Opis:
The consideration of institutional economics principles in the management process seems to be the condition of socio-economic development of a country/city in long time perspective. Since last 25 years in Poland it can observed the process of adopting the new institutional system. The system is composed of institutions, norms, principles and regulations influencing the market, social assistance or insurance system, providing public goods, external effects, information as well as affecting behaviour of individuals and entities. The aim of the paper is to present the assumptions of institutional economics in terms of relations between the institutional system and city development. The paper focuses on social, relation and culture determinants prejudging the differences in functioning of enterprises, countries, regions/cities and claims that economy is strongly dependent on institutional system.

The most important item of city activity is to define development directions. Because of strategic character of this issue, a very important thing is inhabitants’ contribution in decision making. Cooperation between them and city authorities should lead to positive changes in the city and inhabitants’ life quality. They learn social engagement when taking part in determining of city development directions. Showing their creativity and building social relationships in city area. The aim of the paper was determining problems of participation in the describing of city development directions process. In the research there were used several methods: literature studies, logical construction, deduction and observations.

During the 1920s and 1930s Gdynia transformed from a small fishing village into a dynamically developing city through the construction in its vicinity of the largest seaport of interwar Poland. The city’s first expansion plan (1926, Adam Kuncewicz, Roman Feliński), designed for approximately 100 000 inhabitants, had to be revised already within a few years because development of the port has proved to be faster and the terrain requirements of the port substantially greater than originally predicted. In effect grounds originally planned for general city functions were yielded to the rapidly developing port. It was not until 2003 that the port boundaries shifted significantly as a result of restrictions and changes in the nature of port activity. These changes freed around 53 ha of post–harbor sites for new development, attractively located in the immediate vicinity of the existing city centre and waterfront. The changes also spurred investment in the north of downtown Gdynia – in accordance with the intentions of first city planners.In accordance with city centre development plans prepared in the City Planning Office of Gdynia, the area’s new grid is a continuation of the urban grid of historical downtown Gdynia and draws upon unrealized city plans of the interwar period. The scale of new buildings in the area is reminiscent of the historical buildings in the area. Groups of higher buildings are allowed outside of a protected area of the historic center, in areas selected through view and cityscape analysis. Residential and commercial complex Sea Towers is currently the dominant in this area. Planning concepts assume public availability of quays around the port basins and retention of a spacious opening towards the sea. Construction of marinas is expected using part of the docks and the ability to expand and reduce existing wharves, movement of pedestrians and cyclists between Fishermen Pier and South Pier will be facilitated through the construction of a bridge or a ferry connection The planned enlargement into the post–harbor areas will double the current potential of Gdynia downtown, and enlarge the scope of representative areas and change the panorama from the historic city center and from the sea. Attractive downtown sites can provide an answer to the issue of uncontrolled urban spill into peripheral areas of adjacent municipalities.

Opis:
Upper Silesian Agglomeration is an example of polycentric urban setting characterized by high demographic and economic potential as well as on-going structural changes, both functional and spatial. Step by step new structures of agglomeration-level management emerge. Selected development and regulatory processes can be considered to constitute a metropolisation process. The paper reflects upon the patterns of territorial management, related to this territory, aimed at increasing its metropolitan position. Problems and challenges of metropolitan management in the Upper Silesian Agglomeration are presented, accompanied by selection of framework rules and assumptions concerning metropolitan policy. The leading role of regional government is pinpointed, whereas an approach based upon establishing separate administration structures of the metropolitan area has been criticized.

There are more and more new development challenges emerging in Polish cities and regions recently. Because of those challenges we can observe an increase of the role of cities and associated environments. The concept of cities’ impact on the environment is a result of many processes, such as: suburbanization, reurbanization, increasing population mobility, development of transport systems, innovation, or entrepreneurship. A city is a complex entity, it is a subject to dynamic changes, to understand which we need interdisciplinary knowledge or the combination of many different approaches along with an attempt to draw many conclusions. We can find numerous theoretical examples describing city-regional environment relations in the literature. In general, these models explain the relationship between economically strong cities (metropolis) and the regions. However, there is not much literature and research explaining the nature and strength of relationships with medium-sized cities. There are also very few ideas for developing the potential of medium-sized cities in polish national policy. The aim of the article is to present disproportions in the development of medium-sized cities in voivodships of Eastern Poland in 2010-2017. The author will also present the possibility of using a synthetic measure to assess and recognize the spatial diversity of medium-sized cities development.

We are observing an increase in development activity of the cities with poviat rights nowadays. It is visible especially in the area of obtaining European funds, financial policy, infrastructure or entrepreneurship. Those matters, especially experience of cities with poviat rights as the main beneficiaries became an interesting research area now. The aim of the article is to assess the competitiveness and development level of the cities with poviat rights in voivodships of Eastern Poland. For the purposes of this article, a synthetic measure has been used. Taking into account the availability and comparability of data as well as statistical criteria, the variables describing: financial situation, economy and infrastructure in the system of cities with poviat rights in voivodships of Eastern Poland were adopted. Data from the Local Data Bank of the Central Statistical Office for 2008, 2012 and 2016 were the main source of the article.

Cities are changing before our eyes. Civilization trends should be accompanied by the appropriate management styles of local development. The crisis of civil policy and the power of representation undermines the essence of the current model of democracy and the effectiveness of local policy. Therefore, it evolves towards governance. The influence of civic activity is mostly visible at the local level. Its importance is multidimensional and it shapes the social, economic and environmental conditions of urban life. The article guides the reader through various meanders of research and public debate on engaging inhabitants in local policy. Its aim is to indicate the scope of resident’s influence on the current policy of Polish cities, in particular with regard to the investment policy. The paper is based on the extensive literature studies and the primary research carried out in all of the cities in Silesia voidvoship.
