While the Hungarian Socialist Workers’ Party was on the rhetorical level committed to the Soviet agitation and propaganda model, in practice it increasingly deviated from it during the 1980s. As the press reflected upon the events of the day, propaganda could manifestly be at odds with reality, creating a reality gap, that is, one between what people were told to see and what they actually saw. This paper offers a case study on the communication of the Chernobyl nuclear disaster in Hungary and looks into how it was reflected in party communiques, the party newspaper, and opinion polls. It asks the question of whether ‘accuracy’ or ‘partisanship’ prevailed in the official communication of the disaster.

There is a controversy: while information literacy (IL) has been recognized to have a central role in operating efficiently in the information society, previous studies have noted that in the European political agenda, the actual wording of IL is rarely used. This study pays a close visit to 15 Estonian information policy–related national strategic documents from 1998 to 2014 to understand the emerging role of IL in these documents. Qualitative text analysis and critical discourse analysis are employed to analyse both explicit representations and implicit conceptualizations of IL, linked to social determinants, ideologies, and effects from the dominating discourse. Considering the different “faces” of IL (Bruce, 1997), one can see that while the dominant approach to IL is technologically oriented, few other concepts of IL can be detected. Discursively, the information society is defined through economic and technological fields, on the wave of technological determinism and neoliberalism, with some social equality.

Opis:
Printed press all over Europe have to face many similar problems; there are general indica- tions that print has to deal with structural stagnations. Circulation is declining; advertisers seem to be less interested in printed products. Print has also to deal with raising costs and with more competition. Due to those developments publishing companies preferred more a policy of saving costs particularly through economies of scale. That stimulated press concentration, declining ties with readers and ad- vertisers, and decreasing interest in innovation. For the benefit of media diversity governments are separately and collectively in the European Community in search for a new communications policy to deal with those problems in a more structured way. Next to a distant, passive role of the govern- ment, gradually in several European countries it is recognised that for a real freedom of speech it would be necessary that the government also fulfi ls a care duty, to commit to a policy aimed at uphold- ing and enhancing the diversity of the media.

Opis:
This paper examines the European Union’s policy regarding internet regulation. EU policy is examined regarding its role in the debate about internet governance at internal and global levels primarily. Based on the document currently accepted by European institutions, the paper first analyses the position of the European Union on key problems connected with the global debate on internet governance, such as the globalization of IANA and ICANN and increasing the role of other participants in the governance process. The paper attempts to reconstruct the current position of the European Union on internet governance and the vision and rules that the EU intends to promote on different platforms of the global discussion on the future of the internet.
