Smart City is nowadays the most modern and advanced form of a city’s development. Development of innovative technologies, including video intelligence, creates wide opportunities to convert individual cities and agglomerations into intelligent, safe and sustainable places of living from the social, economic and environmental perspective. The issue of video intelligence systems will be the subject matter of the paper. It will also present the possibilities of complex implementation of the systems into the key areas of smart cities.

Opis:
The result expansive development in urban and suburban areas have put in a difficult situation in terms of sustainable development, where pollution, traffic congestion and accidents, the strong negative external impact on the economy and health of citizens. All these problems are encouraged to develop new global strategies for sustainable urban transport. The strategies relate only a wide range of mitigation measures, but also use innovative technologies and infrastructures. The concept of an efficient, effective and safe transport prevails today in the new transport policy. Among the innovative technologies and infrastructures, it should be noted that the use of telematics systems for transport provides for several measures to enable the route and means of transportation that help reduce the time and route of travel, while searching for the increase traffic volume, a better level of service roads, and the rationalization of consumption and emissions, as well as inspection services and information in real time. The introduction of these systems should lead to the development of research population movement and settlement, with improved popular routes, in order to optimize the introduction of TST (Transport System Telematics).

Opis:
This paper gives an overview on some ethical aspects of ITS development and applications. The technical evolution of ITSs is a basis for development of various ITS technologies, systems, applications, and services. The future ITSs will become more and more intelligent and autonomous in their behavior. The new kind of advanced ITSs will emerge in the future, e.g. ITS with artificial moral agent. There will be a need for creating a new kind of "machine" ethics, called ITS ethics, for ITS professionals, namely ITS designers, manufacturers and users. ITS ethics addresses a number of moral issues which arise if researchers are able to build up intelligent systems with intellectual capacities that behave analogically to human beings. The most important problem will be: who or what is morally responsible for malfunctions of ITSs? The malfunctions of ITS usually cause some unnecessary suffering to people, and it is immoral.

Effective operation of transport depends on the correct costs fixing. The external cost - externality- is the cost or its part that disinterest its author but interests the other people who are not participating in it or who are its victims. Some externalities cannot be expressed in numbers, like the death, human suffering and damage of environment. Externalities interfere with effective division of resources within sectors. According to the study of EU, the road transport, with its 92%, is the biggest contributor to externalities.

In recent years, there has been an increasing interest in the adoption of emerging sensing technologies for instrumentation within a variety of structural systems in civil and building engineering. Wireless and fiber bragg grating sensors are emerging as sensing paradigms that the structural engineering field has begun to consider as substitutes for traditional tethered monitoring systems. A benefit of each sensors structural monitoring systems is that they are inexpensive to install because extensive wiring is no longer required between sensors and the data acquisition system. Researchers has been discovering that wireless and fibber bragg grating sensors are an exciting technology that should not be viewed as simply a substitute for traditional tethered monitoring systems. Rather, these sensors can play greater roles in the processing of structural response data; this feature can be utilized to screen data for signs of structural damage. Also, sensors have limitations that require novel system architectures and modes of operation. This paper is intended to present a summary review of the collective experience the structural engineering community has gained from the use of wireless and fiber bragg grating sensors for monitoring structural performance and health of tall type buildings.

Opis:
Video systems are used in Intelligent Transportation Systems for vehicles’ tracking. Cameras typically used in these systems are characterized by relatively low dynamic range which is only a fragment of the dynamic range of the human eye. In order to adapt to the lighting conditions the cameras feature dynamic changes of the gain and exposure. For vehicles there is a very wide range of the observed brightness of details because of the variety of vehicles’ colors and the presence of elements reflecting light in different ways, as well as changing lighting conditions. This means that even if the camera is able to capture the relevant dynamic range, there is a restriction of the distinguishability of details, which is essential in the process of detecting the location of vehicles. The use of HDR imaging techniques based on various exposures helps to increase the dynamic range and improves the accuracy of vehicles’ positions estimation.

Transport telematics (ITS - Inteligent Transport Systems) deals with application of information and communication technologies with the aim of enhancing traffic performance, economies, efficiency, safety, ecology and comfort of transport. ITS basic functions applicable to all modes of transport include a.o. traffic control and management, intelligent vehicles, electronic fee collection, management of rescue systems, management of public mass transportation, route planning, provisioning of traffic information, fleet management and logistics of freight transport. Developing the tradition of science, research and the existing industrial basis, the Czech transport telematics sector is one of those most advanced in Europe. Nevertheless, the present scope of ITS implementation in the Czech Republic is relatively low, and the social climate and regulatory environment related to ITS aren´t at a sufficient high level either. Therefore, the Association for Transport Telematics (SDT, ITS&S) is coming up with an initiative called ITS 2020 Vision, trying to formulate crucial directions of development and implementation of transport telematics in the Czech Republic until 2020, identify the main obstacles to the development and propose the methods of how to remove them.
