Opis:
Aircraft operations performed in aerodrome traffic are characterized by special aerodynamic, navigational and operational conditions. According to statistical analysis of aircraft accidents and incidents, take-off and departure as well as approach and landing operations are particularly dangerous. One of the serious hazards, whose scale of occurrence has recently significantly increased, are the events of dazzling pilots with the laser beam. In this article, the identification of these hazards and the analysis of the safety risk was performed. Then a study of legal regulations concerning the protection of the aerodrome surroundings area against the laser emission was carried out. Based on the obtained results, the necessity to increase the effectiveness of practical laser beam sources identification was stated. For this purpose, utilization of unmanned aerial vehicle (UAV), which, when properly equipped in telematic devices, will be an unmanned aerial system (UAS) for detecting laser beam sources, was proposed. In the following part, analysis and research on practical aspects of the proposed concept’s implementation were carried out, specifying potential chances and threats of their implementation.

Flight simulators are the media without which it is difficult to imagine flying personnel, technical service personnel and air traffic service personnel training. The present study concentrates on simulators and simulating techniques used in Air Traffic Service Training Centre WSOSP (Air Force Academy) in Dęblin. There are two centres equiped with ATC simulators i.e. Aviation Training Centre PAŻP and Air Traffic Service Training Centre WSOSP (Air Force Academy) in Dęblin. It can be said that the simulator used in Air Force Academy is a unique piece of equipment worldwide because several functions are combined in it. It is a simulating complex enabling to carry out air traffic controller training and forward air controller – “battle field operators” training

Opis:
Drones started to be very popular and visible in the last two decades. Those more and more sophisticated, cheaper in production and exploitation technologically advances air and land based platforms are entering new domains of people’s life very progressively. At the present it is not so easy to fully predict to what purposes drones could be used in the future. We are usually consider them as unmanned platforms to be used by armed forces or national security related services to enhance their capabilities to create safe and secure environment. Nowadays we see new solutions and applications everyday. It is assessed that drones utilization is an opportunity to be exploited for both civilian purposes and their growing presence in airspace is unstoppable process. The variety of application will grow extremely quickly as of new technological discoveries and innovative approach of designers. The growing density in the air is causing the urgent need to enhance legal coverage to avoid incidents as those are a danger now and that aspect will be more serious in the future. The paper is composed of two major parts. The first is focusing on current and future applications of drones and the second one is discussing dangers toward using unmanned aerial vehicles requiring legal solutions national and globally. The purpose of the paper to present drones applications as an advantage but also a risk for national and private security along with requirements for formalizing their utilization within legal frameworks.

An airport is a designated area on land, water or other surface, in whole or in part, intended for take-offs, landings and above-ground aircraft traffic, including permanent structures and construction facilities contained in its boundaries, entered into the register of airports [Air Law]. In accordance with applicable legal regulations regarding civil aviation security, air transport requires both the passenger and the airport manager to meet a number of conditions determining the ability to travel on board an aircraft. This is mainly related to the limitations imposed by national and EU legal regulations. The growing threat of unlawful interference results in further consequences in the form of tighter security controls at airports. Technological development, new ways and areas conducive to greater vulnerability, have a decisive impact on the methodology and the entire process of screening people and luggage. These activities are aimed, inter alia, at detection in a luggage carried by a passenger, a prohibited item that would serve to commit a broadly understood act of unlawful interference, which in turn may be, for example, a plane crash. No wonder that the airport manager, who is burdened with the main obligation to ensure that the passenger does not have access to prohibited articles on board the aircraft, undertakes a number of organizational measures to fulfill this obligation.

The existing regulations impose the obligation to perform random cabin baggage security screening for the presence of traces of explosives (explosive trace detection, ETD) at airports. As a result, a problem arises in relation to the proper organization of security screening checkpoints and the provision of telematic devices used to facilitate the process. The study considered three options a) a dedicated ETD checkpoint, b) ETD screening in all security checkpoints, c) equipping all checkpoints with an explosive detection system (EDS). The purpose of the paper is to propose a mathematical model and conduct a practical evaluation of options concerning security checkpoint modernization in terms of the following criteria: capacity, cost, and efficiency of detecting prohibited substances. An independent evaluation was conducted on the basis of the criteria, considering the analysis of the actual inflow of baggage in individual security checkpoints and the annual costs of equipment and staff, while the efficiency of screening was subjectively evaluated by experts. The proposed mathematical model and the established calculation tool were used to evaluate the options of security checkpoint organization at Katowice Airport. As a result of the conducted analysis, option c) was recommended. This solution showed the best results in terms of capacity and efficiency and generated medium costs.
