Works intended to launch Spatial Management courses in Poland were initiated in the late 1980s and early ‚90s by the Institute of Socio-Economic Geography and Spatial Management of Adam Mickiewicz University in Poznań and the Chair of Physical Planning of the Wrocław University of Technology. They ended successfully in 1995 when the Central Council of Higher Education put spatial management on the list of directions of study. This article seeks to present the genesis of and changes in Spatial Management courses conducted at Adam Mickiewicz University in Poznań since 1991, i.e. over the last 25 years. It consists of two basic parts. The first presents changes in the education syllabus and in the number of students and graduates. Part two describes novel spatial management specialities offered as part of consolidated master studies as well as 1st and 2nd-order studies at AMU in Poznań. They include: (1) Development and Renewal of Urban and Rural Areas at Collegium Polonicum in Słubice, (2) Regional Development, and (3) Protection of European Cultural Goods.

The game of space is an element of spatial development of each administrative unit. The spatial conflicts are the basis of this game caused by different goals of local actors. In Polish conditions there were many conflicts about the location of wind turbines in rural areas. The conditions were changed with the new act on investments relating to wind power plants. Provisions contained in the act include requirements for a distance of wind farms from residential areas.The article is an attempt to show areas where can be located wind turbines and some alternatives for provisions of the act. The aim of the article is to show difference between the location of wind turbines in the distance equal of ten times of height of wind turbine and the distance equal of six times of tower height of wind turbine. The article shows how the provisions of the act on investments relating to wind power plants can interact on different space users on the rural areas.

The main purpose of the author was to determine the spatial diversity of hotel base development in the regional (voivodship) system. Assuming that many factors determine the level of hotel base development in a given area, the author has used a multidimensional approach, or more precisely – a multidimensional comparative analysis in its dynamic variant. Following the adopted algorithm, a potential set of diagnostic variables was identified on the basis of secondary information sources (date of CSO local data bank), then using factor analysis to reduce it to the final set of quasi-variables (four main factors). Based on them, a synthetic measure of the development of the hotel base of particular voivodships was constructed. This in turn allowed to determine the voivodship hierarchical structure due to particular main factors and synthetic variable, with its changes in the years 2002–2017. The voivodship were also divided into homogeneous groups, according to the value of the synthetic measure of development, as well as the direction and intensity of its temporal changes.

The aim of this article is to determine the size of the effect on the development of Polish metropolises and large cities imposed by the decision on conditions for construction and land management as well as local spatial management plans. This aim was achieved by:– verification of spatial policy pursued by the largest Polish cities– description of conditions which authorities of Polish cities take into consideration while conducting a particular spatial policy.The article mainly analyses the ways of pursuing spatial policy at a city level, which primarily comes down to the analysis of urban plans records and shape of decision on conditions for construction and land management as well as opinions of the representatives of the municipalities. As a result of on-going research a hypothesis have been placed: the decision on conditions for construction and land management negatively influences the city’s spatial order.

The article analyzes various aspects of the actions taken by participants involved in the process of a spatial change. Such a process is described as a game about space or a game in the space. Different terminology is presented, in particular the meaning of: spatial order, regional studies, eco-development, sustainable development. Different forms of the game are analyzed: space as a theater, as a casino, as an area of conflict. The paper addresses also the question on the role of the game planner in defining its rules and mechanisms.

In the current legal status the basic function of the local plan is getting for raising the land value itself rather than of spatial aims for planning and the realization determined including financial possibilities of private and public entities. The process of adopting the local plan to be viable and socially equitable and execute the requirements of spatial order and sustainable development requires fundamental changes, in particular: (1) binding decisions on local plans investment opportunities in both public entities and private, (2) cover a broad legal protection proposals and comments submitted to the local plan and drive around in their consideration or rejection of the principle of proportionality, (3) tying the infrastructure fee with actual construction costs of local infrastructure, (4) verification already enacted local plans, in order to leave in legal transactions only those plans, areas of application which can be implemented as provided for in their intentions private and public fairly quickly, for example over 5-10 years.

The contemporary, ever-faster development of the world, man-made changes in the natural environment, and especially the advanced urbanisation process, exert an ever stronger pressure on the use of space. Space can be used in a number of ways, depending on its natural features and human opinions. This gives rise to many spatial conflicts. One of their significant aspects is an economic one. For its analysis use can be made of a notional apparatus deriving from game theory. This paper offers an analysis of situations occurring at the micro-scale (of individual properties). It identifies economic motives behind the activities of two principal players: property owners and communes, and the strategies the communes adopt in this field. They make use of economic-financial instruments. The paper discusses them and the effects they bring in terms of the economic equilibrium and physical development. Also presented is a new instrument in this group: an advertisement charge, as an example of a new, correct approach to this type of instruments.

The spatial aspect of urbanization is expressed in the features and the layout of urban areas, forming specific spatial models in the regional scale. In the morphological approach, this criterion is essential. The paper presents the results of research on the spatial models of the selected European agglomeration and compares their features to the model of Warsaw agglomeration.Due to the differences in terminology for the urban areas in the global cities, the research adopted concepts used in the projects and programs of the European Union co-ordinated by the ESPON, which mainly define them as “built up areas”. The biggest difference between the spatial structure of built-up areas of most European agglomerations and the Warsaw agglomeration is completely different morphology of their suburban areas. In the first case we have mostly to do with the contrasting relatively densely built-up teams and systematically solved open space, in the second – with monotonous tracts of land built extensively, with only local concentrations. Suburbanization models are so very different. The comparison of spatial models of the Warsaw agglomeration and selected European agglomerations can demonstrate significant differences between them, and can help to determine the main reasons for this variation.

Since the popularisation of the conception of sustainable development in the report Our Common Future of 1987, this type of development has been adopted in many countries of the world as a basis for all kinds of measures taken at various levels of territorial organisation. Also in Poland sustainable development is a constitutional rule today and, together with spatial order, one of the chief principles of physical planning and spatial development, although the law does not define them in very precise terms. Thus, it is an open question how the sustainable development rule should be accommodated in the practice of physical planning and spatial development, and in a wider context, how physical planning and spatial development can contribute to a more sustainable type of development. In this article special attention will be paid to both, the legal regulations in force in Poland and the actual practice of physical planning and spatial development that is not conducive to sustainable development. The summing up will include recommendations for concrete measures that should be taken in order to transform sustainable development in Poland from a dead letter of the law into a reality in physical planning and spatial development.

Utworzenie kierunku studiów gospodarka przestrzenna wynikało ze wzrastającego zapotrzebowania na specjalistów w zakresie kształtowania rozwoju społeczno-gospodarczego, w tym planowania przestrzennego i programowania rozwoju regionalnego, także w nawiązaniu do uwarunkowań przyrodniczych [Kudłacz, Zawilińska 2013]. Wychodząc naprzeciw potrzebom rynku pracy Wydział Geodezji i Kartografii Politechniki Warszawskiej rekomenduje program kształcenia, który wykracza poza klasyczne dziedziny inżynierii, w kierunku nauk ścisłych i przyrodniczych oraz nauk związanych z otoczeniem społeczno-ekonomicznym [Misja… 2001]. Tworząc program edukacyjny uznano za celowe wzmocnienie zagadnień inżynierskich o pozatechniczne aspekty przyrodnicze i społeczne. Interdyscyplinarny charakter kształcenia z kluczową rolą nauk technicznych wyróżnia kierunek na tle ofert innych uczelni. Programy kształcenia dla studiów pierwszego i drugiego stopnia na kierunku gospodarka przestrzenna zostały opracowane na gruncie obowiązujących w tym zakresie przepisów z uwzględnieniem najnowszych trendów rozwojowych w zakresie gospodarki przestrzennej, geodezji i kartografii (w tym systemów geoinformacyjnych), ochrony środowiska, architektury i urbanistyki oraz ekonomii, jak również zachodzących i dających się przewidzieć przyszłych zmian rynku.
The teaching contents of major Spatial Economy emphasise mutual relations between technical, environmental, and social sciences, and particularly their mutual relations with regard to spatial management in accordance with the sustainable development strategy. The curriculum implemented in the major is closely related to technical sciences, and its primary idea is the development of the students’ awareness of technical conditions usually occurring in implemented economic undertakings. The developed profile of student education enriches the curriculum minimum with engineering knowledge and skills (engineer title), therefore providing the graduates with an additional asset important for the job market and national economy. The curriculum is based on the accurate selection of taught issues, their complementary character, and profile of developed professional skills. Two specialisations are implemented within the curriculum. One is directed at learning spatial structures in the scope of their environmental, social, and economic features, and the other focuses on strategic as well as operational designing of future spatial structures. Owing to such a structure of the curriculum, the Faculty of Geodesy and Cartography educates specialists in the scope of Spatial Economy highly valued in the job market.

The aim of the article is to assess the functioning and scope of spatial interaction of the Świętokrzyskie Health-Resorts Cluster. It is one of the younger clusters of this type operating in the country. The study found that cluster functioning was not fully effective as the networks of cooperation and competition were mainly confined to members’ participation in conferences and working meetings. The biggest shortcoming of this cluster is the lack of formalized cooperation of members. Cluster functions as regional and supra-regional. The therapists come mainly from the Świętokrzyskie region and the neighboring regions.

The goal of this study was to present an analysis of spatial diversity of internal migrations in rural areas of Eastern Poland in the period of 2004-2014. The subject included migrations which belong to the most significant social and economic changes. The study applied the definition of internal migrations according to the Central Statistical Office of Poland (GUS) – change of place of residence (permanent or temporary) in the territory of Poland related to crossing the administrative border of a gmina, including – in case of urban-rural gminas – changes of the place of residence within a gmina, i.e. from rural to urban areas and vice versa. The study analyzed all rural gminas and rural parts of urban-rural gminas of five voivodeships: Lubelskie, Podkarpackie, Podlaskie, Świętokrzyskie and Warmińsko-Mazurskie.

The aim of this article is to analyze selected administrative court rulings from the perspective of concepts and processes related to the spatial competition and to define the role of these courts as well as some of the current legal regulations in the spatial competition. The cases (current in the context of the case line) pending before the administrative courts, closely related to spatial conflicts have been meticulously analyzed. The cases concerning local zoning plans and decisions along with land development have been selected. Their results and excerpts of the justification have been combined with the rules of the spatial competition, consequently precisely defining the role of public authorities in determining specific land development.
