- Security Sector Reform (SSR) is a contemporary concept for transformation of defense, security and rule of law systems. In the last years it gained popularity and interest of international security organizations and single states. The SSR is characterized by a large degree of complexity. Because of the recent evolution of the security sector in the Islamic Republic of Afghanistan after 2001, with participation of leading international organizations engaged in one of the most complicated and multidimensional efforts of the kind, it is worth to look into its nature. The aim of this essay is to present the reforms’ context, reasons for respective actors’ participation and then illustrating the engagement of the North Atlantic Treaty Organization and the European Union for the benefit of Afghanistan and its society.
