Formally, Republic of Philippines is the oldest democracy in East Asia. Democratic institutions were introduced here at the very beginning of XX century by Americans. Years earlier, the Filipinos themselves had created a constitution, modelled on French (1898–1899), with supreme legislature, divided powers, liberties for citizens and with church separated from the state. The so-called Malolos Constitution was in effect briefly as American colonial powers imported its own constitutional democracy. Even if process of rooting of western type democratic institutions had back clashed with traditional and conservative socio-political structure, for many years, Philippines were branded “the showcase of democracy in Asia”. The presidency of Ferdinand Marcos (1965–1986) had hampered the process and had practically turned the country back from its path. Philippines needed a revolution, the People Power movement of masses, to overthrow autocratic rules in bloodless street protests in 1986. The re-democratization of country’s political system initiated by president Corazon Aquino – and followed by her successors – was in fact a restoration of old institutions, legitimizing and conserving the ancient status quo; not many significant changes to its socio- economic and political base has been made. Today, the long history of democratic constitutional development in the Philippines is entering into a new phase. American style presidential system is being increasingly contested in favor of parliamentary one. Recently the idea of change has gained support from president Gloria Macapagal Arroyo – thus making it more feasible – but question stays, whether possible introduction of parliamentary system would be able to address Philippines social and economic problems in more effective ways.

Opis:
The Philippines started to be known in Europe when Ferdinand Magellan set foot on Samar island in March 1521. In the end of the 19th century in the Philippines emerged a powerful movement of local nationalists known as Katipunan. In 1896, an insurrection started against the Spanish colonial rule. Meanwhile, the Philippines were drawn into the conflict between Spain and the USA. Spanish troops were crushed by allied American and Filipino forces. The Treaty of Paris in 1898 ended the war, the Philippines became an American colony. In July 1946 the USA recognized the independence of the Philippines. The new state was completely dependent on former colonial power and the USA had military bases at Clark and Subic Bay. With the fall of dictator Ferdinand Marcos in 1986, the policy of the Philippines became more independent and in 1992 the American bases were closed down. Unfortunately for the Philippines, in another important country in the region started gathering strenght – a New China. The contacts started ages ago and many Filipinos were closely related to Chinese people, but at that time New China became very powerful economically, politically and militarily. The two countries came interests collided on the South China Sea. The Philippines started to search again for support from their former colonial patron and world superpower - the USA. Finally when the political and military cooperation with the USA again increased, in the Philippines arrived the constitutional time – limit for presidential election. Nobody foresaw the result and consequences of that election in May 2016.

Opis:
The rivalry of great powers between the United States and China embraces all regions of the world, including Southeast Asia and especially the Philippines. The President of the Philippines Rodrigo Duterte (2016–2022) at the beginning of his presidency started to diminish the dependence of the country on former colonial power the US and to improve relations with China. Duterte hoped for the increase of economic cooperation and support of Beijing for modernization of infrastructures. Despite some successes in his policy, Duterte finally started to search again for support from the US. It was the result of extremely strong links and dependency between armed forces of Philippines and United States and generally very strong pro American filling of many Filipinos, the second reason was slowness of realization of some Chinese investments in the country, brutality and aggressiveness of Chinese coast guards towards Philippine fishers, and probably also some weakness in Chinese policy to the Philippines. Finally, Duterte obtained good results. The US confirmed readiness for military support in case of foreign aggression (especially in the South China Sea) and China was involved in political and economic cooperation with the Philippines.
