The economic development of Poland and its regions results from a complex interaction of many factors, which include regional innovation policy. The task of regional innovation policy is to identify and develop smart specialisations, which may offer an opportunity of building up sustained competitive advantage of Poland’s provinces. The identification of regional specialisations for the needs of regional policy carried out by Poland’s provinces is a complex process. It must be placed within the context of all other processes of territorial development. To formulate specialisations, it is necessary to perform a thorough analysis of regional economic structures, taking into account both resources of a given region and possibilities of generating revenue. One of the methods used to identify potential regional specialisations is the Krugman dissimilarity index. In the paper, it is employed to analyse dissimilarities between economic structures of Poland’s regions.

The aim of this paper is to examine regional differences in innovation activities of Polish enterprises in 2004-2010 on the basis of statistical data published by the CSO. The survey covered such issues as: expenditures on innovation activities (level and structure), the share of innovation-active enterprises, the types of innovations, as well as the objectives and effects of innovation policy. The analysis shows that: the level of innovativeness of the Polish economy is still underdeveloped, the innovation structure is wrong (companies allocate most of their funds in the purchase of fixed assets, and only about 10% on R&D), Polish companies are selling too few (and ever fewer) innovative products. The disparities between the expenditure on innovative activities in different voivodeships are significant. Three groups of voivodeships can be distinguished – highly innovative (Lower Silesian, Masovian, Pomeranian, Silesian), moderately innovative, and poorly innovative (Podlaskie, Świętokrzyskie, Warmian-Masurian, Lubush, Opolskie and West Pomeranian). In addition, the disparities between the most and least innovative voivodeships are increasing.

Economic growth is a process of long-term transformation shaped by complex interactions between technology, economy, institutions and social factors. A considerable number of studies have shown that among these factors technological advancement and particularly new knowledge generation capabilities may be one of the most important determinants of economic growth and development. Significant disparities in development levels can be observed between Polish regions. The aim of this paper is to look for the sources of these disparities in regional capacity for new knowledge creation. The research method adopted in this paper is based on statistical analysis of the relationship between variables describing new knowledge generation capabilities and GDP per capita in two periods: 2003–2004 and 2012–2013 in 16 Polish regions. Correlation and regression analysis results show that there is a strong positive relationship between regional differences in new knowledge generation capabilities and variations in GDP per capita. The relationship is very strong when one considers three aspects of these capabilities: R&D employment and R&D expenditures denoting inputs to the new knowledge generation process and patenting activity representing its output. These results may serve as an indication for innovation policy at regional level.

Research background: Cooperation is an indispensable element of innovation activities of enterprises. Undertakings in innovation, by nature, require not only significant expenditures or creative human capital, but also cooperation with other enterprises, scientific institutions, and the business environment. Cooperating companies have a greater chance to compete in the international arena while building the innovative potential of the regional environment. Stimulating the permanent cooperation of enterprises operating in the region, in its various forms, is a key challenge for central government authorities, local government authorities, and other actors in social and economic life. The existing literature on the cooperation of enterprises focuses on the motives of cooperation and their effects, but to a lesser extent on the spatial similarity of these processes, i.e. in individual regions of the country. Purpose of the article: The purpose of the article is to diagnose and evaluate regional differences in the level of cooperation between companies conducting innovation activities in Poland. The study used data on innovation activities published by Statistics Poland and data on enterprises participating in cluster cooperation published by the Polish Agency for Enterprise Development. Methods: The cluster analysis was used, allowing to identify voivodeships that are similar to each other in terms of the analyzed phenomenon. The spatial classification of voivodeships was performed using the Ward method, which is classified as hierarchical and is often used to group objects. The result is a hierarchical tree that groups the regions in increasingly larger clusters. Findings & value added: The results indicate a low level of cooperation and the existence of significant differences in the cooperation of enterprises as part of innovation activities in Polish regions. The low level of cooperation between companies in individual regions corresponds to the number of marketed innovations. There are similarities between some regions in terms of cooperation on innovation activities. The results of the analysis may provide an indication for national and European Union economic policy entities in the field of creating instruments to support the cooperation of companies on innovation activities.
