Opis:: The article is an opinion in the ongoing discussion on the directions of the legislative changes in the field of rural structures in Poland, expressed mainly in connection with the forthcoming EU programming period 2014-2020. In the very centre of discussion is a new approach to planning and implementing investment activities related to land consolidation (defined as "land consolidation development") in Poland. If investments in post-consolidation development are realized in coordination with water engineering, land improvement and flood control, then even under Rural Development Programme (RDP) for 2007-2013 more funds can be raised for improving rural structures. A prerequisite for this is to create integrated guidelines for land consolidation projects.

Opis:: The article describes the one sided global discussion on urbanization without developing sufficient future oriented comprehensive visions and strategies for rural areas. Mostly the concepts are about agriculture, nearly nothing about establishing central places and small and medium-sized enterprises (SME) in rural areas. Europe and Germany still believe in the principle of cohesion and the goals of Territorial Agenda 2020 in indigenously developed rural areas despite some controversial discussions about the need and outcome of specific and even enhanced strategies and measures in shrinking periphery regions. It is not primarily a question of economy to support rural areas but it is first a question of human rights, dignity and territorial justice. The constitutional demand of equivalent living conditions in Germany is a visible expression and result of territorial justice. Fortunately, this issue of justice is now a hot matter of political discussion in Bavarian Parliament. In the second part of the article the indispensable roles and contributions of civil society and NGOs as independent partner and coproducer of the state like the Bavarian Academy are described.

Opis:: This article presents the analysis of the water supply system expandability in the commune of Mściwojów. Such necessity of the expansion resulted from the locations of the new investments covered by the pilot program VITAL LANDSCAPES. Hydraulic calculations, covering two possible solutions, have proven that the existing water supply network is sufficient now and will be sufficient in the near future (after expansion), in supplying all the consumers with water.
