Opis:
Modern safety management in rail transport determines new and interesting directions for its scientific exploration. As a railway system is dynamic, relationships between its individual components become particularly important. A component approach, however, has a complex dimension, due to the different categories of components that constitute this system. The interrelations between an operator, an object and a work environment determine the safety of this system. The operator understood as a Human Factor becomes increasingly important, even strategic in this relationship. The purpose of the paper is to present crucial human factor assessment and management methods and determine their comparative criteria. The paper also presents the selected possibilities of applying the given methods to specific technical, operational and organizational solutions within the framework of the functioning safety management system in rail transport. The paper describes an attempt to conceptualize and operationalize human factor management in rail transport in relation to selected methods presented.

Opis:
As a signatory to the UN Declaration on road safety and member of the EU, Poland has an obligation to comply with relevant EU policies and in particular to halve the overall number of road deaths by 2020. To monitor the progress in reaching the targets, the road safety situation must be evaluated and its processes understood. For this purpose regional and national road safety observatories were launched in Poland, which triggered the need to develop special methods and tools to assess trends and how different factors affect risk, particularly in the short and mid-term perspective. One of these tools can be structural time-series models to explain how trends change and forecast realistic scenarios of change. We can also use models to simulate the effects of sources of risk on selected road accident consequences on sections of Poland’s road network.

Opis:
The A4 Motorway is the key transport connection in southern Poland and carries domestic and international traffic in the east-west direction. In 2008 a traffic management system based on variable message signs (VMS) was designed for the General Directorate of National Roads and Motorways. The system covers a section of 165 km of the A4 Motorway between the interchanges Bielany (Lower Silesia) and Sośnica (Silesia). The main purpose of the system is to ensure seamless traffic flows and road safety. Thanks to the application of VMS and a dynamic transfer of data and information the functions of the system include traffic control, speed management, alternative route guidance, traffic information and weather warnings. The design stage of the system included the mapping of data sources, grouping of potential traffic incidents, development of message signs, setting out of actuation procedures and sequences of message display as well as outlining of communications procedures and decision making process by the administrator of the system. A lot of attention was given to factors providing for reliability of the system and credibility of messages.

The paper presents the principles of the Automated System for Management Depot. ASMD system includes: - Identification System designed to recognize individuals who enters into depot (marker RFID), - Radio Data transmission system, dedicated fibre optic network, - The place for dispatcher with terminal equipped with interface for dispatcher, - Integration with: subsystem monitoring (CCTV), the position of replenishment of sand, under- track turning machine, position of the laser measuring of flat area on wheels and stickers on the wheels. System constantly analyzes the situation of track and signals from sensors available. The system is equipped with a number of reports to the dispatcher. The elements of detection and device drivers track ensure safety in the class SIL3.

The article presents the essence of security management in railway transport and to identify the priorities of Poland’s transportation system. The main problem of paper was formulated as follows: How is the Safety Management System of Rail Transport functioning, taking into account national and international legal regulations and existing threats? In the solving of mentioned problem, the following research methods were applied: analogy, definition, analysis, synthesis, induction, deduction, modeling and diagnostic survey with expert research sample. The research was carried out with emploees of company PKP PLK S.A. A systemic approach underlies the Safety Management System (SMS) functioning now in Poland. To guarantee the proper conduct of transport, each railway transportation enterprise and each administrator of infrastructure is required to create a system based on effective risk management. Adequately prepared SMS procedures should assure the implementation of risk control means and the monitoring of the effectiveness of the applied solutions in order to warrant the due level of safety. Presently, digital transformation is of major importance to the development of railway transport. New management systems will be based on technologies utilizing the Internet, automatization, robotization, and new tools, such as big data.

Opis:
axiing belongs to airport operations, which are characterized by a large number of aviation safety events, including even accidents. Currently telematic solutions are introduced, which are intended to assist in coordination of the taxiing, such as A-SMGCS system. One of the advanced features of this system is the automatic selection of the taxi route. The paper presents the concept of intelligent taxi route choice system that could be implemented on the fourth level of A-SMGCS system at the airport. The module for identification of conflict points, which is the main subject of this study, is a very important part of the taxi route choice system. A mathematical model and a computer tool CP-DET that can detect conflict points in the structure of taxiways are presented in the paper. These points change dynamically, along with changes in the structure of airport traffic. Identification of conflict points allows the intelligent management of the taxiing process, for example, by selecting an alternative taxi route.

An airport is a designated area on land, water or other surface, in whole or in part, intended for take-offs, landings and above-ground aircraft traffic, including permanent structures and construction facilities contained in its boundaries, entered into the register of airports [Air Law]. In accordance with applicable legal regulations regarding civil aviation security, air transport requires both the passenger and the airport manager to meet a number of conditions determining the ability to travel on board an aircraft. This is mainly related to the limitations imposed by national and EU legal regulations. The growing threat of unlawful interference results in further consequences in the form of tighter security controls at airports. Technological development, new ways and areas conducive to greater vulnerability, have a decisive impact on the methodology and the entire process of screening people and luggage. These activities are aimed, inter alia, at detection in a luggage carried by a passenger, a prohibited item that would serve to commit a broadly understood act of unlawful interference, which in turn may be, for example, a plane crash. No wonder that the airport manager, who is burdened with the main obligation to ensure that the passenger does not have access to prohibited articles on board the aircraft, undertakes a number of organizational measures to fulfill this obligation.

The existing regulations impose the obligation to perform random cabin baggage security screening for the presence of traces of explosives (explosive trace detection, ETD) at airports. As a result, a problem arises in relation to the proper organization of security screening checkpoints and the provision of telematic devices used to facilitate the process. The study considered three options a) a dedicated ETD checkpoint, b) ETD screening in all security checkpoints, c) equipping all checkpoints with an explosive detection system (EDS). The purpose of the paper is to propose a mathematical model and conduct a practical evaluation of options concerning security checkpoint modernization in terms of the following criteria: capacity, cost, and efficiency of detecting prohibited substances. An independent evaluation was conducted on the basis of the criteria, considering the analysis of the actual inflow of baggage in individual security checkpoints and the annual costs of equipment and staff, while the efficiency of screening was subjectively evaluated by experts. The proposed mathematical model and the established calculation tool were used to evaluate the options of security checkpoint organization at Katowice Airport. As a result of the conducted analysis, option c) was recommended. This solution showed the best results in terms of capacity and efficiency and generated medium costs.
