Opis:
The publication Troubling Neighbourhood: political strategy of Polish political elites on Ukraine (Kłopotliwe sąsiedztwo: polityczna strategia polskich elit politycznych wobec Ukrainy) brings closer problems and challenges standing before Polish rulers, analysis institutions creating the eastern dimension of foreign policy. In the light of the events that took place in the Kiev Maidan at the turn of 2013/2014, the Ukraine issue gained significant weight for Polish rulers, political parties, and centres of creating public opinion. The solution of the Ukraine political and economic issues is a turning point for the power balance on the “Old Continent”. The author of the article attempts to assess the growing dependence of the Polish government policy towards Ukraine on the Russian factor. He also points out the resulting problems with correctly defining the foreign policy agreeing with the Polish reason of state. Too close connection, in the Author’s opinion, of the political vision of the Eastern Europe future with the rivalry with the Russian federation on the influence over this region may cause serious negative effects for our country.

The article discusses one of conflicts between Russia and Ukraine that still throws shadow on their relationship. As the future was to show, a small group of islands whose affiliation was subject to a political dispute that lasted a couple of weeks (although there was also a quasi-military solution) was one of the first serious conflicts between Moscow and Kiev after Ukraine regained its independence. It started a series of various disagreements. Their primary aim was for Russia to regain strategically important influences in the region of the Black Sea and, more broadly speaking, in the post-Soviet area. For Ukraine, each of these conflicts meant fighting for its sovereignty. Thus, determination of both sides is no wonder.

The intensification and quality of Polish-Russian relations remains, despite passing years andgenerations, a key issue in discussions about Polish Eastern Policy choices. Successful warwith Bolshevik state in 1920 left Poland independent but has put an end the idea of federation.It has been replaced with “promethean” conception which genesis should be searched amongPolish emigrational and independence movements of 19th century. The “promethean” ideawas to lead to independence of nations remaining under Russian rule. This conception, withtime, become influential among Marshal Piłsudski’s supporters and was a part of Poland’sEastern policy until the Second World War. It harmed the relations with USSR and madea permanent Warsaw-Moscow cooperation impossible. After the Second War this conceptionbecome a history, an unwanted heritage for new, communist elite. It become again popularafter 1989 and again harmed Polish-Russian relations. The paper entitled “Prometheanconception: an utopia or real tool of Polish Eastern Policy” aims to answer the question aboutrationality of this idea, its coherence. It also formulates the broader question if utopia can bea permanent, well established issue in state’s policy, despite changing reality.Key words: Poland, Russia, prometheism, history, politics

Opis:
The article discusses the complex national, economic, and cultural relations in the north- -Caucasian republic as well as evaluates the consequences of the Russian politics towards Chechnya since the end of the second intervention until now. It is a picture full of contradictions. The success of rebuilding the infrastructure of the republic and ensuring safety to its citizens was paid with authoritarian regime of Ramzan Kadyrov. The republic is becoming an Islamic enclave in the area of Orthodox Russia. It gives rise to concerns about the territorial integrity of the Russian Federation. Thus, the price that Russians are paying for winning the war against separatists is high and still difficult to define in its final political and economic reckoning.
