One of the key pillars of total defence is an increased social resilience to aggression, which is inextricably linked to an adequate model of security education. Poland’s security in the 21st century is based on the state’s military capacity and on the military and political alliances formed by decision-makers. However, this model of building security is not sufficient in the face of constantly changing and evolving security threats and challenges. Therefore, security should be based not only on a hard dimension, but also on a soft one, whose main pillar is security education. The idea of an effective model of security education is that, apart from giving young people theoretical knowledge, it is necessary to instil in them practical skills related to responding in crisis situations, including situations posing a threat to human health and life. Security education should constitute the first stage in training society in total defence. The educational model currently functioning in Poland definitely needs to be reformed.

Z rozwojem informatyzacji związane są zagrożenia dotyczące bezpieczeństwa informacji. Zagrożenia te można skategoryzować w ramach atrybutów bezpieczeństwa informacji. Pierwszą z nich jest poufność informacji, druga to dostępność informacji, kolejna związana jest z integralnością informacji i systemu. Pozostałe to autentyczność, oraz niezaprzeczalność. Ich naruszenie może wynikać ze zdarzeń o charakterze przypadkowym, jak i z celowego działania ludzi. W opracowaniu przedstawione zostały najważniejsze ustawy oraz normy dotyczące zarządzania bezpieczeństwem informacji i systemów informatycznych. Została także przedstawiona analiza metod przeciwdziałania zagrożeniom wynikającym z korzystania z systemów informatycznych, w przypadku korzystania z platformy e-learningowej Krakowskiej Akademii im. Andrzeja Frycza Modrzewskiego, prowadzona w oparciu o atrybuty bezpieczeństwa, a służąca weryfikacji obecnego stanu zabezpieczenia informacji na platformie uczelnianej oraz ewentualnej poprawy bezpieczeństwa informacji na platformie w przyszłości.
With the development of computerization there come related threats to information security. These risks can be categorized as pertaining to the attributes of information security. The first of them is the confidentiality of information, the second is the availability of information, and a yet another one is related to the integrity of information and systems. Others include authenticity and non-repudiation. Infringement of any of them may result from an action of accidental nature or from deliberate actions of people. This paper presents the most important laws and standards on information security management and information systems. It also presents an analysis of how to prevent risks arising from the use of information systems, including the use of the Andrzej Frycz Modrzewski Krakow University e-learning platform. The analysis is based on security attributes, and serves to verify the current state of information security on the e-learning platform of the University, and the possible improvement of information security on the platform in the future.

This article investigates the possibilities of using distributed energy resources (DER) to increase the resilience of national energy systems and national security, including the case of war. A review of literature is conducted, regarding the management of DER systems. Conclusions focus on the specificities of managing such systems for national security, namely: a) the importance of complexity theory as basic framework for strategic planning in DER systems b) the management of risks relative to disruptions in supply chains and c) the role to be played by financial instruments and markets.

W opracowaniu przedstawione zostały zagadnienia dotyczące bezpieczeństwa informacji, cyberbezpieczeństwa, zarządzania bezpieczeństwem, wdrażania RODO, a także wyboru rozwiązania chmurowego na przykładzie małej firmy.
With the development of digitalisation in virtually every area of life, business processes are also being digitised. The need to protect data, additionally in accordance with applicable regulations, poses many problems. A special case is the issue of cyber security in terms of cloud solutions. This paper presents issues relating to information security, cyber security, security management, implementation of GDPR and the choice of a cloud solution based on the example of a small company.

Polityka bezpieczeństwa Niemiec i przyszłości Bundeswehry” oraz relacje i oceny wyprzedzające mediów ogólnoniemieckich na temat zawartości merytorycznej, znaczenia dokumentu dla praktyki politycznej w Niemczech; oceny krytyczne ze strony sił prawicowych, Partii Lewicowej, ruchu pokojowego, a także rozbudowanych w Niemczech badań nad pokojem; ważniejsze kontrowersje wokół „Białej Księgi 2016” jako strategii wyrażającej aspiracje rządu chadecko- -socjaldemokratycznego kanclerz Angeli Merkel do uzyskania większego wpływu na kształtowanie polityki bezpieczeństwa międzynarodowego. Główne kontrowersje wokół „Białej Księgi 2016” były wśród ekspertów i w mediach, i dotyczyły samej strategii oraz jej przygotowania.
The paper presents a synthetic analysis of the origin, the main premises and the content of the discussion concerning the meaning of The White Paper 2016; the critical assessments of the White Paper 2016 by right-wing groups, Die Linke Party, the pacifist movement, as well as institutions studying peace, which are well-developed in Germany; the more important controversies concerning the White Paper 2016 as a strategy expressing the Christian Democrat-Social Democrat government’s aspirations to gain a more substantial impact on the formulation of international security policy. The main controversies concerning the White Paper 2016 arose both among experts and the media over some elements of the strategy itself and its preparation.

The study focuses on the major perceptions of demographic security in Poland and Russia, regarded as an aspect of both social and state security. Demographics as a political topic has been increasingly more often exploited as a key theme in official narratives and practical policies. The similarities in the demographic dynamics in both countries, as well as conditional failures of demographic policies, may not necessarily result from evident mistakes, but are probably a result of a complex set of social factors, including the regularities of demographic development in the past. It is quite clear, however, that the Polish political narratives and declared set of state objectives concentrate rather on the social sphere, whereas the Russian rhetoric and policy are clearly more state oriented.

W artykule przedstawiono koncepcje świata VUCA i występujących w takim świecie problemów bezpieczeństwa oraz wskazano na pewne implikacje tych koncepcji dla zarządzania tymi problemami. W pierwszej części artykułu zidentyfikowano cechy charakterystyczne świata VUCA jako zespołu czynników kształtujących środowiska zagrożeń dla bezpieczeństwa. Następnie omówiono, w jaki sposób czynniki te oddziałują na siebie i wpływają na bezpieczeństwo środowisk organizacyjnych i społecznych. W drugiej części opracowania dokonano klasyfikacji i charakterystyki problemów bezpieczeństwa oraz omówiono trudności związane z ich rozwiązywaniem. W trzeciej części przedstawiono niektóre stwarzane przez VUCA wyzwania i wymagania związane ze zrozumieniem złożoności bezpieczeństwa i zarządzania bezpieczeństwem.
The article presents the concepts of the VUCA world and security problems occurring in such a world, indicates some implications of these concepts for the management of security problems. The article first identifies the characteristics of the VUCA world as a set of factors shaping security threat environments, discusses how these factors interact with each other and affect the security environment. In its second part the article classifies and characterizes safety problems and the difficulties associated with solving them. The third part of the article presents some of the challenges and requirements posed by VUCA in understanding the complexity of security and safety management.

Główne wydarzenia związane z bezpieczeństwem narodowym, takie jak trzęsienia ziemi w Christchurch w latach 2010–2011, zamachy na meczety tamże, erupcja wulkanu Whaakari na wyspie White oraz reakcja na COVID-19, zostały tak przedstawione, by podkreślić złożoność środowiska bezpieczeństwa narodowego Nowej Zelandii od września 2001 r. Artykuł zakończono wskazaniem korzyści wynikających ze skonsolidowania strategii bezpieczeństwa narodowego dla systemu bezpieczeństwa Nowej Zelandii.
This article introduces New Zealand’s national security framework for responding to significant security events. It examines how New Zealand’s strategic context influences its approach to national security and how the government defines national security. The major national security events of 2010/2011 Christchurch Earthquakes, Christchurch Mosque Shootings, Whakaari/White Island eruption and COVID-19 Response are introduced to demonstrate the complexity of New Zealand’s security environment since September 2001. Finally, the article concludes by examining the benefits of a consolidated national security strategy to New Zealand’s national security system.

The long-term process of education, and above all, shaping the desired social attitudes among young citizens of each country is the basis of the future social order. Individual moral order translates directly into order in social structures and relations, which is important in the context of ensuring both internal and external security. In an orderly society, the so-called “strong moral backbone” is much more resistant to threats, and also much more effective in counteracting them. Unfortunately, the issue of moral education is not much emphasised in contemporary educational systems. Therefore, the main goal of this article is to identify the components of the moral education process as key factors shaping the contemporary order and social security. Thus, the issues of moral disorder as a source of real threats, both in the individual and social dimension, as well as the problem of moral education as the basis for shaping the desired social attitudes in the contemporary world, were analysed. In order to achieve the assumed goal, the following research methods (theoretical) were used: analysis, synthesis, abstraction, explanation, generalization, and inference. The research was carried out using the technique of examining documents and source materials.

Resilience is a relatively new conceptual category used when considering security and defence. It means adaptability, resistance to threats, flexibility of response, and the ability to regenerate. The term resilience has been present in English for a long time, as evidenced by the presence of this term in old dictionaries of the English language. Originally, its meaning related to medicine and mechanics, a bit later – to human psychology, and today it has extended to the issues of resilience of cities, societies, and entire countries. An attempt at applying this new conceptualisation is associated with the recognition that the current security paradigm is losing its relevance in a rapidly changing and complex world. The changing scale of threats makes it necessary to search for new theoretical foundations for creating an effective defence policy. However, the theory of resilience has not yet been fully formulated, at best, only its theorem has. The aim of this article is to present the significance of this conceptual category, to indicate the theoretical concepts underlying this conceptualisation in social sciences, and to reflect on the value of the concept of resilience for security and defence.

The main currents of research on ambidexterity in the context of organisational security with emphasis on the role of network links are indicated. The hypothesis that ambidexterity, using governance mechanisms, can support the functioning of an organisation in both strategic and operational perspectives in the face of unexpected extreme turbulence in the environment related to the environmental factor is substantiated. This implies, on the one hand, the need to prepare a strategy of resistance and resilience and, on the other hand, a readiness for ad hoc behaviour. Ambidexterity was considered in the context of cooperation with partners, with a view to accessing certain own and partners’ resources in a crisis situation. In an ecological context, the influence of ambidexterity on the continuous improvement of the organisation’s performance was discussed, paying attention to the simultaneous efforts for radical change based on innovative actions, starting from the assumption of sustainability, in cooperation with stakeholders. A review of the concept of ambidexterity in relation to the issue of organisational security was conducted based on a critical analysis of the literature on the subject. A research gap related to this area was identified. The aim of the study was to identify opportunities for the use of ambidexterity in organisations in emergency situations.

New Zealand has demonstrated strong support for Ukraine since the Russian invasion of February 2022. From logistical support to infantry training, the NZDF has been a key player in helping to deliver on the New Zealand government’s general statements of support. Though located far from the conflict, New Zealand’s traditional values of support for international law, democracy and collective security in the face of external aggression have all been major drivers for these deployments. But certain other drivers, such as recent problems with recruitment and retention in the armed forces, are perhaps lesser known but also important in rounding out an understanding of why and how New Zealand has responded to the situation.

Interdisciplinarity is one of the basic postulates of modern scientific research. This postulate is of major significance for security studies. The relationship between security and management is given particular emphasis, as the achievements in the discipline of management and quality sciences are important for security studies. Many factors that directly require management affect the level of security. The paper strives to point to the fact that the construction and application of strategies in the area of human resources management can have a significant impact on improving the social subsystem, and, therefore, have a much better influence on the management of the system of national security.
