    New Zealand has demonstrated strong support for Ukraine since the Russian invasion of February 2022. From logistical support to infantry training, the NZDF has been a key player in helping to deliver on the New Zealand government’s general statements of support. Though located far from the conflict, New Zealand’s traditional values of support for international law, democracy and collective security in the face of external aggression have all been major drivers for these deployments. But certain other drivers, such as recent problems with recruitment and retention in the armed forces, are perhaps lesser known but also important in rounding out an understanding of why and how New Zealand has responded to the situation.

    Collective defence and individual (human) security are not necessarily two sides of the same coin, they are often two different currencies where it is almost impossible to calculate their real exchange rate and value. Current civil-military relationships often fall short of what is needed to meet emerging human security needs. We are confident that the positive interactions of civil-military actors help build resiliency. Human rights and human needs play a significant role in building resiliency. We call for the re-invention of civil defence as the holistic concept of individual responsibility and collective action. We need human-centered defence policy and planning, teaching, and practice. We need strong states to stand behind the civil defence concept that merges policy and strategy with local actors. Security is an individual responsibility and a collective activity that requires all elements of society to ensure success. Security cannot be outsourced to the military, nor any single civilian institution.

    W sytuacjach kryzysowych w szczególnych przypadkach istnieje konieczność zapewnienia ochrony dużym grupom ludności cywilnej. Realizacji tego celu służą przedsięwzięcia określane jako zbiorowe sposoby ochrony ludności na wypadek zagrożeń. Zalicza się do nich przede wszystkim ewakuację oraz ukrycie w budowlach ochronnych. Aby działania te były skuteczne, muszą one uwzględniać potrzeby całego społeczeństwa. Ważną jego grupą są osoby z niepełnosprawnościami, które z punktu widzenia zapewnienia im bezpieczeństwa w sytuacjach zagrożenia znajdują się w szczególnie trudnym położeniu. Istniejące rozwiązania związane z zapewnieniem ochrony zbiorowej niemal w ogólne nie uwzględniają ich specjalnych potrzeb. Celem artykułu jest przedstawienie obowiązujących w Polsce prawno-organizacyjnych podstaw zbiorowej ochrony osób niepełnosprawnych w sytuacji zagrożenia oraz wskazanie deficytów w tym zakresie. Poruszana problematyka wydaje się być bardzo istotna z punktu widzenia konstytucyjnych gwarancji bezpieczeństwa ogółu obywateli, których znaczną grupę stanowią osoby z niepełnosprawnościami.
    In crisis situations, there is a need to provide protection for large groups of civilians in special cases. The implementation of this goal is supported by projects defined as collective methods of protecting a population in the event of threats. These include, above all, evacuation and concealment in protective buildings. For these actions to be effective, they must take into account the needs of the whole society. A special group in this context are people with disabilities who, from the point of view of ensuring their safety in emergency situations, are in a particularly difficult position. The existing solutions related to providing collective protection seem to fail to take into account these people’s specific needs. The goal of the paper is to present the legal and organisational foundations applied in Poland for the collective protection of disabled people in an emergency, and to indicate possible deficits in this regard. The issues raised are of major resonance from the point of view of the constitutional guarantees of security for all the Polish nationals, of whom a significant group are people with various disabilities.
