    The process of social exclusion influences especially the dynamically aging Polish society, particularly elderly persons living in an urban environment. There are many factors influencing the exclusion from the society, which include: the economic, health and living environment factors. Social inclusion of the seniors should be conducted on all levels of the social policy, however the most important role should be played by the local governments. Only on the local level it is possible to recognize the reasons for social exclusion and create a system in which a number of entities will include the eldest citizens to the society by way of a process of social activation. The process of activation should be programmed, realized and monitored, because only then it will become a successful process which will create a real chance to counteract social exclusion of seniors. In the introduction to the article, the author presents the theoretical aspects of social exclusion and the goals of the inclusion process. In the part devoted to the abilities of influencing social policies by the local government, the author presents an example of Częstochowa as a city that has created a senior aid program. In the third part of the article the author presents the results of the studies based on the monographic sheets of the Senior Initiative Bank, according to which, the range of the activation activities for the local senior society can be evaluated.

    W artykule przedstawiono badanie dotyczące lokalnej polityki mieszkaniowej Łodzi i Krakowa w latach 2006 i 2017. Dokonano analizy porównawczej w zakresie ludności, zasobów mieszkaniowych (w tym lokali socjalnych i komunalnych), stopy bezrobocia, dochodów i wydatków budżetów badanych miast, sytuacji ekonomicznej wyrażonej dochodami budżetowymi na jednego mieszkańca. Wyniki przeprowadzonych analiz ilościowych pokazują trend zmniejszania się liczby zasobów mieszkaniowych w badanych miastach. W ostatnich latach intensywniej zmniejszają się zasoby mieszkaniowe w Łodzi niż w Krakowie, a struktura własności budynków mieszkalnych Łodzi różni się od struktury budynków mieszkalnych w Krakowie.
    The article carried out a study on the local housing policy of Łódź and Kraków in the year 2006 and 2017. A comparative analysis was carried out in terms of population, housing stock (including social and municipal flat), unemployment rate, income and expenditure of the budgets of the cities studied, the economic situation expressed in income budget per capita. The results of the quantitative analyzes carried out show the trend of decreasing the amount of housing stock in the examined cities. In recent years housing stock in Łódź have been decreasing more intensively than in Kraków, and the ownership structure of Łódź residential buildings is different from that of residential buildings in Krakow.

    The development of local production systems depends on many interlinked factors – localisation, available infrastructure, the abundance of natural resources, stock of human capital, etc. Undoubtedly, human resources play a crucial role in the creation and development of LPS, especially in cases, where competitive advantage of a LPS is knowledge-intensive based. The paper presents the changes on the labour market in two regions: Lodzkie Region and Novosibirsk Oblast in order to discuss the way, in which human capital and labour market situation may determine the development of local production systems in these regions. Research results show, that it is fundamental both to invest in human capital and to develop educational and research potential in accordance with labour market needs in order to reduce detrimental impact of society ageing in these regions.

    Traditional mission of a university includes two elements: research and teaching by making reference to the state-of-the-art cognitive content. A third, new element of the mission is their direct public service. In recent years we have been stressing the role of higher education institutions in the shaping of social and economic reality, where active involvement in development processes of regions and countries are a challenge. The paper discusses educational policy of universities in the context of needs and expectations of the economy, especially of local production systems. Theoretical considerations are the point of departure for the presentation of the results of studies conducted under the Project “Policy and tools of creating human capital in the region” in higher education institutions in the Lodz Region. The market of educational services evolves dynamically and, as a result of overlapping external and internal conditions, the latest 20 years provoked revolutionary changes also in the universities in the Lodz Region. On the one hand, universities seek their own, individual development paths, diversify their educational offer to be competitive and, on the other hand, they start cooperating with one another and with the external world both in the area of education and research. That initiates or enhances economic cooperation and the development of network relations through, inter alia, developing and supporting territorial forms of cooperation, e.g., LPS, various types of economic collaboration, improved communication and integration between economic circles and educational institutions.

    A significant part of the activities undertaken so far under the senior policy, also at the local level, have been focused on seniors’ social (physical and educational) activation. The growing number of the oldest seniors, with limited independence, living alone in single‑person households, away from their families, will force the policy priorities to be reoriented in such a way as to develop efforts to provide different types of support and care for older citizens. The results of research carried out by different researchers confirm that the system of care for seniors with independence restrictions, based mainly on the family members support, is no longer applicable. However, finding a good solution in new conditions will be extremely difficult. First of all, due to the seniors’ preferences (the desire to spend old age in their own home, in familiar surroundings), social conditions and family relationships (singularization in old age, loosening family and social relationships, transferring social relationships into the virtual sphere inaccessible for many seniors), labor market situation (staff deficit in the care system) and public finances (the need to rationalize the growing public expenditure related to the provision of health and care services). The aim of the article is to present selected aspects of seniors’ care system organization in Poland in local territorial units’ perspective. In the article author presents the results of literature analysis of seniors’ care system in Poland, discusses the results of an interview conducted among the seniors of one of the Pomeranian communes regarding availability of care from the closest family members, as well as proposes the concept of organizing the local care system for seniors.  
    Znaczna część aktywności podejmowanych w ramach polityki senioralnej, także na poziomie lokalnym, koncentruje się na społecznej (fizycznej i edukacyjnej) aktywizacji seniorów. Rosnąca liczba coraz starszych seniorów, z ograniczoną samodzielnością, mieszkających samotnie w jednoosobowych gospodarstwach domowych, z daleka od swoich rodzin, będzie wymuszać reorientację priorytetów tej polityki w taki sposób, aby rozwijać działania na rzecz zapewnienia osobom starszym wsparcia i opieki socjalno‑bytowej (w miejscu ich zamieszkania i w wyspecjalizowanych instytucjach). Wyniki badań realizowanych przez wiele ośrodków potwierdzają, że system opieki nad seniorami z ograniczeniami samodzielności, bazujący głównie na wsparciu ze strony członków rodziny, nie ma perspektyw. Znalezienie dobrego rozwiązania w nowych uwarunkowaniach będzie jednak niezwykle trudne – przede wszystkim ze względu na preferencje samych seniorów (chęć spędzenia starości we własnym domu, w znanym otoczeniu), uwarunkowania społeczne i relacje rodzinne (singularyzacja starości, rozluźnianie się więzi rodzinnych i społecznych, przenoszenie relacji towarzyskich w sferę wirtualną, niedostępną dla wielu seniorów), warunki panujące na rynku pracy (deficyt kadr w systemie opieki) oraz sytuację ekonomiczną w państwie (konieczność racjonalizowania rosnących wydatków publicznych związanych ze świadczeniem usług zdrowotnych i opiekuńczych). Celem artykułu jest przedstawienie wybranych aspektów związanych z organizacją systemu opieki nad seniorami w perspektywie lokalnej. W ograniczonych ramach opracowania przedstawiono wyniki analizy literatury z zakresu organizacji systemu opieki nad seniorami w Polsce, omówiono wyniki wywiadu przeprowadzonego wśród seniorów jednej z pomorskich gmin, dotyczące między innymi dostępności opieki ze strony najbliższych członków rodziny, a także zaprezentowano koncepcję organizacji lokalnego systemu opieki nad seniorami.
