Opis:: The aim of this study was to determine the effectiveness of studies at state higher professional schools in 2004–2006 by using the DEA method and to determine the effectiveness ranking of state higher professional schools. The results show the possibilities of alternative distribution of public funds and show opportunities of reduction of all analyzed inputs. The following public higher professional schools were classified at the top of the ranking: in 2004 PWSZ w Jarosławiu (1000.0%), PWSZ w Legnicy (1000.0%), PWSZ w Nowym Targu (308.8%), in 2005 PWSZ w Legnicy (1000.0%), PWSZ w Sanoku (1000.0%), PWSZ w Jarosławiu (418.0%), in 2006 PWSZ w Jarosławiu (1000.0%), PWSZ w Legnicy (1000.0%), PWSZ w Raciborzu (202.6%).

Opis:: In the following study the authors are considering problems of innovation and contemporary organisation. The unquestionable problem is inseparability of these to concepts, but their understanding, especially in case of innovation, which can be different and determined by many factors. Innovation can mean something different for everyone; not only for the sphere of demand, supply or distribution, but also in the context of particular organisation. Authors simultaneously present both sources and meaning of innovation process in the context of particular organisation, and also focus attention on the Science Parks. Which should be considered as a centre of innovation for single organisation, clusters, co operations, clients, suppliers, and for the whole region etc. Therefore the authors are making in this study considerations concerning this issue set in a title, because until now organisation based its localisation in the Science Park because of infrastructure and tax preferences.

Opis:: The aim of this study was to determine the efficiency of teaching activities in public universities in 2005 using the DEA method and to determine the ranking of universities. The sample included 52 public universities. Technical efficiency coefficients CRS and VRS were 0.797 and 0.859 in 2005. The following public universities were classified at the top of the ranking: Adam Mickiewicz University of Poznań, Warsaw University, Wrocław University, Akademia Świętokrzyska w Kielcach, Kielce University of Technology, Szczecin University. The last places were Agriculture University Lublin, AGH University of Science and Technology Kraków, Jagiellonian University in Kraków, Technical University of Łódź, Technical University of Szczecin.

Opis:: The article covers the presentation of a conception which assumes that in the light of the binding legal regulations higher education institutions are to be treated as enterprises. For that purpose, presented are views concerning application of public establishment, public corporation construction for defining the role of higher education institutions. Moreover, due to the thesis posed that such institutions regardless of being state or non-state ones offer services, discussed were the organisational and legal forms which according to the act on public procurement law allow a higher education institution to run business activity. Further the article presents an argument to show the correctness of the thesis posed that higher education institutions’ activity allows to treat them as enterprises by their having the features of business activity within a range allowed by the law.

Opis:: Currently the greatest problem of our government is the high unemployment rate among the young people. Public and private companies search the savings in employment reduction. It is understandable considering high costs of employment. We have second generation of migration. So it is important to create the conditions for young people, to enhance them to economic activity. The paper shows the examples of initiatives enable to develop entrepreneurship among young people and were analysis motivator factors for enterprise. Poland represents the high unemployment rate in European Union. To improve this situation the development of entrepreneurship is necessary.

Opis:: The article discusses the results of research in technological cooperation between Polish institutions of R&D sector and industry in years 2002–2007. They have allowed to define the scale, character, areas, forms and effects of technological cooperation. The results of research confirm the thesis that such technological partnership was and still is in ovules in Poland yet. Few universities and somewhat numerous research and development units enter in cooperative relationships with firms, lead common research, sell licenses, patents and know-how. They estimate transfer of technology to enterprises as satisfactory and point on numerous profits of this cooperation. Change of innovation policy and reform of R&D sector can, in long period of time, positively effect on growth of permanent linkages between science and economy as well as Polish innovation.
