    Opis:
    Upper Silesian Agglomeration is an example of polycentric urban setting characterized by high demographic and economic potential as well as on-going structural changes, both functional and spatial. Step by step new structures of agglomeration-level management emerge. Selected development and regulatory processes can be considered to constitute a metropolisation process. The paper reflects upon the patterns of territorial management, related to this territory, aimed at increasing its metropolitan position. Problems and challenges of metropolitan management in the Upper Silesian Agglomeration are presented, accompanied by selection of framework rules and assumptions concerning metropolitan policy. The leading role of regional government is pinpointed, whereas an approach based upon establishing separate administration structures of the metropolitan area has been criticized.

    Wymiar terytorialny polityk rozwoju nabrał zdecydowanie większego znaczenia na poziomie działań Unii Europejskiej i krajów członkowskich wraz z wprowadzeniem „spójności terytorialnej”, obok spójności gospodarczej i społecznej, w Traktacie Lizbońskim [Traktat… 2007]. Wprawdzie Traktat o Unii Europejskiej z 1992 r. [European… 1992] wskazywał problem zróż- nicowań regionalnych, jednak nie był jeszcze podstawą do instrumentalizacji działań dla zapewnienia spójności terytorialnej [Szlachta 2016]
    Areas of strategic intervention (ASI) are a manifestation of the territorial dimension of development policies at various levels of administration. Their introduction in the development strategies of the voivodeships has encountered methodological and political problems (the regional authorities were forced first to indicate separate approaches to the use of instruments in the various parts of the regions they manage). The article, based on a detailed comparison of ASI in two strategies of less developed voivodeships in Poland, seeks to answer the question of what should be changed in the current approach to strategic intervention areas so that the next generation of strategies has a qualitatively better territorial dimension. The problem analysis of ASI in the two strategies leads to the conclusion that the new approach should be more strongly based on dialogue with local communities and a stronger focus on monitoring and evaluation of development outcomes in specific areas.

    Prowadzenie polityk publicznych w wymiarze regionalnym łączy wysiłki wielu poziomów rządzenia i zarządzania, przy czym – w polskim porządku prawnym – szczególną rolę odgrywa samorząd wojewódzki. Celem opracowania jest zarysowanie problematyki oceny skuteczności – terytorialnie zorientowanej – regionalnej polityki rozwoju, sformułowanej w strategii rozwoju województwa. Podstawą refleksji, jest – poza literaturą naukową i analizą treści krajowych i regionalnych dokumentów programowych – uczestnictwo autora w pracach nad przygotowaniem ewaluacji mid-term Strategii Rozwoju Województwa Małopolskiego 2011‑2020.
    The paper depicts selected aspects of the evaluation of a regional development strategy. Referring to characteristics of the territorial approach to the regional policy, the author presents key features and challenges of the management of development in the times of growing influence of ICT on societies’ life. The main premise for the formulation of paper’s conclusions has been a series of debates concerning preparation of the mid-term evaluation of the Małopolska Regional Development Strategy 2011‑2020. The crucial recommendation of the author is the consideration of the institutional change in the prospective reflection on the evaluation of territorial policies.

    Opis:
    The basic resource of urban planning is space, which as a result of transformation has a direct impact on socio-economic development and quality of life. The author’s purpose was to define planning solutions for urban spatial policy, which can raise the quality of living, especially in the residential environment. In connection with the above, the literature of the subject was analysed and examples of good spatial policy and urban development in the living environment were shown. Particular attention was paid to the planning solutions in Paris and Vienna, as well as to the examples of the new living environment creation in some Scandinavian cities.
