Aim: The objective of the paper is to construct an index of fiscal performance of Indian states using four non-parametric approaches ( Data Envelopment Analysis(DEA), Free Disposal Hull(FDH), Order-m and Order-alpha).The reason behind using non-parametric methods for the purpose of construction of index is that the traditional ratio approach is incapable of handling multiple input and output indicators.Research methods: The present study uses a two stage approach. In the first stage, four non-parametric methods have been used to evaluate the performance of Indian states for five consecutive years. The input and output indicators have been selected on the basis of a simple theoretical model. Further, in order to tackle the problem of estimation bias (due to sampling variations) bootstrapped DEA and bootstrapped Order-m methods have been applied. In the second stage ,impact of indebtedness on the performance of the states has been assessed using a censored regression framework.Findings: The major outcome of the study is the construction of a fiscal performance index based on multiple indicators. Moreover, the second stage results indicate that state performance is significantly influenced by their degree of indebtedness.Originality/Value of the article: The present study is perhaps the first attempt to assess the performance of sub-national units in terms of both convex and non-convex mathematical programming methods.Implications of the research : The approach (with suitable  modifications) can be effectively used to benchmark state performance which can serve as a basis for resource transfer from the central government to the states.
Cel: Artykuł ma na celu skonstruowanie indeksu kondycji fiskalnej indyjskich stanów w oparciu o metodę DEA. Uzasadnieniem wykorzystania metod nieparametrycznych w celu opracowania indeksu jest niezdolność tradycyjnego podejścia współczynnikowego do uwzględnienia wskaźników wielokrotnych nakładów i wyników. Metodyka badań: Badanie oparto na dwuetapowym podejściu. W pierwszym etapie wykorzystano metodę DEA do oceny kondycji indyjskich stanów w pięciu kolejnych latach. Wskaźniki nakładów i wyników użyte w DEA ostały wybrane na podstawie prostego modelu teoretycznego. Następnie, aby rozwiązać problem błędu szacunkowego (ze względu na wariacje doboru próby), zastosowano samoczynną DEA. W drugim etapie oceniono wpływ zadłużenia na kondycję stanów, wykorzystując cenzurowane modele regresji. Wnioski: The major outcome of the study is the construction of a fiscal performance index based on multiple indicators. Moreover, the second stage results indicate that state performance is significantly influenced by their degree of indebtedness. Wartość artykułu: Głównym wynikiem badań jest opracowanie indeksu kondycji fiskalnej opartym na wielokrotnych wskaźnikach. Co więcej, wyniki z drugiego etapu badań wskazują, że kondycja stanów znajduje się pod istotnym oddziaływaniem stopnia ich zadłużenia. Ograniczenia: Niniejsze badanie to prawdopodobnie pierwsza próba oceny kondycji jednostek subnarodowych pod względem zarówno wypukłych, jak i niewypukłych metod programowania matematycznego. Implikacje: Zaprezentowane podejście (z odpowiednimi modyfikacjami) może być z powodzeniem stosowane do benchmarkingu kondycji stanów, co może służyć jako podstawa transferu zasobów od rządu centralnego do stanów.

Opis:
Aim: If companies manage their inventory inefficiently, inventory costs can increase significantly due to shortages, overstocking, and risks. Inventory management is critical for company’s success which, in turn, impacts on countries’ development. This paper aims to investigate the efficiency of inventory control systems of companies from Brazil and Chile through Optimal Control Theory and Data Envelopment Analysis. Design/Research methods: Data was collected from Chilean and Brazilian companies covering different industries in which both countries are mostly dependent A new approach using OCT and DEA is applied for dealing with inventory, production, and demand in Dynamic DEA model to benchmark companies’ production-inventory systems. Conclusions/findings: The results show efficient companies among evaluated industries. Such companies are related mainly to Brazilian commerce and Chilean exports. Based on findings, it was possible to identify patterns and relationship among companies and its inventory management. Originality/value of the article: This paper fills a gap in studies including demand, production, and inventory in Dynamic DEA by using OCT to forewarn unrealistic results and observing companies’ behavior. Besides that, this approach is particularly useful for developing countries in this context, determining benchmarks for the most inefficient firms in each sector. Implications of the research: The results show (1) which companies should focus more on improving inventory management, (2) which companies should be used as benchmarks, and (3) it highlights the reasons of different performance of companies in each country. Limitations of the research: For future research, it is suggested including variables and analysis of social and environmental impacts.

Aim: In spite of investments in new technologies to improve upon rice production in Ghana, productivity levels are still low. It is therefore important to assess the efficiency of farmers and identify sources of inefficiency to develop policies to reduce inefficiencies. This paper aims to investigate the extent and drivers of technical efficiency of rice farmers in Ghana. Design/Research methods: Bias-corrected data envelopment and restricted single-stage stochastic frontier models are employed to examine the technical efficiency of farmers and its determinants.  The data for empirical application come from a farm production survey comprising a total sample of 197 rice farmers from Ghana. Conclusions and findings: The analyses revealed on average, farmers are about 65% technically efficient. This result indicates that there is a potential to improve upon technical efficiency of farmers by about 35% within the existing state of resources and technology. Furthermore, the drivers of technical efficiency were identified as food insecurity status and membership of farmer based organisation. Specifically, the results show an inverse relationship between food insecurity status and technical efficiency; where higher levels of food insecurity are associated with lower levels of technical efficiency. Also, membership of farmer based organisation increases technical efficiency of farmers. Contrary to previous studies, non-farm income and credit access were not identified as significant drivers of technical efficiency among the sampled farmers. On the basis of the findings, policies should aim at reducing food insecurity among farmers and encouraging membership of farmer based organisations. Originality/value of the article: This paper provides evidence-based information on the extent of technical efficiency of rice farmers in Ghana and suggests measures for technical efficiency improvements.
