- The aim of this article is to draw attention to the meaning of the behavior of the so-called unofficial veto powers in the process of democratization in Serbia. The theoretical part of the paper clarifies the notions which are applied in literature to name of this kind of political actors, as well as it explains dilemmas associated with those notions. Moreover, this section presents the views of transitologists on the significance of veto powers in the course of the transition process and impact of the veto powers on the chances of consolidation of democracy. The analytical part of the article describes how this group of unofficial political actors in Serbia was formed and how it has functioned. The analysis is concerned with the functioning of the Secret Service, in particular its sub-unit called the JSO (also known as Paratroopers) whose members tried to stop the process of the democratic transition.
