Opis:: Celem niniejszego artykułu było zbadanie możliwości i efektów wsparcia zadań gmin w zakresie ochrony środowiska w ramach PROW 2007-2013, ze szczególnym uwzględnieniem zakresu, formy i efektów przedmiotowego wsparcia w województwie podlaskim.
The Rural Development Programme for 2007-2013 is an important instrument of support of the communes of Podlasie Voivodeship in environmental protection. In order to determine the scale and effectiveness of the provided support, three selected areas of intervention of operation number 321 - Basic services for the economy and rural population were analyzed, namely: investments related to water and wastewater management, creating a system of collection, segregation and disposal of municipal waste and the production or distribution of energy from renewable sources. The results of research and analysis indicates that the implementation of measure 321 contributed to the improvement in environmental protection in rural areas, contributing positively to the improvement of standard of living by their residents, by improving the quality of water, air and soil. However, far too little support has been granted to investments in renewable energy, which will have a negative impact on reducing emissions of carbon dioxide into the atmosphere.

Opis:: Celem artykułu było przedstawienie kierunków i wielkości wsparcia gmin województwa podlaskiego w obszarze inwestycji w odnawialne źródła energii wynikających z implementacji Wspólnej Polityki Rolnej w perspektywie finansowej na lata 2007-2013 oraz 2014-2020. W opracowaniu wykorzystano dane wtórne pochodzące z Ministerstwa Rolnictwa i Rozwoju Wsi, Urzędu Marszałkowskiego Województwa Podlaskiego oraz literatury przedmiotu. Opracowanie podzielono na dwie części. W pierwszej części szczegółowej analizie poddano sposób rozdysponowania środków na odnawialne źródła energii w ramach działania 321 Podstawowe usługi dla gospodarki i ludności wiejskiej PROW 2007-2013 w województwie podlaskim. W drugiej części artykułu przedstawiono możliwości dofinansowania projektów z tego zakresu w ramach PROW 2014-2020.
Directions and the level of support of communes in the area of investments in renewable energy sources in Podlaskie Voivodeship derive mainly from the implementation of the Common Agricultural Policy in the financial perspectives for 2007-2013 and 2014-2020. Past experience with RDP 2007-2013 in terms of the implementation of investment projects on the generation and distribution of energy from renewable sources shows that the communes of Podlasie voivodeship have great potential in the field of renewable energy, however tend to low rank this type of investments in the hierarchy of the needs of the rural population. RDP 2014-2020, in contrast to the analogous program for 2007-2013, focuses on support for investments in the production and distribution of energy from renewable sources to a lesser extent. Co-financing of investment projects concerning renewable energy sources will be provided mainly in the context of cohesion policy in the areas that have the capacities to implement them, and the projects under RDP 2014-2020 will only have a complementary character.

Opis:: Celem artykułu było przedstawienie dotychczasowych wyników badań dotyczących dostarczania środowiskowych dóbr publicznych przez rolnictwo.
In recent years environmental public goods generated by agriculture have begun to grow in importance and are the subject of a growing number of studies. As a result, that the Common Agricultural Policy (CAP), which has a big impact on agriculture of the European Union (EU), through continuous “greening up” can contribute to the provision of environmental public goods, which is one of its objectives. OECD was the first organization which was interested in this topic and tried to determine indicators for the measurement of environmental public goods. One of the main projects that proposed indicators for most of these goods was the IRENA Project in 2005. In addition, work on this issue were taken in the draft PAIS or CAPRI and by research team like LEI Wageningen and the European Commission. Although it is noted that environmental public goods are an important aspect in the CAP that does not exist yet versatile and validated indicators, to allow for good placement of funds under the Rural Development Programme (RDP).
