Opis:
Many rural communes are currently affected by the problem of unfavorable spatial and structural changes which manifests in chaotic building development and increase of unprofitable phenomena in agricultural productive space. The aim of the paper is to analyze spatial development of the chosen commune in conditions of south-eastern Poland and the way of its management in case of possession or lack of a local plan and a program of rural management works. The Subcarpathian Nozdrzec commune was used as a sample of the research. Performed analyses show that the surveyed commune has got numerous problems in the range of building structure, agricultural productive space development and landscape changes. The significant result of the analyses establishes that part of local plans did not guarantee proper building development and did not include decisions concerning agricultural productive space development at all. The commune also did not execute programs of rural management works which enable solving numerous problems of structural and spatial character. These problems also make possible to carry out many goals, including the equalization of developmental chances of rural areas in regard to urban ones.

Opis:
This paper presents the results of broad analyses of current situations in the field of rural development in Bavaria and the Federal Republic of Germany. It focuses on programs and European Union legal and financial frameworks in the years 2014-2020. The author proposes many ideas or approaches that can be applicable to all rural development actors, such as politicians, local governments administrators, scientists and local communities. In addition, the author presents own experiences as a former Head of Department and Director General of the Bavarian Administration of Rural Development in the Bavarian State Ministry of Food, Agriculture and Forestry. Also, the author’s experience as a university professor is invaluable. Its conclusions evoke further research and implementation for projects in the field of rural development, for both research and teaching institutions and administration at all levels – from European Union to the municipal level.

The article is an opinion in the ongoing discussion on the directions of the legislative changes in the field of rural structures in Poland, expressed mainly in connection with the forthcoming EU programming period 2014-2020. In the very centre of discussion is a new approach to planning and implementing investment activities related to land consolidation (defined as "land consolidation development") in Poland. If investments in post-consolidation development are realized in coordination with water engineering, land improvement and flood control, then even under Rural Development Programme (RDP) for 2007-2013 more funds can be raised for improving rural structures. A prerequisite for this is to create integrated guidelines for land consolidation projects.

This article reviews China’s land system reform along the timeline of economic development and in three stages: land system reform in line with the reform of State-owned enterprises; the housing system reform; and the current urbanisation process. It focuses on the process and characteristics of urbanisation in China and the characteristics of the land system reform constrained by urbanisation. Combining the current and future characteristics of China’s economic development, this article offers some advice on the balance between urbanisation and rural land management issues.

The aim of the paper is to examine the scale of the depletion of forest lands in the areas bordering on the capitals of Polish voivodeships. The analysis of the communes around studied urban centres allows for the assessment of the local governments’ spatial development policy with reference to forest lands. The paper shows how local authorities prevent these lands from disappearing and how closely this task is related to the usage of the spatial information instruments such as land use plans (spatial development plans). In the paper the index of the loss of forest land has been used. It estimates the percentage of the forest land that constitutes forest land intended for deforestation in land use plans with reference to the total area of forest land registered in a commune in 2013. Out of the 148 communes that border on capitals of voivodeships only 34 were qualified for the research, namely those with index of forest land depletion higher than its average value for Poland. One of the conclusions of the research is that areas particularly threatened by the loss of forest lands are those that border on Warsaw, Łódź and Lublin.

Rural management works are carried out for the purpose of creating more favourable conditions for management and use of agriculture areas. The activities are fundamental to comprehensive development of a village, farm and the protection and maintenance of natural environment. The principal goal of these works is the improvement and development of the structure of rural areas. The paper indicates priority areas for planning of rural management works and especially for land consolidation works. The research was based on The programme of rural management works in the Kozłów commune [Program prac urządzeniowo-rolnych... 2011] and on geodesic and planning materials. Combination of various kinds of data obtained at District and Voivodeship offices of geodesy and cartography and their appropriate analysis have proved effective in identification of areas in the Kozłów commune most urgently requiring the improvement of the use and ownership structure of lands and in defining the areas where the current land use structure should be transformed. The condition of reasonable planning of rural management works, leading to an indication of priority areas for this kind of activities are - on the level of voivodeships - the consistent and synchronized spatial databases founded on the land and property register. The analysis of geographic, natural, environmental, socio-economic, demographic conditions and of cartographic documents with the use of GIS tools led to the identification of three precincts: Przybysławice, Bryzdzyn and Wierzbica, urgently requiring rural management works.

Opis:
Geodetic management of rural areas in Poland is currently experiencing a kind of decline, caused by the relatively limited range of land consolidation projects. At the same time, structural problems of farms and, much more broadly – of rural areas – are among the biggest development problems in Poland. Therefore, it is suggested that wide-ranging proceedings for the so-called comprehensive management of rural areas should be introduced to the practice of geodesy and to issues of agricultural areas, which would include broad measures enabling sustainable spatial and structural development of rural municipalities, and provide solutions to particular problems occurring locally. This concerns in particular the broad (comprehensive) activities involving the preparation and implementation of spatial and infrastructural transformations needed locally in order to preserve and improve the economic (including also agricultural), residential, natural, and cultural functions of these areas, which would be intended to support the sustainable improvement of working and living conditions in the countryside.
Geodezyjne urządzanie obszarów wiejskich przeżywa obecnie swoisty regres, wywołany utrzymującym się stosunkowo niewielkim frontem prac scaleniowych. Równolegle problemy strukturalne gospodarstw oraz znacznie szerzej – obszarów wiejskich, należą do największych problemów rozwojowych Polski. Dlatego sugerowane jest wprowadzenie do praktyki biur geodezji i terenów rolnych szerokich postępowań dla tzw. kompleksowego urządzania obszarów wiejskich, które obejmowałoby szerokie działania, umożliwiające zrównoważony rozwój przestrzenny i strukturalny gmin wiejskich oraz rozwiązanie występujących lokalnie problemów. Chodzi szczególnie o szerokie (kompleksowe) działania obejmujące przygotowanie i przeprowadzenie przekształceń przestrzennych i infrastrukturalnych potrzebnych lokalnie do zachowania i poprawy funkcji gospodarczej (w tym rolnictwa), mieszkaniowej, przyrodniczej i kulturowej tych obszarów, co ma za zadanie wspieranie trwałej poprawy warunków pracy i życia na wsi.

This paper examines the postwar evolution of land consolidation policy in Japan in light of change in its agenda, scope, approach, policy tools and contexts with the aim to identify its possibilities and limitations for rural development. With a focus on Land Improvement Act (LIA) and other relevant policy tools and schemes, it analyzes the distinctive traits of policy change for the five sequential periods of the postwar era that reflects on socio-economic and political trends. Highlighting the change from government-led and infrastructure-based approach to community-based and managerial-oriented one to land consolidation as an integrated part of broader agricultural and rural development policy, the study suggests future evolution of land consolidation policy that is likely to involve further diverse interests in sustainable development held by a broad range of stakeholders including rural, urban and international communities.
