private health service providers and private investors, the author says.

The paper examines the influence of the central bank’s monetary policy on trade credit financing in Poland. The aim is to establish the nature and scope of the private sector’s response to modifications in monetary policy. An additional issue is whether there is a substitution effect between bank credit and trade credit. Both these issues are subject to formal statistical analysis. In the process, the author takes a comprehensive look at the monetary policy stance of the Polish central bank. He proposes a simple and intuitive indicator in this area based on money supply and demand data. Using a regression analysis, Młodkowski finds a strong and statistically significant relationship between monetary policy and trade credit. His findings also confirm the existence of a substitution effect between bank credit and trade credit. The author builds two regression models, one for “trade credit extended” and the other for “trade credit used.” In the case of “trade credit used,” both the scope of the relationship and its significance are stronger than in the case of “trade credit extended,” Młodkowski says. This is due to an asymmetry of statistical data subject to analysis. Poland’s Central Statistical Office only gathers data from businesses with more than 45 employees. In another conclusion involving trade credit theories, Młodkowski proves wrong a financial aid theory that suggests that enterprise size is a factor that leads to an asymmetry in the propensity to extend and use trade credit. This theory does not hold true for Poland, Młodkowski says.

The article examines the role of multinational companies originating from OECD countries in the fragmentation of production processes in Poland. The author also discusses the ways in which multinational companies influence Poland’s foreign trade. Cieślik sets out to check if multinational companies contribute to the fragmentation of international production processes and if their operations lead to a growing proportion of intra-industry trade in Poland’s overall trade with individual OECD countries. The author verifies this hypothesis empirically, using panel data for 29 OECD countries for the 1994-2006 period. Statistical data for Poland’s foreign trade disprove the hypothesis. Empirical data obtained with the use of fixed and random effects estimators show that country-specific factors – rather than the operations of multinational companies – are responsible for the development of intra-industry trade between Poland and other OECD countries, Cieślik says. It thus turns out that incentives other than a desire to reduce production costs tend to be the key factors driving multinational companies in their business in Poland. Cieślik also dispels worries frequently voiced in developed countries that a growing number of businesses may be tempted to move labor-intensive stages of production to emerging markets such as Poland.

The article focuses on economic cooperation between Poland and Ukraine. The author analyzes documents and legal regulations governing this cooperation. The paper compares statistical data on trade between the two countries and bilateral investment in industry, financial services and the energy sector. The main purpose of the paper is to show that bilateral economic relations are stable and testify to the existence of a strategic partnership between Poland and Ukraine. The analysis of bilateral agreements reveals that the existing legal framework is sufficiently developed to encourage further investment and economic cooperation between Poland and Ukraine. Moreover, many Polish investment projects in Ukraine and Ukrainian projects in Poland confirm that there is a high level of mutual interest. Another conclusion is that the limited capacity of the Polish-Ukrainian border poses a major obstacle to the development of bilateral cooperation. To remedy this problem, it is necessary to make better use of all available legal instruments and introduce joint customs and border clearance at all border crossings between the two countries, Kuspys says.

In March 2007, the European Union and Ukraine opened negotiations on an association agreement to replace the existing agreement on partnership and cooperation. The main part of the new agreement will be a deal on the establishment of a free trade zone between the EU and Ukraine. The paper aims to examine the commercial implications of such a zone for Poland, especially as Ukraine is one of the largest export markets for Polish goods and Poland is the second largest commercial partner for Ukraine in the EU27 in terms of trade volume. The authors estimate the results of reducing import duties in terms of trade creation and diversion effects. They also examine the potential implications of lifting export duties by Ukraine and of using trade protection policies by both sides. Even though the estimated commercial effects are moderate, the authors say, they conclude that a free trade zone between the EU and Ukraine would benefit Poland’s trade. The zone would enhance Polish-Ukrainian relations without harming bilateral commerce, according to Ambroziak and Kaliszuk.

The article examines some new trends among retail chains operating in Poland, in particular what is known as concentration and integration. The analysis was made with the desk research method on the basis of statistical data reported by the Central Statistical Office (GUS). The author also used data from league tables ranking the country’s largest businesses and statistics on the development of retail centers in the country. The study confirms that Poland’s retail trade sector has undergone far-reaching concentration and integration over the past several years. Changes have primarily included a growing number of mergers and acquisitions and the substitution of organizational integration with financial ties. These trends have been especially widespread among businesses with Polish capital, but they have also applied to foreign-owned companies, some of which have withdrawn from the Polish market, the author says. The current course of concentration and integration processes in Poland’s retail trade seems to indicate that the sector’s future development will see more mergers and acquisitions and further development of retail centers, Maleszyk says. These trends are in line with what is happening in highly developed countries, the author concludes.

The European Union’s carbon policy, designed to prevent climate change, is a key determinant of the bloc’s energy policy, along with the security of energy supply and market liberalization. While the EU’s energy security agenda is beyond dispute, its carbon policy priority can be questioned in two ways, according to Szablewski. First, the soundness of the policy’s fundamentals raises some serious doubts, and second, the policy can be questioned in the context of its extensive economic implications, especially for the coal-based power sector. Considering that 95 percent of Poland’s electricity is produced from coal, the latter issue is too rarely raised in the ongoing debate on the future of Poland’s power sector, the author says. His analysis focuses on available mechanisms and means of supporting the deployment of low-carbon technologies, which, Szablewski says, are grossly uncompetitive with regard to the traditional coal and gas generation technology. The paper aims to show how low-carbon technologies can be deployed in an effective and economically efficient manner-an issue that has been hotly discussed in international research reports over the past few years. The analysis starts with sketching out the main points of the key mechanisms of supporting low-carbon technologies, i.e. picking winners and level playing field. It then focuses on two economic instruments applied in this area-carbon tax and cap and trade schemes. The conclusion is that there is a conflict between economic efficiency and political considerations.

The paper assesses the effectiveness of the European Union’s Emission Trading System, which was launched in 2005 to reduce greenhouse gas (GHG) emissions across the bloc. Initially, the system covered around 11,000 energy-intensive industrial installations. The authors examine the EU’s “cap-and-trade scheme” in terms of the Pigovian taxation and Coase bargaining models, two classic instruments for the internalization of externalities. The approach differs depending on which method is used for the initial allocation of emission allowances. Currently, the predominant method in the EU is the so-called costless grandfathering, which is equivalent to the model proposed by Coase, according to the authors. In the course of the analysis, Pytka and Kuszewski assess the effectiveness of the cap-and-trade scheme by employing two alternative approaches, an econometric analysis based on a test of linear restrictions and a model using a “differences-in-differences” estimator. For the linear-restriction models, data for EU countries from 2003 and 2005 were used, whereas the differences-in-differences analysis was carried out using data for EU countries and a control group of non-EU countries for the 2003-2007 period. The analysis shows that the system is ineffective in its current form, the authors conclude.

The article focuses on the latest trends in the theory of international trade, which, according to the author, are relatively little known in Poland. Serwach sets out to show that the theoretical analysis of trade has evolved over the years toward purely microeconomic considerations. Referring to specific research reports, the paper describes the main directions of theoretical research today: a new theory of trade that takes into account the diversification of companies, a theory of trade conducted by multiproduct companies, and the so-called incomplete contract theory. Serwach shows that these new trends overlap and complement previously existing theories. The overview of the latest theories of international trade presented in the article prompts several conclusions. One of these is that many theoreticians focus on the relationship between a company’s productivity and its decision to go international with its business. The trends discussed in the article involve the problem of the significant role of fixed costs in shaping trade flows, the author says. Although the latest ideas make it possible to offer a theoretical explanation of many empirical phenomena in the trade of goods, Serwach says, these concepts have some limitations. These include the lack of in-depth modeling of demand and a tendency to ignore strategic interactions between firms.

Celem artykułu jest wyjaśnienie mechanizmów wpływu handlu międzynarodowego na poziom wzrostu gospodarczego w krótkim i długim okresie. Najpierw analiza odnosi się do teorii obfitości zasobów i wyjaśnia się teoretyczne przyczyny słabości dowodów empirycznych. Zastosowano skrzynkę Edgewortha w celu ukazania wszystkich podażowych mechanizmów dla prowadzenia handlu, co dzięki teorii handlu wewnątrzgałęziowego D.R. Davisa jest możliwe. Z tej analizy wynika, że handel wywołany różnymi zasobami czynników produkcji nigdy nie znajdzie odzwierciedlenia w zagregowanych makroekonomicznych danych empirycznych, dlatego, że jest zawarty w szerszej kategorii handlu motywowanego potrzebą zróżnicowania. Tylko wtedy, gdy handel nie występuje oraz gdy jest dalece niewystarczający teoria obfitości zasobów może się przyczynić do powstania nowych jego strumieni. Fakty te znane są już w aktualnej teorii handlu międzynarodowego, ale zaproponowane zostały pewne nowe rozwiązania techniczne oraz podano nowe niepodważalne wyjaśnienia. W świetle powyższych ograniczeń, rozwija się model zaproponowany przez P.R. Krugmana, a inspirowany dobrze znaną formułą A.K. Dixita oraz J. Stiglitza dla handlu wynikającego z potrzeby zróżnicowania. Model ten jest uogólniany poprzez rozszerzenie jego podstaw na wszystkie czynniki, oprócz czynnika praca, który jako jedyny był tu wykorzystany przez P.R. Krugmana, m.in. w celu częściowego uratowania logiki bazującej na teorii obfitości zasobów; jednak mimo wszystko potwierdziła się konieczność zastosowania raczej funkcji typu Cobba-Douglasa. Udowadnia się, że podejście P.R. Krugmana do dóbr, jako doskonale symetrycznych w odniesieniu do funkcji użyteczności jest wykonalne oraz stanowi warunek umożliwiający wyrażenie funkcji użyteczności w jednostkach pieniężnych. To pozwala autorowi artykułu na wprowadzenie własnego modelu formalnego, wyjaśniającego jak handel międzynarodowy (i oczywiście handel międzyregionalny dla dużych krajów) wpływa na poziom wzrostu gospodarczego. Aby zakreślić granice zastosowania modelu, prezentuje się również długoterminowy wpływ handlu, w oparciu o tzw. Nową Geografię Ekonomiczną ww. autora z własnym wkładem dotyczącym sektorów słabo uzależnionych od czynnika praca należących do tzw. drugiego sektora. Głównym wnioskiem z przeprowadzonej analizy jest fakt, że w danym momencie historii gospodarczej wzrost danej gospodarki jest ściśle związany z poziomem międzynarodowego i międzyregionalnego handlu i to zjawisko może być wykorzystane do walki ze spowolnieniami gospodarczymi. Jednocześnie jednak dochodzi do zróżnicowania w poziomie rozwoju gospodarczego w dłuższym okresie pomiędzy krajami i regionami, który to proces jednak zwalnia, dzięki rozwojowi i modernizacji przemysłów należących do drugiego sektora.
The aim of the article is to explain how international trade impacts the level of economic growth in both the short and long term. At first the analysis deals with several versions of the Factor Endowment Theory and the reasons for its poor empirical evidence are theoretically explained. The Integrated Equilibrium technique is used to account for all the supply-side motives to trade, which is possible thanks to D.R. Davis’ theory of intra-industry trade. This analysis shows that trade generated by endowment differentials will never find its clear representation in aggregated macroeconomic statistical figures, because it is submerged in a larger entity of trade motivated by the need for differentiation. Only when there is no trade at all or it is insufficient the endowments theory can be useful to create some new streams of trade. These facts are already present in the established theory, but some new technical solutions and irrefutable explanations are contributed by this analysis. In light of the above-mentioned limitations, an initial model of P.R. Krugman, inspired by the well-known formula of A.K. Dixit and J. Stiglitz for diversity-motivated trade, is developed. The model is generalized by extending its basics beyond the unique factor (i.e. labor) used by P.R. Krugman in order to cover all the factors and save some of the logic of the endowments theory. However, the need to use a Cobb-Douglas type function has been confirmed in the process. P.R. Krugman’s attempt to consider all goods as perfectly symmetric against the utility function has been proven as definitely feasible and a precondition to express the utility function désormais in monetary units. This, in turn, allowed the author to deliver his main contribution by setting a formal model explaining how international trade (and, for obvious reasons, also inter-regional trade in the case of large countries) impacts the level of economic growth. To outline the limitations of the proposed model, the long-term impacts of trade have been presented based on P.R. Krugman’s New Economic Geography theory, combined with the author’s own findings about non-labor dependent industries belonging to the so-called second sector. The main conclusion is that, at a given moment of economic history, the growth of an economy is strictly related to its international and inter-regional trade, and this can be used to combat downturns. At the same time, a process of differentiation sets in in the level of economic development in the longer term between countries and regions. However, this process is decreasing thanks to the development and modernization of the second sector.

The article looks at the competitiveness of Polish dairy products on the international market, examining projections through 2020. Two separate scenarios are analyzed. The first scenario assumes liberalization on the international milk market, while the second scenario assumes no change from the current trade policy. The analysis of the competitiveness of dairy products was made on an ex-post basis (for the 2004-2010 period) as well as in ex-ante terms (for 2020). The projections for 2020 were calculated using a Common Agricultural Policy Regionalized Impact (CAPRI) partial equilibrium model. To assess the competitiveness of Polish dairy products on the international market, the authors used competitiveness indexes proposed by German economist Klaus Frohberg. The competitiveness of Polish dairy products was assessed on the basis of trade results projected for the European Union. Powdered milk was the most competitive Polish dairy product on the international market in the studied period, the authors say. The projections for this product for 2020 suggest that its price and production volume will increase. On the other hand, butter proved to be the least competitive Polish dairy product. Its net trade value and competitiveness indexes are expected to deteriorate. The article finds that market liberalization reduces the competitiveness of Polish dairy products on the international market compared with the no-change scenario. Both the net trade values and the competitiveness indexes tend to be lower under the assumption of market liberalization, the authors conclude.
Celem artykułu jest ocena konkurencyjności wybranych polskich produktów mleczarskich na rynku międzynarodowym oraz jej prognoza dla roku 2020, przy założeniu dwóch wariantów: liberalizacji i braku liberalizacji na rynku mleka. Analizę konkurencyjności artykułów mleczarskich przeprowadzono w ujęciu ex-post (na podstawie danych z lat 2004-2010) oraz ex-ante (na podstawie prognozowanych wartości eksportu i importu na rok 2020). Prognozy przeprowadzono przy wykorzystaniu modelu równowagi cząstkowej CAPRI. W analizach konkurencyjności polskich produktów mleczarskich w handlu zagranicznym zastosowano mierniki zaproponowane przez Frohberga. Konkurencyjność produktów mleczarskich analizowano na tle prognozowanych wyników handlowych w UE. Relatywnie najwyższą konkurencyjność na rynku międzynarodowym spośród wszystkich analizowanych produktów mleczarskich wykazuje mleko w proszku. Z kolei najmniej konkurencyjnym produktem jest masło, w odniesieniu do którego w 2020 r. przewiduje się ujemne saldo handlu zagranicznego oraz pogorszenie się wskaźników konkurencyjności. Wyniki badań wskazują, że liberalizacja doprowadzi do pogorszenia konkurencyjności polskich artykułów mleczarskich na rynku międzynarodowym w porównaniu z sytuacją kiedy utrzymane byłoby status quo. Wskazują na to zarówno wartości salda handlu zagranicznego jak i wartości wskaźników konkurencyjności. W tym kontekście można powiedzieć, że wdrożenie propozycji Falkonera zakładającego liberalizację wpłynęłoby niekorzystnie na konkurencyjność polskich produktów mleczarskich na rynku międzynarodowym.

Celem artykułu jest próba odpowiedzi na pytanie jak będzie kształtował się w przyszłości polski eksport towarów do Niemiec, a także jakie czynniki decydują o tym, że firmy wybierają Niemcy jako rynek zbytu swoich towarów. Rozważania oparto na studiach literaturowych, jak również na rezultatach badań empirycznych wykorzystujących jako narzędzie badawcze ankietę. Pierwszym etapem w konstrukcji prognozy była empiryczna analiza czynników wpływających na eksport polskich towarów do Niemiec – analiza mikroekonomiczna. W tym celu autor posłużył się badaniem ankietowym wśród polskich eksporterów. Zdaniem autora z punktu widzenia celów badania – ankieta wśród firm eksportujących towary do Niemiec jest wystarczająca. Główne wnioski z przeprowadzonej analizy są następujące: (i) Poza czynnikami makroekonomicznymi (dynamika PKB Niemiec oraz realny kurs walutowy) na eksport polskich towarów do RFN również wpływ mają czynniki mikroekonomiczne, takie jak: ceny produktów, jakość, wzornictwo. (ii) Pomimo kryzysu perspektywy rozwoju polskiego eksportu towarów do Niemiec wydają się dość optymistyczne, a zaprezentowana prognoza pokazuje wzrost eksportu na ten rynek. Zwraca uwagę fakt, że ankietowane polskie przedsiębiorstwa planują systematycznie zwiększać swój eksport na rynek niemiecki. (iii) Ankieta zawierała również pytanie o wykorzystanie narzędzi wspierających polskich eksporterów. Zdecydowana większość firm (95%) odpowiedziała, że nie korzysta z dostępnych form wspierania eksportu, ponieważ albo są zbyt drogie, albo firma nie zna ich. Wydaje się, że istotne byłoby zrewidowanie polityki proeksportowej, tak aby ona była bardziej użyteczna i przyjazna dla polskich firm eksportujących swoje towary na rynek niemiecki.
The article investigates the conditions and prospects for the development of Polish merchandise trade to Germany as well as factors determining Polish companies’ decisions to choose Germany as the main market for their goods. The paper is based on a literature review and empirical research based on questionnaires. The first step is an empirical microeconomic analysis of factors influencing Polish goods exports to Germany. A survey on the export activity of Polish companies provided a wealth of analytical material and enabled the author to draw a number of conclusions. The main conclusion that can be drawn from the analysis, the author says, is that, apart from key macroeconomic factors, such as GDP growth in Germany and the real exchange rate, Polish merchandise trade is significantly influenced by microeconomic factors, such as product prices, product quality and design. Another conclusion is that, despite the crisis, there are good prospects for the development of Polish merchandise exports to Germany; these exports are likely to increase, Ziółkowski says. The survey questionnaire also included a question about the use of export support tools. A vast majority of companies (95%) replied that they do not use any export support tools because these are either too expensive or unavailable. The author concludes by urging the government to review its export-oriented policy so that it can better meet the expectations of Polish exporters.
